AT a special meeting of the Roseau
Town Council held this day, there were
present:--
Mr. L,.F.C. Royer. Chairman,
Hon. John Bully,
Mr. ;. A. Grant
Mr. J.H.C. Grell,
Mr. G. A. James
Mr. Musgrave M. Edwards,
Absent:-Dr. W. Steiger,
Mr. John Larende.
The Chairman declared that the meeting
had been convened to meet Dr. Hector
Garcia and Mr. Donald Hanson of the
Caribbean Commission who were in the
West Indies on an Aided Self Help Hous-
ing Mission.
The Council resolved itself into a Com.
mittee of the whole Council to discuss
matters with these two gentlemen.
Dr. Garcia and Mr. Hanson outlined the
scheme as worked in Puerto Rico and
Surinam with references to Antigua.
Aided Self Help worked well in rural
areas but was also applicable to urban
areas. The minimum dimensions of a
house permitted under this scheme were
18 x 18 ft.- bedrooms and 1 living room.
Kitchen etc. was built from salvaged ma-
terials. For $300.00 a house could be
built, the cost being as follows: -Materi-
als $200.00, transportation $30.00, Equip.
ment $40.00 and Supervision $30 00. In
brief the scheme operated as follows:-
1) All depended on the goodwill of the
people who desired to build homes for
themselves.
2) Families who desired homes on this
plan were organized into groups of eight

found to be an economic unit from the

standpoint of supervision, and efficiency
and speed in completing a group of eight.
een buildings (about 4A months.) The
best way of organizing a group was by a
series of lectures and by a process of cli-
mination, only the very willing people
were selected
-) The group then met and decided on
the type of buildings to be erected. Uni-
formity of buildings was high y desirable
for obvious reasons.
4) The Government of the area loaned
materials te each family in a group, the
cost to be repaid in some cases in 20
years as well as the cost of supervision to
a house.
5) Construction was done under the
constant supervision of a Construction
Foreman.
6) Labour of the families in a group
was supplied free.
7) Materials were first prepared un-
der supervision and all buildings within
the group erected at the same time, stage
by stage
Mr. Hanson was asked the minimum
size of room he advocated. He replied
that, in his opinion, 80 square feet was
the absolute minimum.
The Council resumed and the Chairman,
on behalf of Members, thanked Dr. Garcia
and Mr. Hanson for meeting the Council
and giving members the benefit of their
experience in housing matters.
Dr. Garcia's thanks to the Council for
arranging a meeting with them was en-
dorsed by Mr. Hanson.
The Council rose.

AN ORDINANCE TO AMEND THE TOWN AND
COUNTRY PLANNING ORDINANCEE 1946
(NO. 4/1946)

BE IT ENACTED by the Legislature of Dominica
as follows:--
1. This Ordinance may be cited as the
TOWN AND COUNTRY PLANNING (AMEND- Short Title.
ME\T) ORDINANCE, 1952.
and shall be read as one with the Town and Country Ord. No.
4/1946
Planning Ordinance, 1946(hereinafter called thePrincipal 49

agreed to by resolution of the Central Authority
subsequent to such approval, which shall have
been communicated to the Governor and a -

BE IT ENACTED by the Legislature of Dominica
as follows :-
1. This Ordinance may be cited as the
