Revocation of Appointments, and
Appointment of Minister

Pursuant to the provisions of paragraph
33 of Schedule 2 to the Barbados (Letters
Patent Consolidation) Order, 1964, His Ex-
cellency the Acting Governor has, with effect
from the 11th July, 1966, revoked the appoint-
ments of Senator the Honourable C. Asquith
Phillips, as Minister designated AttorneyGen-
eral, and of Senator the Honourable H. A.
Vaughan, O.B.E., Q.C., as Minister without
X Portfolio.


Pursuant to the.said provision, His Ex-
cellency has appointed Senator the Honourable
H. A. Vaughan, O.B.E., Q.C., to be Minister
designated Attorney General.

NOTICE IS HEREBY GIVEN that it ap-
pears to the Crown in right of its Government
of this island that the parcel of land, together
with thebuildings and hereditaments thereon,
described in the Schedule hereto and situate
at Coleridge Street in the parish of Saint Mi-
chael and Island of Barbados is likely to be
needed for purposes which in the opinion of
the Crown in right of its Government of this
Island are public purposes: namely for the
extension of the Public Library, and for ac-
commodation for Government offices.

ALL THAT certain piece or parcel of
land situate at Coleridge Street in the parish


of Saint Michael and Island of Barbados con-
taining by admeasurement 1,173 square feet
or thereabouts abutting and bounding on lands

NOTICE


TheHonourable Premier and Minister of
Finance pursuant to section 6 of the Industrial
Incentives Act, 1963, hereby gives notice that
the Cabinet is about to be asked to consider
whether for the purposes of the abovemen-
tioned Act, a company to be registered as
Caribbean Chemicals Ltd. should be declared
as an approved enterprise in respect of In-
secticides and Herbicides to wit: Domestic
and industrial insecticides, weed, grass and
brush killers at a factory to be situated at
Government Industrial Estate.



Any person interested in the manufacture
or importation of the products in question who
objects to the proposed Company being de-
clared an approved enterprise for the pur-
poses of the Industrial Incentives Act, 1963,
should forward to the Director (Ag.) Economic
PlanningUnit, Office of the Premier, to reach
him not later than Wednesday, 20th July, 1966
a statement in writing setting forth the grounds
of his objections.

The Quarantine Act, 1947

THE QUARANTINE (MARITIME) (AMENDMENT)
REGULATIONS, 1966

The Cabinet in exercise of the powers conferred on
it by section 5 of the Quarantine Act, 1947, as amended,
and of all other powers enabling it in that behalf, here-
by makes the following Regulations:-

1. These Regulations may be cited as the Quaran-
tine (Maritime) (Amendment) Regulations, 1966.
2. Paragraph (1) of regulation 5 in Part II of the
Quarantine (Maritime) Regulations, 1947, is amended
by deleting the word "twelve" appearing therein and
by substituting therefore the word "eighteen".

THE INDUSTRIAL INCENTIVES (APPROVED PRO-
DUCTS) (POLISHES, METAL PRODUCTS, AND
BUILDERS HARDWARE) ORDER, 1966

OBJECTS AND REASONS

This Bill would amend the Civil Establishment
Act, 1949, 1949-5, so as to remove the requirement
for legislative approval in the case of any provision
in any order under section 3 where such provision re-
lates to the qualifications to be possessed by persons
appointed to offices in the public service.












"Provided that this subsection shall not apply
to any provision in any such order where such pro-
vision relates to the qualifications to be possessed
by persons appointed to offices in the public ser-
vice."

OBJECTS AND REASONS

This Bill seeks to settle the rates at which income
tax is to be assessed and levied in the year of assess-
ment 1966. The rates are the same as those levied
last year.

rates of tax set forth in the Schedule to this Act shall
be the rates at which income tax shall be charged,
levied, collected and paid to Her Majesty for the use
of this Island.

(2) On every complete dollar of taxable income
in each of the grades to which the different portions
of any income are respectively assignable there shall
be levied and paid a sum of money equal to the rate
appropriate to such grade:
Provided that no tax shall be charged to any
taxpayer whose taxable income is less than five dol-
lars.

An Act to amend the Pensions Act, 1lWY7.

(14th July, 1966) Commencement.
BE IT FNACTED by the Governor, Senate and
Assembly of this Island and by the authority of the
same as follows -

1. This Act may be cited as the Pensions (Amend- short title.
ment) Act, 1965.

2. Subsection (1) of section 2 of the Pensions Act, Amendment of
Section 2(1)
1947 (hereinafter referred to as the principal Act) is of Act, 1947-20.
amended in the following respects -

(a) by inserting the words "inducement allow-
ance" immediately after the word "salary"
in paragraph (a) (i) of the definition of the
expression "pensionable emoluments";

(b) by inserting immediately after the defini-
tion of the expression "salary" the fol-
lowing definition -
""Inducement allowance" n means the
inducement allowance referred
to in paragraph (a) of clause 2 of
the Agreement set out in the
Schedule to the Overseas Service
Act 1963-12. Agreement Act, 1963."

Application of 3. (1) The provisions of section 2 of this Act shall
sthisAt o apply to any person who was a designated officer in
service under the Government of this Island notuith-
standing that such person retired from such service
before the date on which this Act comes into operation.

(2) For the purposes of this section the expression
"designated officer" has the meaning assigned to it in
paragraph 1 of the Agreement set out in the Schedule
Act 1963-12. to the Overseas Service Agreement Act, 1963.

Amendmentof 4. The Regulations contained in the Schedule to
Schedule to the principal Act are hereby amended as specified in
Act 1947-20. the Schedule to this Act.

SCHEDULE

1. Regulation 18 is amended as follows -
(a) by inserting the word "general"

before the word "revi-


sion" where that word appears in sub-paragraph (b) of
paragraph (2) and in sub-paragraph (c) of paragraph (3);

(b) by deleting the words "of salaries" appearing in sub-
paragraph (b) of paragraph (2) and in sub-paragraph (c)
of paragraph (3),,

2, Insert immediately after regulation 24 the following regulation
as regulation 24A -


24A,(1) Subject to the provisions of this regula-
tion, in computing the pension, gratuity or other
allowance of a person who, immediately before
the date on which he ceases to hold an office in the
public service, was serving as a Judge of the
Supreme Court an addition of one hundred and twenty
months may be made to his period of service,

(2) No addition may be made under this regu-
lation so as to entitle any such person to a higher
pension than is authorised by section 9 of the Act,

(3 No addition may be made under this regu-
lation unless such person -

(a) has attained the age of sixty-two
years before the date on which he
ceases to hold the office of Judge of
the Supreme Court; or

(b) in the case of his retirement before
the age of sixty-two years, satisfies
the Governor that the reason for his
retirement is inability to perform his
functions as Judge of the Supreme
Court and that such inability arises
from infirmity of body or mind,"
