RELEASE

It has come to the attention of the Ministry of
Finance that Traders commit regular breaches of
the Stamp Ordinance Cap. 383, as amended, by
their failure to affix the appropriate Stamp Duty
on bills and/or receipts, thereby denying Gov-
ernment of its due revenues under the Law.
The attention of the public is accordingly
drawn to the provisions of the Stamp Ordinance
which stipulate the penalties that may be
imposed on persons who have been successfully
prosecuted for contravention of the Provisions of
the Ordinance. The Police, the Inspectorate
Division of the Inland Revenue Department and
the Price Control Inspectors are being alerted to
conduct regular checks on Traders to ensure that
bills and/or receipts issued to customers in pay-
ment of monies for services rendered are duly
stamped.

NOTICE is hereby given that a Session of the
High Court at Grenada in its Criminal Jurisdic-
tion will be held at the Court House in the town
of Saint George's on Tuesday the 3rd day of
February, 1976 at 9.30 o'clock in the forenoon
when and where all concerned and bound over to
prosecute or to give evidence or summoned as
Jurors or Witnesses are required to give their
personal attendance, and all officers who have
taken inquisitions, depositions, examinations,
recognisances or other papers cognisable by the
Court are required to return the same without
delay to this office.

NOTICE

rp HE attention of the public especially Liquor
I Dealers is drawn to the following provisions
of the Liquor Dealers and Excise Ordinances.
1. No person may sell or expose for sale any
intoxicating lioor without being duly
licensed so to do.
2. All licenced Liquor Dealers are required to
keep a Stock Book in the prescribed form
in which all intoxicating liquor (with the
exception of beer and wine) received from
another dealer or sold to another dealer
must be recorded. No liquor may be sold
to or received by any dealer unless it is
accompanied by a permit, and all liquor
sold to any person other than another
dealer in excess of one gallon must also
be accompanied by a permit.
3. No liquor may be offered for sale below the
strength of 25% under proof.
4. Every Licenced Dealer shall affix a sign-
board above the door, or some other
conspicious place in front of the licenced
premises, bearing the name of the
Licenced Dealer, also the words "Licenced
to Sell Intoxicating Liquor" painted there-
on in large white letters not less than two
inches in length on a black ground, or
black letters on a light ground.
Officers of the Customs and Excise Department
and the police will be conducting checks on
liquor dealers to check on their licence and to
see that the other requirements are fulfilled.


NOTICE

Vacant Post of Senior Medical Officer,
St. Vincent

APPLICATIONS are invited from suitably
qualified persons for the vacant post of
Senior Medical Officer, Ministry of Health,
Housing, Community Development and Local
Government, St. Vincent.
Qualifications:
Medical qualifications registrable in the United
;Kingdom, including a qualification and ex-
perience in Public Health. Experience in a
similar post in the Caribbean would be an asset.
Salary and Allowances:
The appointment may be on a permanent and
pensionable basis or on contract for a period of
two to three years and will be subject to medical
fitness. Salary $13,200 E.C., plus pay addition of
$900 per annum along with Overseas Service Aid
Scheme allowances where the successful candi-
date qualifies for these. If on contract 25% of
salary is payable as gratuity on successful
completion. Private practice is not allowed, but
an allowance of 25% of salary is payable in lieu
thereof. A transport allowance is attached to the
post.
Passages:
Free passages-in the case of a contract, return
passages-will be provided for the officer, his


wife and children not exceeding six persons in
all. Children must be under 18 years of age,
unmarried and dependent on the officer.
Quarters:
If Government quarters are available these will
be rented to the officer at a rental not exceeding
12-% of salary up to a maximum of $100 per
month. An OSAS officer will be eligible for fur-
nished quarters provided by Government at a
rental of 12M%.
Leave:
Thirty (30) working days per annum out of
which twelve (12) working days compulsory
leave must be taken annually. Leave will be
granted only after one (1) year of resident
service.
Duties:
The Officer is the Head of the Medical and
Health Department and will be required to advise
the Minister of Health on all medical and public
health matters in the State, including the or-
ganisation and supervision of all Medical
Institutions and District Health and Medical
Services; also to carry out such other duties not
inconsistent with those of the post which may be
assigned to him by his Ministry.
Applications accompanied by proof of qualifi-
cations and experience, two recent testimonials
and a recent photograph should be submitted to
the Chief Personnel Officer, Service Commissions
Department, Kingstown, St. Vincent, to reach
him not later than 15th March, 1976. Applicants
already in Government Service should apply
through their respective Governments.

Expansion and Improvement of the Port of
Bridgetown

INTER-AMERICAN DEVELOPMENT BANK
LOAN NO. 277/OC-BA

Pre-Qualification of Contractors-Contract
"D"-On-Shore Facilities

THE Government of Barbados proposes to
award contracts for the Expansion and Improve-
ment of the Port of Bridgetown (Deep Water
Harbour) which will partly be financed with a
loan from the Inter-American Development
Bank.
2. The Project consists of three elements:
(a) expansion and improvement of the
existing Deep Water Harbour includ-
ing an extension of the main wharf,
construction of a transit (container)
shed, renovation and modification of
an existing transit shed and construc-
tion of a two-storeyed Administration
Building;
(b) creation of a new Shallow Draft
Facility including the construction of
a new 513' long wharf and a new
transit shed;

(c) creation of a new Bulk Handling
Facility including the construction of
an 80' x 77' loading platform con-
nected to land with berthing/ moor-
ing dolphins and mooring points on
land.
3. Contract "D"-On-shore Facilities-is ex-
pected to be let by August, 1976, for an
estimated time of construction of about
17 months. Contract "D" will include:-
(i) a transit (container) shed of steel frame
construction or approved alternative
400' long by 143' wide;
(ii) a transit shed of steel frame construc-
tion or approved alternative 400' long
by 90' wide;
(iii) modifications to an existing transit
shed over an area of approximately
5,000 square feet to create passenger
facilities, a mail centre and similar
facilities;
(iv) paving, fencing, gatehouses, grading
and similar site work;
(v) installation of services including:
(a) sanitary facilities
(b) potable water
(c) power
(d) lighting
(e) telephone
(f) drainage
,. In order to be considered for pre-qualifi-
cation contractors must be from one of the
following countries:-
(i) countries which are members of the
Inter-American Development Bank;
(ii) relatively undeveloped countries which
are members of the International
Monetary Fund; or


(iii) developed countries which have been.
declared eligible by the Bank for this.

5. This Notice relates to Contract "D" only
which will we awarded as a single Unit-Price
Contract based on bills of Quantities. Applica-
tions are now invited from contractors wishing.
