POST OF CANE-FARMING OFFICER,
DEPARTMENT OF AGRICULTURE,
GRENADA, B.W.I.
Applications are invited for the post of Cone-
Farming Officer, in the Department of Agriculture,
Grenada.
The post is non-pensionable and will be for a
period of three years in the first instance.
The post is in the salary scale $2,880 x 12( --
$3,600 per annum together with a pay addition of

at which the successful applicant will be appointed
will depend on his qualifications and experience. In
addition a transport allowance of $1,080 per ainnum
is payable, providing the officer keeps and maintains
a motor car for the performance of his duties.

Applicants must ,possess the D.I.C.T.A. or a
University degree in agriculture, plus previous
experience in a Department of Agriculture dealing
with 'peasant agriculture and in particular cane-
farming.

The duties of the post will entail the organisa-
tion and supervision of the cane-farming industry;
the laying down, reaping and recording of field ex-
periments with sugar cane; instructing peasants in
the proper methods of cultivation of sugar cane,
etc. etc.

Free passages on appointment and termination
of appointment for the officer and his family will
be provided, in addition to the cost of transportation
of his personal and household effects to and from
Grenada.

Applications should be addressed to the Secre-
tary, IPublic Service Commission, Governm(mt Office,
Grenada, and should reach him not later than 28th
February, 1957.

Introduced by Hon. M. E. Cox, M. C. P. on
the 29th January, 1957, and read a first time
the same day.

()JECTs( AND REASN()S

There is some doubt whether companies incorporated
outside the Island elsewhere than in the United Kingdom
or in a British possession have power to hold land in the
island. It is considered that such companies should have
such power, subject to the granting of a licence by the
(Governor-in-Executive Committee. In order however to
be able to hold land, such companies will have to comply
with the requirements of section 223 of the Companies
Act, 1910, as to filing certain particulars with the Regis-
trar as specified by the section in the same manner as
companies incorporated in the United Kingdom or in a
British possession are required to do in order to be able
to hold land in this Island. Clause 3 of the Bill seeks
to amend the Companies Act, 1910, to make the necessary
provision. Opportunity has also been taken to provide
for service of documents where default has been made
in complying with the requirements of section 223 or in
case there are no persons in the Tsland on whom service
can be effected.

BARBADOS.
A Bill intituled
An Act to amend the Comopanies Act, 1910.
BE it enacted by the Governor, Council and Assembly
of this Island and by the authority of the same as
follows:-
1. This Act may be cited as the Companies (Amend- Short title.
ment) Act, 1957, and shall be read together with the
Companies Act, 1910, (hereinafter referred to as the prin-
cipal Act).
2. Subsection (2) of section 223 of the principal Amendment of
Act is hereby amended by the substitution of a colon for section 223 of
the full stop at the end thereof and by the addition principal Act.
thereto of the followings proviso -
:Provided that -
(a) where any such company makes default in
filing with the Registrar the name and
address of a person resident in the Island
who is authorised to accept on behalf of
the company service oF process or notices:


(b) if at any time all the persons whose names
and addresses have been so filed are dead
or have ceased so to reside, or refuse to
accept service on behalf of the company, or
for any reason cannot be served;
a document may be served on the company by
leaving it at or sending it by post to any place
of business established by the company in the
Island".
Section 224 of the principal Act is hereby amend-
renumbering the section as subsection (1) and
addition of the following subsection as subsection

mittee".

comply with any conditions required by, the
Commissioner by notice published in the
manner provided by the rules made under
section 43A of this Act;

6. Section 3i8B of the principal Act is hereby amend-
: d in the following respects-
(1) by deleting in subsection (1) hIereof th:.
words-"no declaration required by section
38A of this Act has been filed whether by
reason of failure to do so or in com!pliance
with the provisions contained in the proviso
to subsection (1) of that section or that the
person from whose emoluments the amount to
be deducted or withheld is not resident in
the Island and notwithstanding that"
(ii) by deleling subsections (5) and (6) thereof
and substitutinii therefore the following new
subsections-
(5) Every person who shall have deducted
or withheld any tax pursuant to the pre-
visions of subsection (1) of this section,
shall deliver personally or send by post
within such time or times as may be pre-
scribed by rules made under section 43A
of this Act to the person from whose
emoluments the tax was deducted or
withheld or to such other person as may
be prescribed by rules made under the
said section, such certificates of account
relating to the amount of tax deducted
by- him as mray be prescribed by the said
rules.
(6) If any person shall fail to comply with
the provisions of subsection (5) of thi:;
section or shall fail to deliver or send to
the Commissioner within such time or
times as may be prescribed by rules
made under the said section any return,
account or certificate or any copy there-
of which he may be required by the said
rules to deliver or send to the Commis-
sioner for the purpose of rendering him
accountable to the Commissioner for any
tax deducted or withheld by him pursu-
ant to the provisions of this section, he
shall be guilty of an offence and liable
on conviction by a court of summary
jurisdiction to a fine not exceeding ten
dollars for every day during which such
failure shall continue:
Provided that it shall be a good and
sufficient defence to any complaint
brought under this subsection that any
such failure was not due to the wilful
neglect or default of the defendant or
of any person actinl on his behalf".
4. Subsection (2) of section thirty-nine of the
principal Act is hereby amended by deleting the words
"in accordance with ;mn rules made under section 43A of
lhis Act, at the time of the sending of the notice of assess-
iment or" appearing therein.
5. Subsection (2) of section 43A of the princi-
r al Act is hereby amended by the addition after paragraphs
(c) thereof of the following new paragraphs-

OBJECTS AND REASONS

This Bill seeks to exempt from Customs duty, fire
fighting equipment imported for the purpose of combating
sugar cane fires in order to assist the sugar can, industry
of the Island to minimize the danger arising from and the
loss I i ..-. I in consequence of such fires.

A Bill intituled
An Act to amend the Customs Tariff Act, 1921.
BE it enacted by the Governor, Council and Assembly
of this Island and by the authority of the same as
follows:-
I. This Act may be cited as the Customs Tariff
(Amendment) Act, 1957.
2. The Second Schedule of the Customs Tariff Act,
1921, is hereby amended by inserting immediately after
the paragraph beginning with the words "Films, slides
and sound recordings which the Governor-in-Executive
Committee "' the following new paragraph -
Fire pumps of any description, fire hose, coup-
lings and nozzles imported for the purpose of
combating sugar cane fires on the certificate to
that effect of the owner manager or attorney
of the sugar cane plantation for the protection
of which such equipment is imported."
