about 2 days.

Deputy.

VACANT POST.

FINANCIAL SECRETARY, DOMiuICA.

Applications are invited for the post
of Financial Secretary, Dominica.
Salary :
The salary of the post, which is pen-
sionable, is in the scale $4,320 x $120-


$5,280 per "annum, plus a 20% pay
addition, plus $240 per annum as
Chairman, Income Tax Commis-
sioners, $360 per annum as Curren-
cy Officer -and $172.80 per annum as
Naval Reporting Officer. The ap-
pointment carries with it liability to
transfer to any post of equivalent
status in Windward Islands.
Duties:
The duties of the post are:-
(i) to advise Government on all
financial matters;
(ii) to be responsible for Fin-
ance and Fiscal Policy; Cus-
toms and Taxation;
(iii) to perform the duties of
Comptroller of Customs and
Excise; Currency Officer;
Naval Reporting Officer;
Chairman, Income Tax Com-
missioners; Chairman, Agri-
cultural Loans Board;
(iv) to perform any other duty
and render any further
assistance as may be di-
rected. The holder of the
post is an ex-officio Member
of the Executive Council and
Legislative Council and a
nominated member of the
Roseau Town Council.

Qualifications:
The officer must be competent to
advise on all aspects of financial
policy. He must be capable of exer-
cising financial control over all
branches of Government Revenue and
Expenditure. Preference will be
given to a candidate who has served
several years in a senior post in the
Public Service, preferably, in a fin-
ancial capacity.

Further particulars regarding the
appointment may be obtained from the
Chief Secretary, Windward Islands,
Grenada, to whom applications should
be addressed to reach him not later
than the 31st March, 1958.

FEDERAL COMMEMORATIVE STAMPS

A new issue of stamps to commemo-
rate the inauguration of the Federal
Legislature in Trinidad will be re-
leased for sale at the General Post
Office, Kingstown, and at all District
Post Offices on Tuesday 22nd April,
1958. The issue will comprise 3 values
only: 3 cents, 6 cents, and 12 cents.

INCOME TAX NOTICE.

TO THE GENERAL TU3L:C.

Every person concerned, not beilg la
Government Officer, is hereby reminded
that the latest date for the submission of
Income Tax Returns for assessment in
the year 1958 is the 31st March, and
that failure to give notice of charge-
ability is an offence against the Income
Tax Ordinance, rendering the person
concerned liable. to a fine not exceeding
SEVEN IIUNDRED AND FIFTY
DOLLARS.
2. Every. person whose income accru-
ing in, derived from the Colony or else-
where and whether received in the
Colony or not for the preceding year,
exceeded the. statutory limit of $480.00
is required to submit a return in the
prescribed form notwithstanding that on
account of approved deductions no tax
may i-i,-ntuilly be chargeable, and
particular' attention is directed to the
fact that the term "income" is deemed
to include not only money but also al-
lowances in kind.
3. Efforts are being made to send
blank forms to such persons. It is to be


clearly understood, however, that the
Income Tax Department is under no
obligation to send a return form to any-
one and that a person is not exonerated
from the statutory liability of making a
return even though a form may not have
been received from the Department.
Forms may be obtained, on application,
at the Revenue Offices at Georgetown,
Barrouallie, Bequia and Union Island,
or in any other district from the Police
Station situate therein or from the In-
come Tax Department, Kingstown,
where any person requiring information
in connection therewith is invited to
enquire.
4. The form correctly completed,
should be accompanied by all necessary
supporting statements. Specimens of
the form of account required from small
traders and from occupiers or cultiva-
tors of land will be supplied on request.

ANNUAL REPORT.

1957.

ORGANISATION.
At the end of 1957, the Public Library was operating through eleven (11)
points of service, thus:-

(a) Headquarters-Kingstown.
(b) Nine Branches, at Georgetown, Marriaqua,, Calliaqua, Questelles,
Layou, Barrouallie, Chateaubelair, Union Island.
(e) One Deposit Station at Bequia.
MEMBERSHIP.
Adult Membership is free to all residents of the island. Non-residents are
permitted temporary membership on payment of the prescribed deposit.

Children between the ages of seven and fourteen are eligible for member-
ship of the Juvenile Department.
The total number of readers registered with the Public Library as at 31st
December, 1957 was 5,613 (Adults 2,566;, Juvenile 3,047). The rural libraries
showed a registration of 3,395 (Adults 1,694; Juvenile 1,701).
STAFF.
The staff authorized for 1957 was:-

During the year, the following success was obtained in the Examination of
the British Library Association:-

Each member of the staff has done her best to keep the work at the Kings
town Public Library up-to-date.

BOOK STOCK AND CIRCULATION.
The total number of books acquired during the year was 2,320 (Adult
1,420; Juvenile 900). The addition of these books brought the bookstock to a
total of 16,478 volumes. Of this total, 880 were written off as either lost or
unfit for circulation. 221 books were bound at the Reliance Printery this year.
The Reference collection is being built up slowly; but it is depressing to
note the number of standard reference books which have been stolen from the
open-shelves.
The total number of books circulated to readers at the Headquarters during
the year was 31,491 (Adult 19,449; Juvenile 12,042).

RURAL CENTRES.
The number of books circulated in the Rural Centres totalled, 15,410
volumes.

With the exception of Layou and Troumaca, the branches continue to
function satisfactorily. One new branch was opened at Questelles, this year,
making the total ten. Continued demands for more books have been received
from all parts of the service. The provision for these ten branches made heavy
inroads on the book-stock this year, and unless additional funds are forthcoming
the library service would have to call a halt to further developments, and con-
centrate on the two essentials, books and staff-training for the service now in
existence.
PERIODICALS.
The periodicals and newspapers continue to be immensely popular with the
public.
MISCELLANEOUS ACTIVITIES.
A fortnightly story-telling hour for the children; display of new books, of
posters, and of photographs depicting topics of interest form an everyday part
of the work of the Library.
CONCLUSION.
The further development of the Public Library must depend chiefly on the
quality and number of its staff and books. The plans for the future are: to build
up more generous book-stocks in all branch libraries; a sound, comprehensive,
and up-to-date Reference collection in the Kingstown Library; an extensive
West Indian section; and with the assistance of experienced and fully trained
staff to organize further library extension activities-film shows, book reviews,
book quizzes-to stimulate the interest and broaden the views of the reading
public.
In conclusion, I would like to express my appreciation and thanks for the
co-operation, support and advice given to me by the staff, the Library Com-
mittee, the officers in the various Government departments, and voluntary
helpers in many parts of the island. The Library is also indebted to the Press
and Radio for generous publicity, and to individual readers for donations of
books and magazines.
