Made Under
THE FIREARMS ACT
(Ch. 282)

In exercise of the powers, conferred upon the Governor in Council by section 25 of The
Firearms Act the following Rules are hereby made:

Short Title
1. These Rules may be cited as The Firearms Rules, 1963.
Interpretation
2. In these Rules:
"Act" means The Firearms Act;
"Schedule" means the Schedule to these Rules:
All other expressions shall have the same respective meanings as in the Act.


PART I
REVOLVERS
Application for Special Licence
3. An application for a special licence under the provisions of section 3 of the Act
shall be made to the Colonial Secretary and shall contain all the relevant information specified
in Form I of the Schedule and a separate application shall be made in respect of each revolver.
Issue of Special Licence
4. Every special licence issued by the Governor in Council under section 3 of the Act
shall be in the form of a book containing:
(a) particulars as specified in Form II of the Schedule; and
(b) not less than four pages reserved for endorsements.
Register of Special Licences
5. (1) A record of every special licence issued under section 3 of the Act shall be
entered in a book to be kept for that purpose by the Commissioner of Police and shall be in
form III of the Schedule and shall contain the particulars therein referred to.
(2) The Colonial Secretary shall submit to the Commissioner of Police a monthly
return of all special licences issued or withdrawn. Such return shall be as specified in Form IV
of the Schedule.
PART H
GUNS
Application for Gun Licence
6. An application for a gun licence under the provisions of section 7 of the Act shall
be made to a licensing authority and shall contain all the relevant information specified in Form
V of the Schedule and a separate application shall be made in respect of each gun.
Form of Gun Licence issued by Licensing Authority.
7. Every gun licence issued by a licensing authority under section 7 of the Act shall
be in the form of a book containing:
(a) particulars as specified in Form VI of the Schedule; and
(b) not less than four pages reserved for endorsements.









Register of Gun Licences
-8: (1) "A:.-reord. of every gun licence issued under section 7 of the -Act shall be in a
book to be kept for that purpose by the licensing authorities and shall be in Form VII of the
Schedule and shall contain the particulars therein referred to.
(2), In addition to the book referred to in paragraph (1) of this rule, a record of
every gun licence issued in-the Colony shall be entered in a book to be kept for that purpose.
by the Commissioner of Police and shall be in Form VII of the Schedule and in addition to
the particulars therein referred to such book sh-ll set out the districts in which the licences were
issued.
(3) Every licensing authority for an Out Island district shall submit to the Com-
missioner of Police a monthly return of all gun licences issued or withdrawn in his district.
Such return shall be as specified in Form VIII of the Schedule.
Form of Dealer's Licence
9. Every dealer's licence issued under the Act shbl be in the form of a book containing:
(a) particulars as specified in Form IX of the Schedule; and
(b) not less than four pages reserved for endorsements.
Dealer's Register
10 Every dealer under the Act shall keep a book which shall contain all the informa-
tion specified in Form X of the Schedule.
Dealer's Return
11. Every dealer under the Act shall on the thirtieth day of September and the thirty-
first day of March in every year submit to the Commissioner of Police a list of firearms disposed
of and to whom and particulars of those remaining under his control. Such return shall be as
specified in Form XI of the Schedule.
PART m
MISCELLANEOUS
Character Certificates
12. Before issuing any licence under the Act the Governor in Council or a licensing
authority, as the case may be, shall require the applicant to produce a character certificate sign-
ed by the Superintendent of the Criminal Investigation Branch of the Police Force. All due
cognizance shall be taken of such certificate.
Lost or Defaced Licences
13. (1) If the holder of a special licence or a gun licence satisfies the Colonial Secre-
tary or a licensing authority, as the case may be, that such special licence or gun licence has been
lost or defaced, such special licence or gun licence shall be replaced by a duplicate which shall
contain all particulars which were endorsed upon the original, and the duplicate so issued shall
have the same effect as the original.
(2) If at any time after the issue of a duplicate special licence or gun licence .and
during the currency of such duplicate, the original special licence or gun licence shall be found,
the person to whom the original was issued shall, if it is not in his possession, take all reason-
able steps to obtain possession of it and shall return it as soon as may be to the Colonial Secre-
tary or a licensing authority, as the case may be.

Penalty for False Statement
14. Any person who makes a false statement in an application under these Rules with
intent to deceive shall be liable on summary conviction to a penalty of twenty pounds.
Saving of Licences Already Issued
15. Notwithstanding the provisions of these Rules all revolver or gun licences issued in
respect of the year 1963 before the coming into operation of these Rules shall be valid.
Revocation
16. The Firearms (Revolvers) Rules 1936 are hereby revoked.
Commencement
17. These Rules shall come into effect on the first day of February, 1963.
