Secretary on the Staff of the Develop-
ment and Welfare Organisation in
succession to Mr. C. Y. CARSTAIRS,

of Infornmation Services, Colonial
Office.
2. It is expected that Mr. GROS-
SMITH will assume duty early in the
New Year.
3. Mr. GROSSMITH was born in
1895. He served in the first World
War as Lieutenant and was mentioned
in despatches. In 1926 he was appoint-
ed to the Colonial Office where he
was made Assistant Principal in 1934,
Principal in 1937 and Assistant Secre-
tary in 1946;.
4. He served as Private Secretary
to the Under Secretary of State for
the Colonies in 1937 and was a mem-
ber of His Majesty's Goxernment
Delegations to International Labour

TENDERS.

Tenders are invited for the making
of uniforms for Petty Officers for the
;year 1951 as follows:-
In Khaki drill for Petty Officers-

(a) Tunic and trousers.

(b) Khaki shirt with short sleeves
and pocket on each breast
with flap to button.

(c) Khaki trousers.

(d) Khaki shorts.

In blue serge and cotton duck for
boatmen-

(a) Blue serge jumper and trou-
sers.

(b) Blue serge trousers only.

(c) Cotton duck jumper and
trousers.

The Government will supply the
necessary drill, serge, or duck, also
badges and official buttons for tunics.
All other materials are to be supplied
by the contractor. Prices are to in-
clude the cost of affixing badges to
tunics or jumpers.

Tenders should be in sealed enve-
lopes marked "TENDERS FOR
UNIFORMS" and should reach the
Administrator's Office by 12 o'clock
noon on Saturday the 2nd December,
1950.


The Government does not bind
itself to accept the lowest or any
tender.

If the delivery of uniforms is
delayed for a period exceeding four
weeks after the date of receipt of the
material or uniforms are unsatisfac-
torily tailored, Government reserves
the right to cancel the contract on
giving one week's notice in writing.

RESOLUTION OF THE LEGISLATIVE COUNCIL OF ANTIGUA,
DATED NOVEMBER 9, 1950, MADE UNDER SECTION 15 OF
THE CUSTOMS DUTIES ORDINANCE, 1927, (No. 11/1927).

WHEREAS by section 15 of the Customs -Duties Ordi-
nance, 1927, it is provided that the Legislative Council may
from time to time by resolution increase, reduce, abolish or
otherwise alter the Customs duty leviable on any goods
imported in the Presidency:
AND WHEREAS it is expedient to abolish the Customs
duty on aircraft and on aircraft parts and supplies intended for
use by or in aircraft of airlines designated by the Governor:
BE IT THEREFORE RESOLVED that-
(1) (i) the Customs duty on aircraft, spare parts and-
regular aircraft equipment of airlines designated
Sby the Governor shall be abolished;
(ii) when any of the goods specified in the Schedule
hereto are imported, or taken on board aircraft
of an airline designated by the Governor, for
incorporation in, or for consumption or use in or
on, such aircraft, the Customs duty leviable on
such goods shall be abolished.
The Resolution passed by the Legislative Council on the
17th day of September, 1942 (S. R. & 0. 1942, No. 15) is
hereby rescinded.

TOWN AND COUNTRY PLANNING.


REGULATIONS MADE BY THE CENTRAL AUTHORITY WITH THE
APPROVAL OF THE GOVERNOR IN COUNCIL UNDER THE
PROVISIONS OF SECTION 4 OF THE TOWN AND COUNTRY
PLANNING ORDINANCE, 1948 (No, 4 oF 1948).


1. SHORT TITLE. These Regulations may be cited as
the Town and Country Planning Regulations, 1960.
2. DEFINITIONS. In these Regulations, unless the con.
text otherwise requires-
"map" or "plan" means a map or plan on such scale as
the Central Authority may approve as respects the
whole or any part of an area included or proposed to
be included in a scheme or order, and includes a plan
or a series of maps or plans, and in relation to a
notice of the deposit for inspection of any map as so
defined, includes a relevant portion of the map or a
certified copy of such portion;
the Ordinance" means the Town and Country Plan.
ning Ordinance, 1948 (No. 4 of 1948) and all
amendments thereto.

"register" means the register required to be kept under
section 10 of the Ordinance;
"registered owner" means any owner whose name is
Registered in the register, or who for the time being
receives or would receive the rent of the property in
connection with which the term is used;

resolution map means the map picturing or delineating
the area to which a resolution under the Ordinance
applies.
3. MANNER OF GIVING NOTICE. Where under the Ordi-
nance or these Regulations notice of any document or matter is
required to be given by advertisement, the notice shall be
published in the Gazette and in at least one local newspaper at
least once in each of two successive weeks, with an interval
between each publication of at least six clear days.

4. REGISTRATION OF OWNERS. Any person who is, or
claims to be, an owner of any property in the area to which a
resolution applies may, by notice in writing specifying the
property of which he claims to be owner,-require the Central
Authority to register his name and address free of charge in
respect of the property specified in the notice. The Central -
Authority shall comply with his request and shall inform the
person concerned that his name and address have been duly
registered.
5. DUPLICATE RESOLUTION MAP. The Resolution m~ip, -
and any scheme or order adopted or made by the Central
Authority for submission to the Governor in Council for
approval and the map, if any, to which such scheme or order
refers, shall be prepared in duplicate, each of the duplicates
being sealed with the seal of the Central Authority and signed
by the Chairman and by the Secretary or by the persons acting
for the time being as Chairman or Secretary.

6. DEPOSIT AND INSPECTION OF DOCUMENTS. (1) All
maps, plans, schemes, registers or other documents prepared
by the Central Authority under the Ordinance shall be
deposited at its office and at such other place as the Central
Authority may deem necessary.
(2) Such maps, plans, schemes, registers or other docu-
ments shall be open to public inspection free of charge. at the
office of the Central Authority and such other place as the
Central Authority may fix by notice published in the Gazette
and in a local newspaper.
(3) The prescribed hours of inspection of such maps,
plans, schemes, registers or other documents at the office of the
Central Authority shall be between 10 a.m. and 3 p.m. on each
work day except Thursday and Saturday when the hours shall
be between 10 a.m. and 11.30 a.m,

7. OBJECTIONS BY LOCAL AUTHORITY. All objections
to a scheme by a Local Authority under section 9 (2) of the
Ordinance shall be in writing and shall be submitted to the
Central Authority within thirty days after the receipt of such
scheme by the Local Authority.
8. RESOLUTION TO BE ACCOMPANIED BY MAP. A resolu-
tion of the Central Authority deciding to prepare or adopt
a scheme shall define the area of the proposed scheme by
reference to a resolution map showing by means of boundary
lines the area of the land to which the resolution applies.

9. NOTICE OF RESOLUTION TO BE GIVEN. (1) Before
Sthe Central Authority passes a resolution for the preparation
of a scheme or for the adoption of a scheme proposed by
owners or by a Local Authority, it shall prepare a drift of the
resolution in the form in which it proposes to adopt it.
(2) The draft resolution shall, unless such reference is
inappropriate, refer to a map showing by means of boundary
lines the area and practicable particulars and details of the
land to which the resolution applies.
(3) The Central Authority shall give notice by advertise-
ment that the draft resolution and the map, if any, to which
it refers or certified copies thereof, will be open for inspection
at a specified place and between specified hours and that any
objections or representations in reference thereto should be
sent in writing to the Central Authority within thirty days
after the date of the notice. The notice shall be in the form
set out in Form A in the Schedule to these Regulations.
(4) The Central Authority shall take into consideration
any objections or representations in writing received by it
within the prescribed period, and may give full opportunity
to persons affected thereby and making objections thereto and
representations in connection therewith to be heard by. such
one or other members or such officer or officers of the Central
Authority as it may appoint for the purpose, and in such
manner as in the opinion of the Central Authority the circum-
stances of the case require.

S 10. RESOLUTION AND REPRESENTATION TO BE SUBMITTED
STO GOVERNOR IN COUNCIL. If after taking into consideration
Sthe matters referred to in paragraph 4 of the last preceding
I regulation the Central Authority decides to proceed with the
pi- reparation or adoption of the scheme, it shall pass a resolution









making or adopting the scheme, with or without modifica-
tions, and shall as soon as !may be thereafter submit to the
Governor in Council for approval a duplicate of the resolution
and of the draft scheme, and the map, if any, to which it refers,
together with copies of any objections or representations which
have not been met or withdrawn.
11. NOTICE OF APPROVAL OR DISAPPROVAL OF RESOLU-
rION. (1) The Central Autliority shall within fourteen days
of the receipt of the approval of the Governor in Council to
the resolution give notice thereof by advertisement and shall
include in the notice a statement that the scheme as approved
and :the map, if any, to which it refers, or certified copies
thereof, will be open for inspection at a specified place and
between specified hours. The'notice shall be in the form set
out in Form B in the Schedule to these Regulations.

(2) If the Governor in Council disapproves of the scheme
the Central Authority shall within fourteen days of the receipt
of such disapproval give notice thereof by advertisement.
The notice shall be in the form set out in Form C in the
Schedule to these Regulations,

12. POWER TO EXTEND TIME. The Central Authority
triay, if it considers fit in any particular case and subject to
such conditions as it may impose, extend the period during
which anything is required by the said Authority to be done
under the, provisions of these Regulations; provided it is
satisfied that there are special circumstances warranting the
extension.

13. POWER TO CONSULT OWmNES. The Central Author-
ity may take steps, by means of conferences or such other
means as it thinks expedient, to secure the co-operation of
owners or other persons interested in the land proposed to be
included in any scheme or resolution.

14. POWERl TO TFURNISH COPIES O SCHEME. The Cen-
tral Authority may furnish to any registered owner making
application therefore a copy of any draft scheme or order or
resolution which has been placed on deposit for inspection in
accordance with any of the provisions of these Regulations or
in pursuance of the Ordinance or of any scheme or order or ,
resolution after it has come into operation on payment of the
reasonable cost of the copy.









15. POWER TO OBTAIN COPIES OF PUBLIC DOCUMENTS.
Notwithstanding the provisions of any Ordinance, bye-law,
rules or regulations the Central A authority shall be entitled, for
the purpose of or in connexion with the making, preparation or
carrying into effect of any scheme, order or resolution, to
inspect and obtain copies free of charge from assessment rolls,
rate books and other similar documents, and also from any book'
or document in the possession of any public department, Board
or Authority.
16. NOTICE OF INTENTION TO D E VELOP PRIVATE
SCHEMES. (1) Where any person intends to develop any area,
he shall give notice in writing of such intention to the Central
Authority and the notice shall be accompanied by a plan drawn
to the scale of not less than one inch to forty feet.

(2) The plan shall contain the following information:-
(a) North point;
(b) Widths of streets[
(c) Levels of streets in relation to surrounding land;
(d) Number and area of building lots;
(e) Building lines intended;
(f) Services such as water, sewage, lighting, direc-
tion of drainage.
(3) The notice shall be in the form set out in Form D in
the Schedule to these Regulations, with such variations as the
circumstances may require.

17. APPROVAL or CENTRAL AUTHORITY. The Central
Authority shall, within thirty days of the receipt of the notice
required under regulation 16 of these Regulations, approve or
disapprove of the intended work and shall indicate any amend-
ments required by it,
18. APPROVED PLAN TO BE DEPOSITED. A plan, when
approved, shall be provided by the registered owner for deposit
in the office of the Central Authority.
19. INTERIM DEVELOPMENT. (1) Where the Central
Authority grants to any person applying under section
13 (1) (a) of the Ordinance permission to do any act such









permission shall be in writing setting out in detail, so far as
may be practicable, the act or acts, together with such condi-
tions which may be attached thereto, in relation to which
permission has been granted.
(2) Where the Central Anthority has made a prohibition
under section 13 (1) (b) of the Ordinance, the Central Authori-
ty shall give notice of such prohibition by-
(a) posting in a conspicuous place within the area
the subject of the prohibition, a notice of such prohibition,
and
(b) advertisement.
The notice shall be in the form set out in Form E in the
Schedule to these Regulations.
(3) Where the Governor in Council under section
13 (4) of the Ordinance has declared that any contravention
of such prohibition shall be unlawful the Central Authority
shall give notice to such effect by-

(a) posting in a conspicuous place within the area
the subject of the prohibition, and
(b) advertisement.
The notice shall be in the form set out in Form F in the
Schedule to these Regulations.
20. GENERAL DEVELOPMENT ORDERS. (1) Before the
Central Authority under section 22 of the Ordinance makes a
General Development Order it shall prepare a draft of the
order in the form in which it proposes to make it.
(2) The draft order shall, unless such reference is inap-
propriate, refer to a map showing by means of boundary lines
the area of the land to which the order applies and illustrating
so far as is practicable the particulars and details in relation
thereto.
(3) The Central Authority shall give notice by advertise-
ment that the draft order and the map, if any, to which it
refers, or certified copies thereof, will be open for inspection
at a specified place and between specified hours and that any
objections or representations in reference thereto must be sent
in writing to the Central Authority within 30 days after thd
date of the notice. The notice shall be in the form set out in
Form G in the Schedule to these Regulations,

(4) The Central Authority shall take into consideration
any objections or representations in writing received by it
within the prescribed period, and may give full opportunity to
persons affected thereby and making the objections or repre-
sentations to be heard by such one or more members or such
officer or officers of the Central Authority as it may appoint
S for the purpose and in such manner as in the opinion of the
. Central Authority the circumstances of the case require.

(5) If after taking into consideration the matters referred
to in paragraph (4) of this regulation the Central Authority
decides to proceed with the preparation of the order, it shall
Pass a resolution making the order, with or without modifica-
tions, and shall so soon as may be thereafter submit to the
Governor in Council for approval a duplicate of the order and
of the map, if any, to which it refers, together with copies of
any objections or representations which have not been met or
withdrawn.
21. NOTICE OF APPROVAL OR DISAPPROVAL OF GENERAL
DEVELOPMENT ORDER. (1) The Central Authority shall
within 14 days of; the receipt of the approval of the Governor
in Council to the General Development Order give notice
thereof by advertisement, and shall include in the notice
a statement that the order as approved and the map, if any,
to which it refers, or certified copies thereof, will be open for
inspection at a specified place and between specified hours.
The notice shall be in the form set out in Form B in the
Schedule to these Regulations.
(2) If the Governor in Council disapproves the General
Development Order, the Central Authority shall within 14 days
of the receipt of such disapproval give notice df such disapproval
by advertisement. The notice shall be in the form set out in
Form C in the Schedule to these Regulations.
