To all persons claiming an interest in the lands and tenements hereinafter described.
WHEREAS it has been made to appear to Us that the Stonehill Estate situate
in the Parish of St. Joseph in the Island of Dominica, containing 200 acres 1 .rood is
unoccupied since 1914, and there is no person having title thereto, whereby the
said parcel of -land ought to be vested in Us, that proceedings will be taken to
have the said parcel of land vested in Us at a sitting of the Supreme Court to be
holden at Rokean'ii the Colony of Dominica in the month of Apr:l, 1953.
All persons claiming an interest in such land, shall within one week from the
date of 4he4t&iriblieation bt'tiM summons in the Gazette (such summons shall be
published.t~dairkWa period of six months) ie an appearance, either in person, or by
Solicitor in the office of the Registrar, and shall, within one month from the date of
such appearance, lodge in the said office a written claim containing a statement

MINUTES OF PROCEEDINGS

Office of the Roseau Town Council,
21st November, 1951.
AT a meeting of the Roseau Town Coun-
%cil held this day there were present: --

Hon. W.H Sweeting.
Dr. H.B. Hetherington.
Mr. J.H.C. Grell,
Mr. G.A. James.
Mr. Musgrave M. Edwards.
Mr. L F.C: Royer,
Absent:-Lt. Col. E.R. Rowbottam.

from the Town Clerk asking to be con
pensated for the extra work done by him
during the period 1st December, 1950 to
31st August, 1951. when he had been per-
forming the duties of Town Clerk, in
addition to his own duties as Assistant
Town Cleik, without assistance, the F'inar.
cial Secretary reported, thua in accordance
with existing Colonial Regulations, tie
Town Clerk was not, entitled to more than
thq minimum salary of the higher oflic ,
the equivalent amount to what he had
already drawn, because the posts of Town
Clerk and Assistant Town Cleik stood to
each other man immediate relation if
as eriority or subordination as defined
in Colonial Regulations and Windwaiu
Islands General Orders.
The Council agreed and the application

The Financial Secretary stated that Mr.
Foster had suggested a Service Sheet, for
the Government Departments and would

Vote for Erpendituie: Accounts arnd
Pay Lists passed by the Finance Committee
for payment amounting to $4855.70 wele
laid on the table.
On the motion of Mr. Royer, seconded
by Mr. Edwards, it was resolved that the
expenditure of the sum of $4855 70 for the
services of the Council during the month
of October besanctioned.
Organisation Committee's Report:.-The
Report of the Committee appointed to
consider the re-organisation of the ac-
counts and working of the Roseau Town
Council which was read at a meeting of
the Council held on the 24th July, last was
placed before the Council for adoption.


The section dealing with the approval
of Expenditure wes considered.
It was resolved that this section and also
the entire Report -e adopted by the C(oun-
cal
The Chairman appoiinted the Financial
Secretary and NMr. ioyer as members of
the Accounts Conmmittee.
Stilt,-me,t of Town FIund.:-Tue State-
ment of the Town Fund for the month'df
October was read showing a -credit balance
of $6388.40 on tfie 31st October, 1951
ieporth.:-The Town Clerk's Report for
the month of October. which had been
previously forwarded to members. was
laid on the table.
The Town Clerk submitted a list of
Heads of Expenditure tnat had been ex-
ceeded or would be exceeded before 31st
December, 1151, and also the amounts
required' under each head to carry on the
work of the Council until the end of the
year for the approval of the Council,
The quPstion of the purchase of a Motor
Garbage Duamp Truck was discussed.
During the discussion it was decided
that bells be placed on all Scavenging carts.
Mr. Royer who considered the present
system of scavenging to be too costly
moved that tle Town Council should ob-
tain the services of a Truck though a
private contractor, who will also supply
the necessary men for the collection ft
house refuse and street sweepings in the
Town ,f Roseau and Pottersville for -a
fortnight.
Mr. Royer also undertoolk to secure the
services of the T'uvhk through a contrae.
tor and to obtain an estimate of the cost
tof the woik. He was of the opinion in this
manner more accurate castings would be
obtained.
M r, Edwards seconded the motion.
Mr Grell moved that Mr Royer under-
takes to secure a truck and driver for two
weeks, the truck owner to furnish gaso-
line and oil and the Town Council to dolthi
rest; including the costings. He was or the
view that the Town Council Staff should
be given the opportunity to show that
the proposed system Was impracticable
-and more costly.
Dr. Hetherington seconded the motion.
Mr. Grell's motion was put to the vote,
and the voting was as folk)ws: -
Noes:--Messrs. Royer, Edwardsand Sweet-

Ayes:--Mr. (Greland Dr. Hetherington.
Mr. James abstained frori voting.

Mr. Ruyer's motion was put to the vote,
and the voting was as follows:

Mr. James abstained from voting.
The notion was also lost.

Buildings Apnlication:-An application
from Mr, Allan Elwin to erect a dwelling

Reports:-The Meat Inspector's RAport
for the month of October was read. The
Chairman took the opportunity to review
his efforts to have the Administrator
remedy the unsatisfactory Meat Supply.

been previously forwarded to members.

Remi.ssion of Taxes:-An application of
Mary Kelshall for remission of Municipal
and Land and House Taxes due by her for
the current year was read
It was resolved that the application be
granted
Aerated Wi'ter Factories:-A letter dated
24th July, 1951 from the Medical Officer
of Health referring to the Public Health
Regulations 1949 as they concern aerated
water factories in Roseau was read.
It was decided that the Chief Sanitary
Inspector and Mr. Munro of the Health
Department should inspect all aerated
water factories in Roseou and a report
and recommendations should be sub-
mitted to the Council.
Mlorne Bruce VWater Supply: A letter dated
26th October, 1951 from the Acting Di-
rector of Works, addressed to the Town
Clerk, was read informing the Town Clerk
that he would be shortly re-connecting
the pipe to Morne Bruce in order that in
times of shortage the water supply to
Government Quarters can be replenished.
it was resolved that the letter be allow-
ed to lie on the table.
Dance Licence: -A letter dated 13th No-
vember, 1951 from the Treasurer. Domi-
nica Music Lovers' Society was read ask-
ing for a refund of the Dance Licence
paid for a dance held at the Albert Hall
on the 2nd November, 1951.
It was resolved that the Council regrets
being unable to grant the request.
SNewer Main in Hillsborough Street:--A Peti-
tion from the residents of Hillsborough
Street was read asking the Council to lay
a Sewer Main in the above mentioned
street in order that they may be able to
connect their premises to the System.
It was resolved that the matter be de.
ferred until the consideration of the Esti-
mates for 1952.
Septic Tank:--A Memorandum dated the
16th November, 1951, from the Engineer-
ing Assistant, Medical Department rela-
tive to the application of Miss Maiy St.
Ange to instal a Selptic Tank on her pre-
mises in Victoria Street was read.
It was resolved that the application be
refused.
Building applications:-- A Memorandum
dated 19th October. 1951 from the Secre-
tary, Central Housing Authority was read
informing the Council that the applica-
tion of Laurina Lestrade had been ap-
proved.
The following applications were recom-
mended to the Central Housing Authority
as complying with the provisions of the
Buildings By-Law:-
Albater Black- To erect a dwelling
house in Victoria Street.


Vilna Winston- To extend a one-sto-
ried dwelling house in Back Street.
Rosaline Emanuel- To extend a one-
storied dwelling house at Pottersville.
Eltina Etienne- To erect a stable at
Pottersville.
The following applications were refused:
Wilfred T Shillingford- To erect a
Garage in Queen Mary Street- Not suffi-
cient space.
Sarah Lindesey--To erect a stable in
River Street- Not Sufficient space
Marion R Thomas To remove a dwell-
ing house from Hillsbarough Street to
King's Lane- Not sufficient space.
The following applications were ap-
proved by the Council:-
Mother Mary liendrika Principal Con-
vent High School:-To elect an outside
cemented step along the south side of the
Convent building in lath Road.
R.H. Johnson To erect a pent roof on
the west side of the loyal lank house in
Victoria Street.
Philomen Etienne- To erect a ki:chen
in Upper Lane.
A letter dated 25th October. 1951 f cm
E.M. Lockhart was read asking fc per-
mission to dig two pits to be used for
servants lavatories on her piemiises on
Morne Bruce.
It was resolved that the letter be. ri-
ferred to the Medical Officer of Health.
A letter from Mr. F. O. C Harris rela-
tive to an application by Mr. J 0. Aird
on behalf of Miss Cecil L ke, to erect a
dwelling house in Great George Street
was read asking the Council to reconsider
its decision on the natter.
Mr. Grell moved that the matter be re-
opened for discussion in view of further
circumstances having been raised.
Mr. Jamies seconded that motion.
The motion was put to the vote and the
voting was as follows: -
Ayes: Messrs. Grell and James.
Noes: Mes.sis. Sweeting and Edwards.
Mr. Royer abstained fiom voting.
There being an equality of votes the
Chairman gave his casting vote in favour
of the motion.
The Chairman then put the question to
the council l whether permission should be
granted or not.
Ayes:- Messrs. Royer. James and Grell.
Noes:- Messrs. Edwards and Sweeting.
The application was granted.
Dantgeous Trees:- A letter from Mr.
Stephen Lockhart, agent for Mrs Hilda
Simon, complaining of a Kennip tree in
Mrs. Alice Joseph's yard in Cross Strret
which is dangerous to life and property
was read.
It was resolved that the Kennip tree be
cut down.
Letters dated 7th November, 1951, from
Christianie H. Burke asking the Council
to reconsider its decision in connection
with the notice to cut down certain trees
on the property of Est. G. J. Christian in

It was resolved that the Council re-
gretted being unable to reverse its deci-
sion and unless the trees were cut down
within a fortnight, legal proceedings
-should be taken against ter.
Sidewailk:-A letter dated 19th Novern-
'ber, 1951 from Mr D. P. Lawrence was
read applying for permission to pave the
sidewalk along his property at the angle
of Queen Mary and Hillsborough Streats.
The application was referred to the
Works and Streets Committee for report.
Windsor Parki:-A letter No. 383/44 of
30th October, 1951 from His Honour the
Administrator was read informing the
Council that it had been agreed that the
portion of Windsor Park now in the pos.
session of the Government should be re-
turned to the Roseau Town Council
Culvet:-A letter dated 29th October
1951 from Mr. Charles E. Bully was read
referring to an application of 29th August
1947 for permission to erect a concrete
culvert over the street drain in front of
his premises in King George V. Street,
which was granted, and asking to allow
him to move this culvert slightly and
widen it.
It was resolved that the application be
granted.
Old lRo d Rollie:--A letter from Mr.
Charles E Bully offering to purchase the
remains of the old Road Roller lying off
the road at Hartford Estate for $2 40
was read.
It was agreed :hat the offer should be
accepted
Lacre:--A letter dated 21st November,
1951 from Mr. J.A.M. Trotter applying
for one month's vacation leave from the
3rd December, next was read.
It was resolved that the application be
granted.
The Council rose.

AT a meeting of the Roseau Town Coun-
cil held this day, there were present:-

Mr. G. A. James.
Mr. Musgrave M. Edwards
Mr. L. F. C. Royer,
Absent:--Lt. Col. E.R. Rowbotham.
Purchaseof land in the Puand area:--Tho
Chairman stated that the meeting had
been convened to discuss the purchase of
lands in the Pound. He explained that
the lands belonged to the estate of G.J.
Christian and recently a new attorney, ia


the person of Miss Christianie Burke, had
been appointed, who was making arrange-
ments for selling the property in lots as
it starids at present.
'He thought t irat it was a good opportu-
-nity for the KRseau Town Council to en.
deavour to purchase the land, chiefly for
continuing Great Marlborough Street to
a point where it would -meet the road
connecting Upper New Street to the in-
side of the Pound. After that was done
the balance of the land could be sold for
building lots That would certainly im-
prove that section of the Town considera-
biy and help to eradicate an existing slum.
He had seen the President of the Board
of Directors of the Co-operative Bank
aboutthe matter who was prepared to
advance the purchase money The land
would be held as security and the amount
would be repaid after the street was built
and thelots sod.
He also stated that the matter was put
to the Council sometime ago and the
Couoeil then made a tentative decision to
purchase
Mr. Jamessolictor to Miss Burke, was
asked to inform the Council what were
Miss Burke's plans for selling the proper-
ty.
Mr James stated that Miss Rurke was
endeavouring to obtain as much as she
could for the property and intended sell-
ing the land by lots.
After a very lengthy discussion the
Chairman asked as fallows:-
"Is it the wish of the Roseau Town
Council to purchase the lands known as
the Pound "
The matter was put to the vote and
carried.
Mr. James abstained from voting.
The Chairman suggested that an offer
of 36 cents per square foot be made for
the land.
Mr. Royer moved that an offer of 1500
be made for the entire lot.
Mr Grell seconded the motion.
The motion was put to the vote and
carried.
Mr. James abstained from voting.
The Council decided that the Chairman
should inquire from the Co-operative
Bank what rate of interest would be
charged on the amount, and authorised
him to agree, on behalf of the Council, to
a rate of Interst between four and five
per cent.
In the meantime Mr James gave the
Council a guarantee that no sale would
take place until the matter was settled.
The Town Clerk was instructed to in-
form Mr. James, by letter, of the Coun-
cil's decision on the matter.
The Council rose.

WHEREAS by Ordinance No. 7 of 1950, intituled
an Ordinance to make provision for the protection of
third-parties against risks arising out of the use of
Motor Vehicles, it is enacted that the said Ordinance
shall come into operation on such day as the Governor
may appoint by Proclamation :
I DO, Therefore, proclaim and notify that the said
Ordinance shall commence and come into operation on
the first day of September, one thousand nine hundred
and fifty-two
