tives of the Federating territories.
4. After the reception, he proceeded
to the open car escorted by a guard of
mounted police to Red House, seat of the
Government of Trinidad and Tobago.
There waiting in historic Legislative
Council Chamber were assembled repre-
sentatives of Church and State, and
guests from foreign countries including
the Consul General of the United States,
the Commissioner for India, the Com-
mander of the Naval Base Chaguaramas,
as well as representatives of all Federa-
ting territories and British Guiana.
5. Lord Hailes entered the Council
Chamber escorted by the Governor of
Trinidad and Tobago, the Chairman,
Standing Federation Committee and
Honourable the President of the West
Indian Court of Appeal. After Lord
Hailes had taken his position on the
throne dias, the National Anthem was
played. When assembly had taken their
seats, the royal warrant of appointment
was read by the Federal Secretary Mr.
John Mordecai.
6. Lord Hailes then rose and was
sworn in by the President of the West
Indian Court of Appeal. After this, to
mark final existence of the new Federa-
tion, there was a fanfare of trumpets
from balconies of the Red House.
7. At conclusion of fanfare, speeches
of welcome to the Governor-General
were made by members of the Standing
Federation Committee, to which Lord
Hailes replied, ending his speech with
these words-"Long live the West Indies.
God save the Queen." The National
Anthem was then played in full.
8. Lord and Lady Hailes then went in
procession out of the Chamber and set
out for the Governor-General's house,
official residence in Trinidad, capital of
the Federation.
9. As the Governor-General went
along the streets, he was greeted every-
where by large cheering crowds. The
streets were gaily decorated with flags
and bunting, giving the old city of Port-
of-Spain a bright atmosphere appropri-
ate to the birth of the new Federation.
10. Several messages of greetings have
been received by the Governor-General.
They include messages from the Secre-
tary of State, Mr. Lennox Boyd; United
States Secretary of State for foreign
affairs, Mr. Foster Dulles; the Archbishop
of the West Indies; the Trade Commis-
sioner for the West Indies in the United
Kingdom, Mr. Garnet Gordon; the Secre-
tary of the West India Committee, Mr.
A. E. V. Barton; the Governor of Cyprus,


Sir Hugh Foot; the Governor of British
Guiana, Sir Patrick Renison.

lency Lord Hailes, Governor-General of
the West Indies from the Governor-
General of Australia:
"On the occasion of the inauguration of
the West Indies Federation, may I con-
vey the best wishes of the government
and people of Australia. This occasion
makes a milestone in the progress of
the West Indies, within the family of
the Commonwelath, and we will follow
with warm interest the welfare and
development of the Federation."

SENIOR MEDICAL OFFICER, ST. KITTS-NEVIS
ANGUIILA.

It is notified for general information
that a vacancy will shortly be created in
the Medical and Health Department, St.
Kitts Nevis Anguilla for a Senior Medical
Officer. Applications are invited from
suitably qualified persons for appoint-
ment to the post.
2. The holder of the post will be ap-
pointed on contract for a period of three
years at a salary of $7,776 per annum
without private practice. The post car-
ries an annual travelling allowance of
$720 and Government quarters at a
rental of 10% of salary or an assessed
rental, whichever is the less.
3. The Senior Medical Officer will be
the head of the Medical and Health
Department of the Colony of St. Kitts
Nevis Anguilla and will be required to
advise on the recruitment transfer and
promotion of staff. He will be expected
particularly to develop the preventive
side of the work of the department in
matters pertaining to sanitation, mater-
nal and child health, health education
etc. He will be ex-officio Chairman of
the Central Eoard of Health and also
Registrar General.
4. Prospective candidates must be
registered, or entitled to be registered as
a Medical Practitioner under the Medical
Acts of the Imperial Parliament and
must, in addition, possess a recognized
qualification in public health.
5. Free passages, including rail fares
to the port of embarkation, will be pro-
vided for the officer and also for his wife
and not more than three children under
the age of eighteen years who are un-
married and are dependent upon him,

AGRICULTURAL CREDIT SOCIE-
TIES FOR 1958.


Tenders are invited for 600 tons of
mixed fertilizer containing 10% Nitrogen,
5% Phosphate and 10% Potash. It is em-
phasised that the Nitrogen in the fertili-
ser must be contained in Ammonium
form and a certificate to this effect must
be produced. Quotations should be given
for 100 lb. and 200 lb. bags.
Tenders are also invited for 50 tons
Sulphate of Ammonia containing not less
than 20% Nitrogen.
Tenders which should be sealed must
state the price ex beach.
Delivery of fertilizer should be not later
than 15th April, 1953.
Tenders are to be addressed to the
Chairman, Tenders Board, Treasury, and

FEDERAL ELECTIONS (MODIFICATION OF LOCAL
LAWS) REGULATIONS.


(Gazetted 7th January, 1958).


WHEREAS it is provided by article 107 of the Constitution of The West Indies
annexed to the West Indies (Federation) Order in Council, 1957, that for the
purposes of the first general election of members to the House of Representatives
and, until the Federal Legislature by law otherwise provides, of any subsequent
election of members thereto-
(a) the qualifications and disqualifications of persons for registration as
electors and for voting at elections, and
(b) the -matters for which the Federal Legislature is empowered to make
provision by article 18 of the Constitution,
shall be governed as respects any Territory by the laws which, immediately before
the date when the Constitution comes into force, govern such matters in relation
to the election of members to the Legislature of that Territory; and any such
laws shall apply in relation to the Election of members to the House of Repre-
sentatives with such modifications and adaptations as the Governor of the
Territory concerned may by regulations make therein for that purpose:
Now, THEAEFORE, for the purposes and in exercise of the powers aforesaid
the Governor hereby makes the following regulations:--

1. Short title. These Regulations may be cited as the Federal Elections
(Modification of Local Laws) Regulations, 1957.

2. Interpretation. In these Regulations-
"House" means the House of Representatives of the West Indies;
"the Ordinance" means the Legislative Council (Elections) Ordinance,
1951, as in force on the date of the coming into force of these Regu-
lations.

3. Modification of Election Laws. In so far as the Ordinance
governs elections to the House, it shall apply subject to the modifications and
adaptations specified in the Schedule to these Regulations.

Colony such number of polling divisions with such
boundaries as there would be constituted for the purpose
of an election of members of the Legislative Council.
4. The official lists of electors for the purpose of
an election of members of the Legislative Council, in
force on the day fixed as nomination day in any writ
issued for the purpose of an election of a member or
members to the House to represent the Colony, shall
together constitute the official lists for the purpose of
such election to the House."


In place of the words "each electoral district" the words "the
Colony" shall have effect.

In place of the word "each" the word "the" shall have effect.

In place of the expression "Legislative Council" wherever it appears,
the expression "House" shall have effect.





PART II.

(a) The definitions of the expressions "electoral district," "finally
revised list", "list of electors", "official list" and "preliminary
list of electors", shall not have effect;
(b) in place of the definition of the expression "election" the following
definition shall have effect:-"election", unless the context other-
wise requires, means an election of a member or members to serve
in the House;
(c) the definition of "election officer" shall have effect as if the word
enumeratorr" was not included therein; and
(d) in the definition of the expression "polling division" the words
"section 7 of" shall not have effect.
(a) These provisions shall not have effect; and
(b) in place of the foregoing provisions declared to have no effect, the
following shall have effect:-
"Polling 3. For the purpose of an election of a member or
division, members to the House, there shall be constituted in the

15 (1). (a) In place of the words "appoint an election clerk for each electoral
district who shall receive such fee for each election in that district
as may be prescribed" the words "with the approval of the
Administrator appoint such number of election clerks as he may
deem necessary to assist the returning officer. Each such clerk
shall receive such fee for each election as may be prescribed" shall
have effect; and
(b) there shall have effect as if added at the end of the subsection the
words "When'more than one election clerk has been appointed
the Supervisor of Elections shall assign an order of seniority
among them".
15 (2). In place of the words "the election clerk" the words "an election
clerk" shall have effect.
15 (3). Between the words "the" and "election" in the fourth line the
word "senior" shall have effect.
17 (1). In place of the words "such district" the words "the Colony" shall
have effect.
18 (1). In place of the words "such district" the words "the Colony" shall
have effect.
19. The provisions of this section shall have effect as if the words
"registration officer" were not included therein.
In place of this section the following provision shall have effect:-
20. "Issue of 20. (1) For the purpose of the first general election
writs for to the House and any election of members to supply
holding vacancies caused by death, resignation or otherwise the
election. Governor-General shall issue writs under the public seal
of the Federation addressed to the returning-officer of
the Colony. Such writs shall be forwarded to the Admin-
istrator for transmission through the Supervisor of
Elections to the returning officer.
(2) Every such writ shall be in the form set out as
Form 1 to the First Schedule and shall specify the day
and place of nomination of candidates, the day on which,
if necessary, the poll shall be taken, being not less than
twenty-one days and not more than twenty-eight days
thereafter, and the day on which such writ is returnable
to the Governor-General.
(3) Upon receipt of such writ the returning officer
shall proceed to hold the election in the manner here-
inafter provided."
21. In the first line, in place of the words "On the Governor issuing
a writ" the words "Upon receiving a writ from the Governor" shall
have effect.
23 (1). After the word "seat" the words "or seats" shall have effect.
23 (2). (a) In paragraph (i) in place of the words "of the electoral dis-
trict for which he seeks to be elected" the words "for the
Colony" shall have effect; and
(b) in the first proviso, in place of the words "relevant electoral
district" the word "Colony" shall have effect.

-Section. Modification.

In place of this section the following provisions shall have effect:--
25. "Uncon- 25. If at the expiration of three hours from the time
tested appointed in respect of an election for which one member
elections, is to be returned only one candidate has been duly nnmi-
nated for the seat to be filled, and in respect of an election
for which two members are to be returned no more than
two candidates have been duly nominated for the seats to
be filled, the returning officer shall forthwith publicly
declare that candidate or those candidates elected and
shall immediately thereafter certify by endorsement on
the writ of election in the'form set out as Form No. 27 in
the First Schedule the return of such candidate or-candi-
dates, as the case may be, and shall return the writ so
endorsed to the Supervisor of Elections for transmission
through the Administrator to the Governor-General
within the time for that purpose specified therein".
26 (1). In place of the words "If there shail be more than one candidate
duly nominated" the words "If there shall be more candidates

opening it, and hand the paper to the- presiding officer who shall,
without unfolding it, ascertain by examination of the initials
and numbers appearing thereon that it is the same paper as that
delivered to the elector and, if the same, he shall forthwith in
full view of the voter and all others present remove the counter-
foil and deposit the ballot in the ballot box."

Supervisor of Elections shall be inspected or produced except-

tioning an election return, under the order of a Judge of

(b) for the purpose of instituting or maintaining a prosecu-
tion for an offence in relation to an election, under an
order of a Judge of the Federal Supreme Court or of the
Supreme Court of the Colony; and an order under this
Subsection may be made by the Judge on his being satis-
fled by evidence on oath that the inspection or production
of such election documents is required for a purpose as
aforesaid."
