INCOME TAX NOTICES.

TO GOVERNMENT OFFICERS.

All Government Officers are hereby
reminded that the latest date for the
submission of income tax returns for
assessment in the year 1951 is the 31st
January, and that failure to give notice
of chargeability is an offence against the
Incorne Tax Ordinance, rendering the
person concerned liable on conviction to
a fine not exceeding FOUR HUNDRED
AND EIGHTY DOLLARS.
2. EVERY PERSON whose income,
accruing in, derived from the Colony or
elsewhere and whether received in the
Colony or not for the preceding year,
exceeded the statutory limit of $480 is
required to submit a return in the pre-
scribed form notwithstanding that on
account of approved deductions no tax
may eventually be chargeable, and par-
,ticular attention is directed to the fact
that the term "income" is deemed to
include not only money but also allow-
ances in kind.
3. Efforts are being made to send
blank return forms to such persons
through their Heads of Department. It
is to be clearly understood, however,
that a person is not exonerated from the
statutory liability to make a return even
though that person may not have re-
ceived a blank form, which may be
obtained, on application at the Revenue
Offices at Georgetown. Barrouallie,
Bequia and Union Island, or, in other
districts, from the Police Station situate
therein. These forms may also be obtain-
ed from the Income Tax Office, Kings-
town, where any person requiring
information in connection therewith is
invited to enquire.

Attention is directed to ihe provisions
of Sections 73 and 68 of the Income Tax
Ordinance No. 23 of 1948 which read as-
follows:-


"73. Any person engaged
in any trade, business or
profession shall keep in
the English language pro-
per books of account suffi-
cient to record all trans-
actions nrcessnry in order
to ascertain the gains and
profits made or the loss
incnirred in each such
trade, business or profes-
sion, and any such person
who fails to comply with
this provision shall be
guilty of an offence, and
in addition to any penalty
incurred he shall be liable
to pay any tax to which
he may be assessed under
the provisions of this
Ordinance."

68. Any person guilty of
an offence against this Penal-
Ordinance shall be liable offences
on summary conviction
before a Magistrate, to a
fine not exceeding four
hundred and eighty
dollars, and in default of
payment to imprisonment,
with or without hard
labour, for any term not
exceeding six months".
2. The Commissioners of Income Tax
intend to enforce the provisions of the
sections referred to above.

GOVERNMENT SAVINGS BANK.

The attention of Government Saviilgs
Bank Depositors is drawn to Rule 12 of
the Government Savings Bank of 1st
May, 1936:-


"12. Every depositor shall once in
each year in the month of February
forward his Pass Book to the Manager
for examination and comparison with
the Books of the office, and for the
entry of any interest due on the 31st
December previous. If any depositor
fails to send in his Pass Book as herein
directed the Colonial Treasury may
without further formality forthwith
direct that except the withdrawal of
the whole amount standing to the
credit to the depositor no further
transactions shall be allowed in respect
of the account. Notice of such direc-
tionsshall be given to the depositor
if his address is known to the Colonial
Treasurer, and if unknown, shall be
published in the Gazette."

FOREIGN COMPENSATION COMMISSION.

A Commission has been established in
the United Kingdom under the Foreign
Compensation Act, 1950, for the purpose
of registering and determining claims to
participate in compensation under agree-
ments with foreign governments, and
of distributing compensation as provided
,by the Act.
As its first task the Commission will
deal with applications for compensation
from the Funds to be paid under the
agreements with the Governments of
Czechoslovakia and of Yugoslavia.
Any persons having claims against
either of these two Governments should
communicate with the Custodian of
Enemy Property at the Registrar's Office,
Kingstown, without delay and, in any
event, not later than 31st January, 1951.
