This is a prelismary report of one phase of the Research and Market-
tag Aduinistration Southern Regional Project, SM-4, "Marketing Citrus
hruits. A study of the costs and factors affecting costs of whole-
selitg ad retailing oitrus fruits and citrus products also is included
in the Irojeet. The Burea. of Agricultural Economics and the Fruit and
Vtptable Brasob, Production and Marketing Administration, are conduct-
ing these phases of the study. Subsequent reports will include an analy-
sic at the margins and cost of handling citrus fruits at the wholesale
and retail level, as well as a more detailed analysis of the costs of

This study pertains to the 1946-47 season cost of 73 Florida

and 27 Texas firms handling fresh citrus fruit and 26 Florida and 26

Texas firms handling processed citrus products.

Costs of handling fresh citrus fruit per 1-3/5 bushel equivalent

box are shown by kind of fruit and type of container. The costs of

handling processed citrus products are shown by kind of product and by

type of container. Variation in costs for firms are shown by kind of

fruit and type of container for both fresh and processed citrus.

Items of cost:
Materials: Crate material; bags; fruit wraps; nails, strips and
straps; labels and paste; and end guards.
Labors Receive, truck and dump; crate making and labeling;
foremen, graders and others; wrap and pack, truck, check and load;
and payroll taxes and insurance.
Other direct cost: Cost of power, light and water, repair of build-
ing and equipment; and miscellaneous supplies.
Indirect operating: Insurance, taxes, licenses, and depreciation.
Total P-aoking cost The total of materials, labor, other direct
cost and indirect operating.
Administrative and selling Management and office salaries; office
supplies and expense; auto and travel; telephone and telegraph;
miscellaneous office expense; sales department cost, or charge for
selling. Selling cost does not include brokerage or any terminal
market charges.
Other cost: Gas coloring, color add and wax; precooling and inspec-
tion for Florida and Texas; and advertising taxes and marketing agree-
ment assessments for Florida.

PROCESSING OPERATIONS
Blended .uice A blend of orange and grapefruit juice. The pro-
portion of each varies from 60-40 to 40-60 percent.
Cases per firm: Average volume of actual cases produced.
Containers
324W : A case of 24 eighteen ounce cans.
12/404: A case of 12 forty-six ounce cans.
6/0: A case of 6 one-hundred-eight ounce cans,
Items of cost:
Materials: Cans, cartons, labels and freight on materials.
&abor: Processing and warehousing labor; supervision, mechanic and
watchman; and payroll taxes.
Other manufacturing cost: Expense for depreciation, repairs and
maintenance; power, lights, water, fuel, royalties, insurance, taxes,
miscellaneous supplies, miscellaneous operating cost and warehouse
cost other than labor,
Administrative cost: Includes management and office salaries,
office supplies and expense, auto and travel, operating interest,
telephone and telegraph, legal and audit, dues and subscriptions
and other general administrative cost.
Selling cost: Salaries of salesmen and others, advertising and
miscellaneous plant selling cost. Does not include commercial
brokerage, discounts and allowances,
Total costs The cost of processing juice excluding sugar. The
average costs of adding sugar for those firms that produced sweetened
juice are shown in.Tables 6 and 7.
Average cost per firm: Average cost per firm used in Tables 3,4,5,
8,9,10,11,12 and 13 is a simple average of the per unit cost of the
firms, It is obtained by taking the sum of the per unit cost of
each firm and dividing by the number of firms, The per box or per

case cost in Tables 1,2,6 and 7 is a weighted average. It is obtained
by taking the sum of the dollar cost of all firms for the appropriate
container and dividing by the sum of the corresponding container pack.

COSTS Of PACKKITG A1D SILfSNG F'ES CITRUS FRIT

The costs of packing and selling fresh citrus fruit in bruce boxes

are given in Table 1 for Florida and in Table 2 for Texas. The total pack-

ing costs per bruce box were approximately 5 cents lower for Texas firms

than for Florida firms for both grapefruit and oranges and 4 cents lower

for tangerines. Administrative and selling costs were also lower for

Texas firms than for Florida. The total costs were about 8 cents per box

more for Florida than for Texas for oranges and 10 cents more for grapefruit.


Variation in Packing an. Selling Costq

Costs of packing and selling citrus fruit varied greatly in both
Florida and Texas, Tables 3 and 4. There were two Florida firms with

costs of packing and selling oranges in bruce boxes from $0.60 to $0.6999

per box and two with costs from $1.10 to $1.1999 per box. Thirty-three

firms, or approximately one-half had costs of from $0.80 to $0.8999 per box

for packing oranges in bruce boxes. Approximately one-half of the firms

had costs of packing and selling grapefruit in bruce boxes from $0.70 to

$0.7999. In the case of Texas 42 percent of the firms had costs of pack-

ing and selling oranges in bruce boxes fom $0.70 to $0.7999, and for

grapefruit 40 percent had costs from $0.60 to $0.6999. Variation for

packing and selling costs for Florida and Texas citrus fruit in containers

other than bruce boxes are given also in Tables 3 and 4.

to $0.7999 for oranges packed in brace boxes. Forty-six firms, or 78 per-

cent of the firms had costs of packing grapefruit in bruce boxes from $0.50

to $0.6999 per box. Table 5.

In both Florida and Texas the average cost per firm for packing

and selling oranges was highest in 8-pound bags and lowest for 1/2-box

bags. Bruce box costs were about $0.16 lover than standard box costs for

Florida orange# and 6 cents lower for Texas oranges.

The cost of processing, warehousing and selling citrus juices for

12/404 cases and for grapefruit segments in 24/2 oases is given for Florida

in Table 6. These costs average approximately $1.05 for all juices per

12/404 case and $1.91 per 24/2 for grapefruit segments excluding sugar.

Sugar, when used, amounts to about 7 cents for orange juice, 10 cents for

grapefruit juice and 9 cents for blended juice, and 22 cents for grapefruit
segments. Material costs amounted to approximately 60 percent of the total
costs for juices and about one-third of the total costs for grapefruit
segments. Labor costs amounted to about 13 percent of the total costs
for juices, but almost one-half of the total costs for grapefruit segments.
The average costs for processing, warehousing and selling Texas
orange juice was $1.00, grapefruit juice $1.08, and blended juice $0.96

per 12/404 case without sugar. This wide variation in the average cost
is caused mainly by the difference in the number of firms that processed

each type of juice. Twenty-four of the 26 firms in the sample canned
grapefruit juice in 12/404 cases, but only 3 canned orange juice and 11
blended juice. The firms that canned orange and blended juice in addition

to grapefruit juice were large plants whose average costs generally were

lower than the smaller plants. This would have the effect of lowering

the average cost of orange and blended juice below that of grapefruit juice.

The cost for fancy grapefruit segments, including sugar, was $2.12 per 24/2

case. Material costs amounted to about 60 percent of the total in the coo

of juices, but only 35 percent of the total for grapefruit segments. Labor

costs amounted to only 9 percent of the total costs for juices, but almost

one-half of the total costs for grapefruit segments. Table 7.

When a weighted average for all 3 juices is calculated, the average

cost for processing warehousing and selling citrus juice is 2 cents per

case higher for Texas than for Florida. These costs, not shown in the tables,

are $1.0545 for Florida and $1.0758 for Texas. Materials costs were lower

for Florida than for Texas and labor costs were higher.


Variation in Processing and Selling Cost

Approximately one-half the Florida firms processing and selling

orange, grapefruit, and blended juices in 24/2 cans had costs ranging from
$1.00 to $1.0999 per case. No Florida firm had a cost as high as $1.20
per case for 24/2's, but in Texas one firm had costs of $1.30 or more for

orange juice, eight firms of $1.20 or more for grapefruit juice, and two

firms of $1.30 or more for blended juice. Tables 8 and 9.

One Florida firm only, but two Texas firms, had costs of less than
$0.90 per case of 24/2's.

The variation of the processing and warehousing costs (excluding

administrative and selling) for Florida firms is given in Table 10. More
than 40 percent of the fitrs had costs ranging from $0.80 to $0.8999 per
case of 24/2's and only three firms, or 13 percent, had costs of $1.00

Texas had one firm with a cost of under $0.80 per case of 24/2's

of grapefruit juice, and six firms, or 25 percent with costs of from $0.80

to $0.8999, but had three firms with costs of from $1.10 to $1,1999. For

the six Texas firms processing orange Juice, two had costs from $0.80 to
$0.8999 and four had costs from $0.90 to $0.9999, Table 11.

The costs of processing, warehousing and selling grapefruit seg-

ments varied more for Texas than for florida. Four Florida firms with the

lowest cost ranged from $1.90 to $1.9999 per case while Texas had one

firm with costs under $1.70. Each state had one firm with costs of $2.60

per case or over, Table 12.

Variations in costs for processing and warehousing grapefruit seg-

ments were similar to'the variations for all costs of handling segments,
