Notices.

It is notified for general informa-
tion that the Secretary of State has
approved of a new issue of stamps to
commemorate the inauguration of the
University College of the West
Indies and the installation of Her
Royal Highness Princess Alice, Count-
ess of Athlone, as Chancellor.
2. Two denominations have been
selected and designed for a special
issue: a stamp of 3 cents depicting
the Arms of the University and a
stamp of 12 cents depicting a full
length seated portrait of Her Royal
Highness, Princess Alice, in her robes
as Chancellor.
3. There will be separate issues
for all 'Prsidencies as well as a
Federal issue.
4. The stamps will be placed on
sale during the period from the 16th
February, the anniversary of the
event that is being commemorated,
to the 15th May, 1951, during which
the current stamps of similar denom-
inations will be withdrawn from sale.

STATUTORY RULES AND ORDERS.
1951, No. 1.


THE STAMPS (UNIVERSITY COLLEGE OF THE WEST INDIES)
ORDER, 1951, DATED FEBRUARY 12, 1951, MADE BY THE
GOVERNOR IN COUNCIL UNDER SECTIONS 4 AND 5 OF THE
STAMP ACT (CAP. 135).


1. Short Title. This Order may be cited as the
Stamps (University College of the West Indies) Order, 1951.
2. Definition. In this Order the term "stamps"
means adhesive stamps for postage and revenue.
3. Special Stamps. There shall be issued in all
the Presidencies of the Colony during the period commenc-
ing from the sixteenth day of February, 1951 and ending
on the fifteenth day of May, 1951 inclusive, to commemo-
rate the inauguration of the University College of the W(;st
Indies and the installation of Her Royal Highness Princess
Alice as Chancellor thereof, special Federal and Presidential
stamps in the designs specified in the Schedule hereto and
of the values of three cents and twelve cents:
Provided that the Virgin Islands stamp of the value of
three cents shall be issued on such date as may be notified
in the Gazette.
4. Dies. The dies and other implements required to
give effect thereto shall be provided and the same shall be
destroyed as soon as practicable after the fifteenth day of
May, 1951.
5. Residues. The issue of stamps hereby author-
ised shall remain on sale until the stocks are exhausted or
until the said fifteenth day of May, 1951, whichever shall
be the earlier, after \vhich this Order shall cease to be
operative and any such stamps then remaining unsold shall
forthwithh be destroyed.

6. Suspension of Current Stamps. Notwith-
standing the operation of any Stamps or other Order made
by virtue of the provisions of sections 4 and 5 of the Stamp
Act and now in force, the sale of the uniform stamps
authorised for use throughout the Colony and of the Presi-
dential stamps authorized for use in the several Presidencies
of the Colony concurrently with such uniform stamps, shall
during the continuance of this Order be suspended.

Made by the Governor in Council this 12th day of
February, 1951.

SCHEDULE.


1. The stamp of the value of three cents depicts the arms of the
University College of the West Indies.
2. The stamp of the value of twelve c-nts depicts a full length
portrait of Her Royal Highness Plinces, Alice seated and in her robes
as Chancellor of the College.
3. Both stamps are in vertical format, the Royal Cypher appear-
ing at an angle in each of the top corners and the wording University
College of the West Indies in the top centre in the form of a curve
over the main design.
4. The duty tablet appears in both bottom corn, rs and the name
of the Colony or Presidency, as the case may he. appears at the bottom.
5. Beneath the portrait of lHer Royal Highinss tlle wording
" Princess Alice--Chancellor appears and beneath the College Arms
the motto Oriens ex occidente lux."

THE DANGEROUS DRUGS (APPLICATION AND MODIFICATION)
ORDER, 1951, DATED FEBRUARY 12, 1951, MADE BY THE
GOVERNOR IN COUNCIL UNDER SECTION 14 (2) OF THE
DANGEROUS DRUGS ACT, 1937 (No. 23/1937).


WHEREAS by subsection (2) of section 14 of the
Dangerous Drugs Act, 1937, power is conferred on the Gover-
nor in Council to declare by Order that Part V of the said Act
shall apply to any drug of whatever kind in the same manner
as it applies to the drugs mentioned in subsection (1) of section
14 of the said Act, if it appears to the Governor in Council
that such drug is or is likely to be productive, if improperly
used, or is capable of being converted into a substance which
is or is likely to be productive, if improperly used, of ill-effects
substantially of the same character or nature as or analogous to
those produced by morphine or cocaine:
AND WHEREAS it appears to the Governor in Council
that the drugs specified in the Schedule to this Order a e
productive, if improperly used, or are capable of being convert-
ed into a substance which is or is likely to be productive, if
improperly used, of ill-effects substantially of the same charac-
ter or nature as or analogous to those produced by morphine
or cocaine:

AND WHEREAS by the Dangerous Drugs (Application)
Order, 1948 (S. R. & 0. 1948 No. 4) made under the afore-
said powers it was declared that Part V of the Dangerous
Drugs Act, 1937, should apply as aforesaid to, amongst other
drugs, a certain form of the drug known as amidone, and its
salts and preparations, admixtures, extracts or other substances
containing any proportion of the said form of amidone:
NOW, THEREFORE, the Governor in Council in pur-
suance of the powers conferred upon him by subsection (2) of
section 14 of the Dangerous Drugs Act, 1937, is pleased to
declare and it is hereby declared as follows:-










1. Short Title. This Order may be cited as the
Dangerous Drugs (Application and Modification) Order, 1951.
2. Application. Part V of the Dangerous Drugs
Act, 1937, shall apply to the drugs specified in the Schedule to
this Order in the same manner as the said Part V applies to
the drugs mentioned in subsection (1) of section 14 of the
said Act.
8. Modification. In the Schedule to the Danger-
ous Drugs (Application) Order, 1948, the following words,
that is to say Amidone, its salts and any preparation, admix-
ture, extract or other substance containing any proportion of
Amidone, shall be omitted.

February, 1951.

Alphaprodine (oc-4-Propionoxy-4-phenyl-l: 3-dimethyl-4-piperi-
dine), its salts and any preparation, admixture, extract or other sub-
stance containing any proportion of alphaprodine.
Amidone (6-Dimethylamino-4: 4-diphenylheptan-3-one), its salts
and any preparation, admixture, extract or other substance containing
any proportion of amidone.
Betaprodine (B-4-Propionoxy-4-phenyl-l: 3-dimnethyl-4-piperi-
dine), its salts and any preparation, admixture, extract or other
substance containing any proportion of betaprodine.
Hydroxypethidine (Ethyl 4-m-hydroxyphenyl-1-inethylpiperidine-
4-carboxylate), its salts and any preparation, admixture, extract or
other substance containing any proportion of hydroxypethidine.
Isoamidone (6-Dimethylamino-4: 4-diphenyl-5-methylhexan-3-
one), its salts and any preparation, admixture, extract or other
substance containing any proportion of isoanidone.
Ketobemidone (4-Propionyl-4-mn-hydroxyphl enyl-l-methylpiper-
idine), its salts and any preparation, admixture, extract or other sub-
stance containing any proportion of ketobemidone.

Methadol (6-Diinethylainino-4: 4-diplihenylli'ptaii-3-ol), its salts
and any preparation, admixture, extract or other substance containing
any proportion of miethadol.










Methadyl acetate (6-Dimethylamino-4: 4-diphenyl-3-heptylacetate),
its salts and any preparation, admixture, extract or other substance
containing any proportion of methadyl acetate.

Phenadoxone (6-Morpholino-4: 4-dipbenylleptan-3-one), its salts
and any preparation, admixture, extract or other substance containing

THE IMMIGRATION AND PASSPORT (AMENDMENT) REGULA-
TIONS, 1951, DATED FEBRUARY 12, 1951. MADE BY THE
GOVERNOR IN COUNCIL UNDER SECTION 32 OF THE
IMMIGRATION AND PASSPORT' ACT, 1945 (No. 7/1945).


1. Short Title. These Regulations may be cited as
the Immigration and Passport (Amendment) Regulations,
1951, and shall be read as one wi'h the Immnigration and
Passport Regulalions, 1947 (S. R. & 0. 1947 No. 14) as
amended, hereinafter referred to as the Principal Regulations.
2. Amendment. The P r in cipal Regulations are
hereby amended as follows:-
(a) Regulation 3 is hereby amended-
(i) By inserting the brackets and numerdl
(1)" after the words Return of Passen-
gers. "; and
(ii) By adding the following as sub-regulation
(2)-
(2) The master of every aircraft
arriving in any Presidency with pass-
engers from any police outside the Colony
shall furnish to the immigration officer
a correct Passenger Manifest in the
Form ': Al in the Schedule hereto."

(b) For regulation 4 the following shall be substi-
tuted-
"4. EXAMINATION OF IMMIGRANTS
&c. (1) An examination of persons
arriving by vessel in any Presidency
from a place outside the Colony shall









be conducted by an immigration officer
on the vessel by which such persons
arrived, or at any other place convenient
for the purpose as the immigration
officer may direct.
(2) Every such person arriving in
a vessel (other than an aircraft) shall, if
required so to do by the immigration
officer, and before being permitted to
disembark or remain in any such Presi-
dency complete a declaration in the
Form B" in the Schedule hereto, and
the immigration officer may require
every such person to declare thereto
before himself, and shall satisfy himself,
where he has any doubt, that the signa-
tory thereto is sufficiently educated to
understand such declaration; or if such
person is unable to fill in such Form, the
immigration officer shall question him,
through an interpreter if necessary, and
shall himself till in or cause to be filled in
the form of declaration, and shall there-
upon require such person to sign such
declaration.
(3) Every such person arriving by air-
craft shall if required so to do by the
immigration officer before being permitted
to remain in any such Presidency
produce to him an Embarkation/Disem-
barkation Card in the Form B1 in the
Schedule hereto, and the immigration
officer shall, notwithstanding anything
contained in these Regulations, signify
thereon that permission has been granted
to such person to enter the Presidency
for such period and subject to such
conditions as may be endorsed thereon."

(c) The following forms numbered Form A 1 and
Form Bl "shall be inserted in tile Schedule immediately
after Form "A and Form B" respectively:-

SECTION 46 OF THE MEDICAL ACT, 1937 (No. 31/1937.)


1. Short Title. This Order may be cited as the
Poisons (Declaration) Order, 1951.
2. Declaration and Amendment of Schedule.
It is hereby declared that the following drugs, that is to say:-
Atebrin.
Nitrobenzene and its derivatives.
Plasmoquin (or Plasmochin) ".,
shall be deemed to be poisons within the meaning of the
Medical Act, 1937 and shall be inserted in their respective
alphabetical order in Part II of Schedule C to the said Act.
3. Revocation. The Poisons (Declaration) Order,
1947 (S.R. & 0. 1947 No. 2) is hereby revoked.
