ARTICLE 83 (2) OF THE CONSTITUTION OF THE WEST INDIES.

Pursuant to the provisions of paragraph 2 of Article 83 of the Constitution
of The West Indies, NOTICE IS HEREBY GIVEN by the Covernor in Coun-
cil that the Legislative Council of Saint Vincent has, by resolution passed the
4th day of December, 1958, approved the conferment on the Federal Supreme
Court by the Federal Supreme Court Regulations, 1958, of jurisdiction to hear
and determine appeals in criminal matters from the Supreme Court of the
Windward Islands and Leeward Islands.

LEGISLATIVE COUNCIL.
BUDGET SESSION.
29TH DECEMBER, 1959.
It is hereby notified for general information that the Budget Session of
the Legislative Council, in respect of the 1960 Estimates, will be held at the
Council Chamber, Kingstown, on Tuesday, 29th December, 1959, at 10.00 a.m.
It will be appreciated that there is limited seating and standing accom-
modation in the Council Chamber, and the Public is requested to take notice of
the following arrangements and to co-operate as fully as possible:-
(1) Special Invitees
Special invitations will be issued, as usual, to leading persons in the
community, and seating accommodation will be reserved for these invitees.
Tickets will be issued to them which must be presented to the Constable

stationed at the Eastern Door, i.e. the door leading up the stairs to the
Crown Attorney's Office. All special invitees, as well as Members of
Executive and Legislative Councils will be admitted by this door.

(2) Seating accommodation
There will remain, after accommodation is reserved for special invitee:;,
seats for not more than one hundred (100) other persons. These seats will
not be reserved, but will be allocated to the first hundred persons entering
the Council Chamber by the Western Door, i.e. the door leading up the
stairs to the Magistrate's Office. A constable will also be stationed at this
door to ensure that entry is made in an orderly manner.

(3) Standing accommodation
There will be standing accommodation for not more than forty (40)
persons in the Chamber. These persons will also be allowed access to the
Chamber by the Constable stationed at the Western Door, after all seating
accommodation is exhausted.

(4) Lobby
A limited number of persons will be allowed to stand in the Lobby
after the Chamber is filled. A Constable will be stationed at the head of
the stairs, outside the Magistrate's Office, to direct persons into the Cham-
ber and in the Lobby.

(5) Press
Four (4) seats will be reserved for the Press, one of which will be
for the representative of the Vincentian newspaper. The three (3) remain-
ing seats will be allocated to the three correspondents, who, on presentation
of their credentials to the Government Secretary at Government Office,
before the 29th of December, obtain the tickets held by him. No other
correspondents will be allowed in the Press Section.

(6) Public address system
A Public Address System will be installed to enable those persons in
the Court Yard, who did not gain entry into the Chamber and Lobby, to
hear the proceedings.
The Order of the Day of this meeting is published with this issue of the
Gazette.

The attention of the General Public
is invited to Section 7 of the Motor
Vehicles Insurance (Third-Party Risks)
Ordinance, No. 28 of 1947, which reads
as follows:-


A person applying for a licence in
respect of a Motor-Vehicle under the
law for the time being in force re-
lative to motor vehicles shall append
to the application a certificate of in-
surance or a certificate of security,
or shall produce such evidence as may
be prescribed that either-
(a) On the date when the licence
comes into operation there will be in
force the necessary policy of insurance
or the necessary security or deposit
in relation to the user of the motor
vehicle by the applicant or by other
persons on his order or with his per-
mission; or
(b) the motor vehicle is a vehicle
to which this Ordinance does not ap-
ply.
Failure to submit the relevant valid
insurance certificate may result in re-
fusal of the issue or renewal of a motor-
vehicle Licence by the Licensing Offi-
cer.

CUSTOMS (AMENDMENT) REGULATIONS.

(Gazetted 22nd December, 1959.)

1. Short title. These Regulations may be cited as the Customs
(Amendment) Regulations, 1959, and shall be read as one with the Regulations
made by the Governor in Council under Section 120 of the Customs Ordinance
on the 26th day of January, 1929, (hereinafter referred to as the principal
Regulations) and all amendments thereto.


2. Amendment. Regulation 6 of the principal
placed by the Customs (Amendment) Regulations, 1949,
No. 83) is hereby revoked and replaced as follows:-

"6. TARIFF OF FEES. The following tariff of fees is hereby
fixed and shall be payable by the master or agent of any ship vessel or
aircraft in respect of which such services are required or ordered to be
performed, for the services of each officer so employed:-


(a) For every hour or part of an hour between the hours of
6 a.m. and 8 a.m. and 4 p.m. and 9 p.m. on Mondays,
Tuesday, Thursdays, Fridays and Saturdays, and be-
tween the hours of 6 a.m. and 8 a.mi and 12 noon and
9 p.m. on Wednesdays
(b) For every hour or part of an hour between 9 p.m. and
6 a.m ..
(c) For every hour or part of an hour on Sundays and public
holidays .. .

(d) 1or remaining on guard on board of any ship or vessel

Provided that the fees to be paid in respect of the services of a Cus-
toms Guard or Preventive Officer shall be three-quarters of the fees as set
out in subsections (a) to (g) above.".

3. Revocation. The Customs (Amendment) Regulations, 1949,
(S.R. & 0. 1949, No. 83) are hereby revoked.

PORTS OF ENTRY (AMENDMENT) REGULATIONS.


(Gazetted 22nd December, 1959.)

1. Short title. These Regulations may be cited as the Ports of Entry
(Amendment) Regulations, 1959, and shall be read as one with the Regulations
for Ports of Entry made by the Governor in Council under the authority of
Section 12 of the Port Officers Ordinance (Cap. 198) on the 27th day of
October, 1906 (hereinafter referred to as the principal Regulations) and all
amendments thereto.

2. Regulation 1 of principal Regulations revoked and
replaceQ Regulation 1 of the principal Regulations as replaced by the
Regulations made by the Governor in Council under the authority of Section
12 of the Port Officers Ordinance on the 16th day of June, 1928, is hereby
revoked and replaced with the following:-
"1. Port Officer's Visits and Fees. The Port Officer shall
visit immediately on their arrival all ships arriving within a Port of Entry
from any place without the Colony between the hours of 8 a.m. and 4 p.m.
on week days (except Wednesdays when the hours shall be 8 a.m. to
12 noon) and shall if requested by the ship's agent visit ships at any
time out of the above prescribed hours upon payment to him, in addition
to the usual harbour dues, of a personal fee in accordance with the following
scale:-


For visiting a ship between 6 p.m. and 9 p.m. .. .. $ 3.60
For visiting a ship between 9 p.m. and 12 midnight .. $ 6.00
For visiting a ship between 12 midnight and 6 a.m. .. $10.00
For visiting a ship between 6 a.m. and 8 a.m. and between
4 p.m. and 6 p.m. on ordinary week days and between
12 noon and 6 p.m. on Wednesdays .. .. $ 3.60
For visiting a ship on Sundays and Bank Holidays .. $ 7.60".
