Minutes of Meeting of Finance

Committee.

AT a meeting of the Finance Committee held at 10.45 a.m. on
Wednesday, 16th November, 1949, in the Administrator's Office.
Present':

Confirmation of Minutes.
The Minutes of the meeting neld on 2nd November, 1949, were
read, amended and confirmed.
Head XIX Police.
The Committee approved of a Supplementary vote of $100
under Head XIX, Sub-head 2. Clothing and Necessaries.
(Mr. Shillingford came in and took his seat.)
Water Supply-Morne Rachette.
His Honour read a minute from the Director of Works in con-
nection with an alleged statement by Mr. Shillingford that a ram
could not be installed in the Batalie River.
Mr. Shillingford replied that he was not qualified and could
not state whether a ram or pump would be suitable.
Public Health Regulations.
The Public Health Regulations were considered clause by
clause and discussed.
The following amendment was agreed to:
.The word "Kerosene" in Section 21 was deleted.
Jetties.
Mr. Shillingford asked whether repairs could be effected to
the Salisbury jetty,
His Honour promised to go into the matter.





Public Works Extraordinary.
Mr. Winston was of the opinion that the Council should have
a knowledge of the various undertakings which the Government
intended carrying out the following year and asked that a list of
Public Works Extraordinary for 1950 should be submitted to the
Council before the Budget Session.
His Honour promised to obtain the list.
Plant Distribution.
The Agricultural Superintendent was called to the meeting.
Mr. C. A. H. Dupigny asked the Agricultural Superintendent
whether the Nursery at Goodwill was situated on land purchased
by the Colonial Development Corporation.
The Agricultural Superintendent replied in the affirmative but
stated that it was agreed upon that the Colonial Development
Corporation would give 18 months notice should they require the
site.
Mr. C. A. H. Dupigny pointed out that a greater number of
citrus plants would be required in view of the expected develop-
ment of the country and asked that production of plants be
stepped up.
The matter was discussed.
The Committee decided that the Agricultural Superintendent
should put up proposals and cost of stepping up production to
100,000 citrus plants per annum.
Mr. C. A. H. Dupigny asked whether the Agricultural De.
apartment would be supplying the Colonial Development Corpora-
tion with plants.
The Agricultural Superintendent replied that the Department
would not be able to supply the large requirements of the Colonial
Development Corporation, but would give them all assistance pos-
sible.
Large Scale Development.
Mr. Shillingford asked whether Government would be prepar-
ed to give consideration for concessions to Companies which were
prepared to invest large sums in the Colony so as to enco.irage
large scale development. He mentioned that Jamaica and Trini.
dad were allowing such companies free entry and five years free
of Income Tax.
The matter was discussed.
On the suggestion of the Acting Financial Secretary it was
agreed that the Acting Crown Attorney should write to Trinidad
and Jamaica and obtain full particulars of the scheme.
The Committee then adjourned, sine die.

THE TREASURY AND CUSTOMS DEPARTMENT
(AMENDMENT) RULES
DATED THE 7TH DAY OF FEBRUARY, 1951, MADE BY THE
GOVERNOR IN COUNCIL UNDER SECTION 5 OF THE
TREASURY AND CUSTOMS ORDINANCE, 1909 (No. 2
of 1909).

1. These Rules may be cited as the
TREASURY AND CUSTOMS DEPART- Short
title.
MENT (AMENDMENT) RULES, 1951. t
and shall be read as one with the Treasury and Customs
Department Rules, 1950 (hereinafter referred to as the s. it & o.
principal Rules) 1950
No. 33.
2. The figures 1950 shall be substituted for the Substi-
figures 1951 appearing at the end of the principal tuition.
Rules as the date of the making by the Governor in
Council of the said principal Rules,
