SALE OF DIESEL.ELECrRIC POWER
PLANT
BIDS are invited for the sale by tender
of the complete Diesel-Electric Power
Plant, formerly used for the electric
li9/hting of Roseau, by the Government of
Dominica.
The plant consists of two (2) RUS ION
& Hornsby Mark 3 VXAA 3 Cylinder
Diesel Engines, each 56 B.H.P., 475 r.p.m.
together with two (2) Lancashire Dynamo
& Crypto Ltd 440/220 Volts, 475 r.p.m ,
3-wire Shunt wound D C Generators
The plant is complete with all necessary
switchboard panels, diesel-engined Air
Compressor, water and fuel tanks.
The plant can be inspected from Mon-
day to Saturday in any week between the
hours of 9.00 a.m. and 12 00 noon and
1.00 p.m and 4.00 p.m.
Tenders are to be sent in sealed envel-
opes marked "Tender for Purchase of
Power Plant" to the Government Secre-
tary, Administrator's Office, Roseau,
Dominica, and must reach this address
not later than 3.00 p.m. on Monday 29th
March, 1954.

Attention is drawn to the follow-
ing rules under the Income Tax Ordi-
nance, 1925 :-

son receiving a pension or
proportion thereof out of the
public revenue of the Coiony

which he is to be assessed
not later than the 31st day of
January following and of the
whole of his income from
other sources not later than
the 31st March following. "
3. "RETURN BY PERSONS

"Every person (not being a
public officer) liable to pay
Income Tax shall deliver to
the Comissioners a true and
correct return of his whole
income for the year in res-
pect of whichh he is to t e as-
sessed, not later than the
-ilst day of March follow-
ing. "
2 Failure to deliver the returns
mentioned in these Rules within the
period stated c institutes an offence
under the Ordinance and renders
the person in default liable, on sum-
mary conviction, t) a fine not exceed-
ing One Hundred Pounds and in
default of payment to imprisonment
with or without hard labour for any
term not exceeding six months.
3 Owing to neglect of the Rules
referred to by a large number of per-
sons liable to send in returns, the
Commissioners of Income Tax are
caused an unnecessary amount of in-
convenienceand extra labour in assess-
ing Income Tax and it is proposed to
enforce the provisions of t'.e law
against those persons :who do not
comply with the Rules.
4. It should be noted that deduc-
tion for Insu ance Premiums and In-
terest on Loans are not allowed unless
supported by receipts.

cers), and all bodies Politic, Corporate
or Collegiate. Fraterniti s, Fellow-
ships of Societies resid ng or carrying
on business in this Colony, whose in-
come derived from all sources during
the year 1953 amounted to the sum of
One Hundred Pounds and uowards,
are req ested on or before the 31st
day of March. 1954, to deliver to the
Comptroller of Income Tax, Inco ne
Tax Office, Roseau, a true and correct
return of their own income.

Colony, of any persons, Body Politic,

EDUCATION ORDINANCE, 1949.

BE IT ENACTED by the Legislature of Dominica
as follows:-
1. This Ordinance may be cited as the
EDUCATION (AMENDMENT) ORDINANCE. 1953.
Short Title
and shall be read as one with the Education Ordinance,
1949, as amended (hereinafter referred to as the princi- Od17/195
pal Ordinance.) 29/1952
2. Subsection (1) of section 4 of the principal
Ordinance is hereby amended by- ntii (l
(a) the deletion of the comma after the word of prin. Ord.
"Governor" occurring in the sixth line thereof
and the substitution therefore of a full stop; and
(b) the deletion of the words "of whom not less
than two shall be Elected Members of the Legis-
lative Council" occurring therein.

REGISTRATION ORDINANCE, 1 52.

BE IT ENACTED by the Legislature of Dominica
as follows :-
1. This Ordinance may be cited as the
NURSES REGISTRATION (AMENDMENT) Short title
ORDINANCE, 1953,
and shall be read as one with the Nurses Registration Ord. No
Ordinance, 1952, (hereinafter referred to as the
principal Ordinance).
2. Paragraph (a) of subsection (2) of Section 3 of
the principal Ordinance is hereby amended by deleting Amendment

Section 7 (1) 4. Subsection (1) of Section 7 of the principal

as the Governor in Council may determine, to
be registered in a corresponding manner under
this Ordinance."

AN ORDINANCE TO AMEND THE DEVELOPMENT
LOAN ORDINANCE. 1951.
(Gazetted 21st January, 1954)
BE IT ENACTED by the Legislature of Dominica as
follows:-
1. This Ordinance may be cited as the
DEVELOPMENT LOAN (AMENDMENT) ORDINANCE
1953, Sh, rl litl,
and shall be read as one with the Development Loan ord.
Ordinance, 1951, (hereinafter referred to as the principal No.' 12/-,
Ordinance).
2. The principal Ordinance is hereby amended by Ameiind1nnt,
substituting the words "Nine hundred and sixty thousand ofi prinipal

AN ORDINANCE TO IMPOSE A TAX ON PACK.
AGES IMPORTED INTO rHE COLONY.

BE IT ENACTED by the Legislature of Dominica
as follows:-
1. This Ordinance may be cited as the
PACKAGE TAX ORDINANCE, 1953. ti
Short title
2. From and after the coming into operation of
this Ordinance a package tax on every package of r"" o' pa").k
goods imported and landed at any port or place in the ,i,eprl
Colony shall be paid by the importer of such goods to
the Pinancial Secretary or the Colonial Postiiaster for
the use of the Colony.
3. (1) The said tax shall be calculated at the
time thepackag- or packages is or are delivered for use rax" llp
in the Colony under the Financial Secretary's warrant i of
and the Financial Secretary shall not grant such war- g,,r,
rant until he is satisfied tnat the package iax has been
duly paid.
(2) In the case of packages, arriving in the
Colony by parcel post the Colonial Postmaster shall
collect the said tax before delivery of the package.
4. A tax of six cents shall be paid on every pack- ('. a!niio o
age arriving in the Colony: Pri.vided that in tie case ta
of loose articles the said tax shall be calculated and
paid either by weight at the rate of six cents for each
hundred weight or part thereof or by measurement at
the rate of six cents for every two cubic feet or part
thereof, whichever may be the greater.
5. The following packages of goods shall be ex-
empt from package tax:- I xinption
(a) passenger,' personal baggage;

(b) every package imported into the
Colony containing goods which
shall be proved to the satisfaction
of the Financial Secretary or the
Colonial Postmaster to have been
previously imported into the Colony.
a tax having been paid on such pre-
vious importation thereof, and to
have been exported therefrom,
after such previous importation, for
the purpose or sale, trade or repair
thereof;
(c) all things imported by the Governor
of the Windward Islands and all
goods or stores imported by the Gov-
ernment and the Roseau Town
Council for the public use of the
Colony.
Repeal 6. The Postal Parcels Tax Ordinance, 1925, is
hereby repealed.
Conlnce- *7. This Ordinance shall come into operation on
