of the City Rate for 1952 to which

TRAFFIC NOTICE.

In July 1951 I inserted a Notice in
the papers informing all concerned
that the runways at Coolidge Field are
not public highways, and under no
circumstances must vehicles of any
kind use them.

It has recently become a practice
for many drivers of vehicles to drive
on or across the runways. This

constitutes a grave danger to the
landing and taking off of planes.
I am inserting this Notice as a final
warning that the runways are NOT to
be used by vehicles as a highway.

An Ordinance to amend further the Interpre-
tation of Laws Ordinance, 1898.

BE IT ORDAINED by the Governor and
Legislative Council of Montserrat as follows:-

1, This Ordinance may be cited as the Short Title.
Interpretation of Laws (Amendment) Ordinance,
1952.


The Interpretation of Laws Ordinance,
1898, as amended, is hereinafter called the
Principal Ordinance.

2. Section 9 of the Principal Ordinance is
hereby amended by the substitution of the word
"the for the word this appearing between
the words "the passing of" and the word
" Ordinance ".

8, This Ordinance shall be deemed to
have had effect as from the 1st day of January,
1952.

OBJECTS AND REASONS.



1. Section 9 of the Principal Ordinance relating to
reference to the Crown reads as follows:-

Reference to 9. In this Ordinance and in every other
Crown. Ordinance, whether passed before or after the
commencement of this Ordinance, reference to the
Sovereign reigning at the time of the passing of
this Ordinance or to the Crown shall, unless the
contrary intention appears, he construed as
references to the Sovereign for the time being,
and this Ordinance shall be binding on the
Crown.

2. This phraseology is considered inapt and does not
conform with that of similar legislation in force elsewhere
in. the Colony.

3. This Bill seeks to amend section 9 of the Principal
Ordinance.

OBJECTS AND REASONS.


The object of this Bill is to amend the Income Tax
Ordinance, 1945, to empower the Governor in Council to
grant a remission of tax in cases where it is considered just
and equitable to do so.

2. The opportunity has been taken to effect a minor
amendment of the Principal Ordinance.

THE IMPORTATION OF ANIMALS CARCASEE AND PW;iHI-
BITION) REGULATIONS, 1952, DATED MAY 27, 1952,
MADE BY THE GOVERNOR IN COUNCIL UNDER SEC-
TION 19 OF THE DISEASES OF ANIMALS ORDINANCE,
1913 (No. 16/1913).


1. Citation. These Regulations may be cited as the
Importation of Animals (Carcase and Feed) (Prohibition)
Regulations, 1952.
2. Prohibition. The landing in the Presidency of any
of the following articles when coming from the Dominion of
Canada is hereby prohibited:-
(a) the carcase of any bull, cow, ox, heifer, steer,
calf, pig, sheep or goat and any manufactured or processed
product thereof unless accompanied by :a certificate issued
by a recognized Veterinary authority certifying that such
carcase and manufactured or processed product thereof is
from an area that is free of foot and mouth disease and at
least 110 miles distant from any area which is infected
with foot and mouth disease;
(b) any ,ats, oilmeal, poultry feed, litter or fodder
unless accompanied by a certificate issuEd by a recognized
Veterinary authority certifying that such oats, oilmeal,
poultry feed, litter or fodder have been sterilized or treated
against the organisms of foot and mouth disease.
