AT a meeting of the Legislative Council of Dominica held this
day :-

PRAYER.
The Meeting was opened with prayer.
The President informed Honourable Members that the prime
object of calling the meeting was to deal with the first three Bills
listed on the Order of the Day. Those Bills had already been con-
sidered at a meeting of the Legislative Council at the end of the
year 1948 but unfortunately had reached His Excellency too late
for assent in 1948 and it had become necessary to have them re-
committed.
He stated that he did not intend to consider the two last Bills
on the Order of the Day, viz:-
I he Building Societies Ordinance, 1948."
"The Vehicles and Road Traffic Ordinance. 1949" as the
Acting Crown Attorney had been unable to give sufficient time to
tnose Bills due to pressure of work.
PAPERS LAID.
The following papers were laid on the table by the Acting
Crown Attorney :--
Statutory Rules and Orders Nos. 27. 38, 39 and 44 of 1948.
NOTICES.
The Acting Crown Attorney gave notice of his intention to
move at a later stage of the proceedings the first reading of the
following Bills :--
(U) An Ordinance further to amend the Magistrate's Code
of Procedure Act.
(2) An Ordinance to provide for the probation of Offenders,
(3) An Ordinance to provide for the formation and to regu-
late the operations of co-operative Societies.
The Treasurer gave notice of his inteutiun to move at a later
stage of the proceedings the adoption by the Council of a motion
re Refund of Motor t ar Licence to Rev. Father Vanackre.
BILLS.
The Co-operative Societies Ordi' une, 1949.
On the motion of the Acting Crown Attorney. seconded by the
Treasurer, a Bill entitled "A n Ordinance to provide for the forma-
tion and to regulate the operations of Co-operative Societies" was
read a first time.
On the motion of the Acting Crown Attorney, seconded by the
Treasurer, the Bill was read a second time.
On the motion of the Acting Crown Attorney, seconded by the
Treasurer, the Standing Rules and Orders were suspended to al-
low the Bill to be proceeded with through all its remaining stages
at the same sitting.
The Council resolved itself into Committee to consider the Bill
clause by clause.
The year "1948" was amended to "1949" in Clause 1.
The Bill passed through the Committee stage with one minor
amendment and the Council resumed.
On the motion of the Acting Crown Attorney, seconded by the
Treasurer, the Bill was read a third time and passed.
The Magistrate's Code of Procedure, (Amendment)
Ordinance, 1949.
On the motion of the Acting Crown Attorney, seconded by the
Treasurer, a Bill entitled "An Ordinance further to amend the
Magistrate's Code of Procedure Act" was read a first time.
On the motion of the Acting Crown Attorney, seconded by the
Treasurer, the Bill was read a second time.
On the motion of the Acting Crown Attorney, seconded by the

On the motion of the Acting Crown Attorney, seconded by the

bation of Offenders" was read a first time.
On the motion of the Acting Crown Attorney, seconded by the
Treasurer, the Bill was read a second time.
On the motion of the Acting Crown Attorney, seconded by the.
Treasurer, the Standing Rules and Orders were suspended to al-
low the Bill to be proceeded with through all its remaining stages
at the same sitting.
The Council resolved itself into Committee to consider the Bill
clause by clause.
The year "1948" was amended to "1949" in Clause 1.
The Bill passed through the Committee stage w& ith '.me minor
amendment and the Council resumed.
On the motion of the Acting Crown Attorney, seconded by the
Treasurer, the Bill was read a third time and passed.
MOTIONS.
The Treasurer, seconded by the Acting Crown Attorney,
moved the adoption by the Council of the following motion notice
of which had been previously given :-
"That the sum of fourteen dollars and forty cents
"paid into, the Treasury on the 29th day of June. 948 by
"Reverend Father Vanackere in respect of a Motor Car
''Licence for the year 1948, be refunded."
The Motion was carried.
OTHER BUSINESS.
The member for the Western District drew the attention of
Government to the way in which the Moneka served the island.
That boat, he stated, was supposed to take fruit to Barbados, and
when she did not keep her schedule and arrived a few days late
without notifying the shippers, the fruit deteriorated with conse-
quent loss to the hucksters. This, he considered a hardship on
the class of people who exported the fruit.
The Honourable J. 0. Aird stated that the Moneka and Carb-
bee had been subsidized by government to carry out a service.
Just recently the Moneka had been performing a service to (ura-
cao on a lucrative trade and then coming back to maintain her
schedule. This caused her schedule for that particular week to
be only two or three days ahead of the Caribbe.
He was of the opinion that Government should institute some
penal clause in the agreement by which, if the boats did not keep
their schedule, they would forfeit part of the subsidy.
The President stated that the drawback was that there was
no written agreement. The owner of the Moneka was always dis-
satisfied and never signed the contract.
He agreed that a penal clause should be inserted in any con-
tract with the owners of those motor vessels.
The Member for the Western District considered that if the
Moneka did not adhere to schedule, the only remedy was to stop
the subsidy.
The President stated that he would take up the matter with
the agent, but he was of the opinion that a written contract should
be entered in with no possible loop-holes.

On the motion of the Acting Crown Attorney, seconded by the
Treasurer, the meeting adjourned sine die.

The above are the persons who it is proposed should be inserted in the Jurors R3eioter for the
year 1952.
The list will be revised at the Sitting of the Magistrate's C)urt to be holden at R).eau oi Wed'is la.
the 16th day of January, .1952, at li) o'clock, and the Magistrate may then make such changes therein
as he may think fit, either by adding or striking out names, or otherwise. Any person, whether includ-
ed or not included in the said list, may then appear personally, or by his Counsel or Solicitor, and claim
at he it, or is not, liable to serve as a Common or Special Juror. as the case may be, or if unable t >
nd #, nally, may give the Magistrate notice in writing of his claim, supporting it by such evidence
e may think fit, and the Magistrate will then, as far as he reasonably can, inquire into the claim.
e Magistrate's decision in revising the said list will be conclusive, and all persons included in the said
