PROCLAMATION
WHEREAS by certain Letters Patent under the Great Seal
of the United Kingdom of Great Britain and Ireland bearing date
at Westminster the eighth day of September in the ninth year of
the reign of His Majesty King Edward the Seventh and in the
year of Our Lord One Thousand Nine Hundred and Nine, His
said Majesty did constitute the Office of Governor and Com-

mander-in-Chief in and over these Islands and by such Letters
Patent did declare that whenever the Offee of Governor is vacant
or if the Governor becomes incapable or is absent from the said
Islands, or is from any cause prevented from acting in the duties
of his Office, the Lieutenant-Governor of the said Islands or if
there be no such Officer or if such Officer be absent or unable
to Act, then such person or persons as may be appointed under
the Royal Sign Manual and Signet and in case there shall
be no person or persons within the said Islands so appointed, then
the Senior Member of the Executive Council who shall be resi-
dent within the said Islands and capable of discharging the duties
of Administration should during the Royal Pleasure administer
the Government of the said Islands, first taking the Oaths in such
Letters Patent directed to be taken by the Governor, and in the
manner therein prescribed; which being done, His Majesty did
by such Letters Patent authorise, empower and command such
Lieutenapt-Governor or any other such Administrator as afore-
said, to do, and execute during the Royal Pleasure all things that
belong to the Office of Governor and Commander-in-Chief, ac-
cording to the tenor of the said Letters Patent, and according to
the Royal'Instructions and the Laws of the said Islands.
AND WHEREAS His Excellency Sir Robert de Stapeldon
Stapledon, Knight Commander of the Most Distinguished Order
'3t Saint Michael and Saint George, Commander of the Most
Excellent Order of the British Empire, Governor and Commander-
in-Chief in and over the said Islands is now absent from the said
Islands.
AND WHEREAS there being no Lieutenant-Governor of
these Islands and no person or persons appointed under the Royal
Sign Manual and Signet, I the said Kenneth Maurice Walmsley,
being the Senior Member of Her Majesty's Executive Council of
the Bahama Islands now resident therein and being pcapable
of discharging the duties of administration, and having taken the
Oaths in such Letters Patent directed to be taken by the Gover-
nor in the manner in such Letters Patent prescribed, under and
by virtue of the authority of the said Letters Patent have assumed
and taken upon myself the Office of Acting Governor and Com-
mander-in-Chief of the said Bahama Islands.
NOW THEREFORE I do issue this my Proclamation notify-
ing the same and I do hereby in the name of Her Majesty the
Queen require and command all Officers, Civil and Military,
end all other inhabitants of these islands to take notice thereof
and to be obedient, aiding and assisting me in the execution of
my Office of Acting Governor and Commander-in- Chief as afore-
said.

In exercise of the powers conferred upon him by section 4
of the Town Planning Act 1.961 the Governor in Council hereby
makes the following Order;
1. This Order may be cited as the Town Planning Zoning
Order 1963.






2. It is hereby notified that from the date of the coming into
operation of this Order that building for the purposes set out in
the First Schedule to this Order only will be permitted upon that
area of land shown in the Second Schedule to this Order.

Administration Act (Chapter 29) is published for general infor-
mation.

ORDER IN COUNCIL
Made Under
THE OUT ISLANDS ADMINISTRATION ACT
(Chapter 29)
WHEREAS by section 3 of The Out islands Administration
Act (Chapter 29), Out Islands shall from time to time be divided
into Districts by the Governor in Council who may determine the
area, boundaries and official designation of any District so con-
stituted.
AND WHEREAS it is deemed expedient for the administra-
tive, judicial and other purposes authorised by the .said Act that
the Island of Grand Bahama be separated into two Districts to
be known, as West End District and Freeport District, defined
respectively as follows:
WEST ENL D-"ITRCT: Headquarters at West End-Bounded
by an imaginary line running from West End Point along the
entire length of Grand Bahama on the North in an easterly direc-
tion to a group of cays North of MacClean's Town and thence
in a southerly direction to East End 1Point, including all adjacent
cays from West End Point to East End -Point; on the South by an
imaginary line running from West End Point eastwardly to
Hawksbill Creek and thence from Gold Rock Greek to East End
Point.
The Distriot includes the mainland of Grand Bahama-:from
West End Point to Hawksbill Creek and the settlements East of
Gold Rock Creek.
FREEPORT DISTRICT: Headquarters at Freeport Bounded
on the West by Hawksbill Creek. On the North by the limitations
of the Freeport area; on the East by Gold Rock Creek, including
the United States Missile Base. On the South by the limitations
of Freeport area, including all settlements to the South thereof.
The District includes the mainland from Hawksbill Creek to
Gold Rock Creek, including the Missile Base -and all settlements
South of the Freeport area.
NOW THEREFORE His Excellency the Governor by these
presents orders and it is hereby ordered that the Island of Grand
Bahama shall be divided into two Districts to be designated
respectively as West End District and Freeport District as defined
above.
