absent from Grenada.
NOW, THEREFORE, by virture of the power and authority in me vested under the provisions
of section 61 (1) of the Constitution of Grenada set out in Schedule 2 to the Grenada Constitution
Order 1973, and acting in accordance with the advice of the Prime Minister, I HEREBY
AUTHORISE YOU the said HERBERT JOHN PREUDHOMME as from Sunday 5th day of
October, 1975, to perform the functions conferred by the said Constitution on the Prime Minister
Eric Matthew Gairy (other than the functions conferred on the said Prime Minister Eric Matthew
Gairy by section 61 of the said Constitution) until the Prime Minister Eric Matthew Gairy returns
to Grenada or until your authority for so doing is sooner revoked by me acting as aforesaid.

Commonwealth Scholarship and Fellowship Plan
Trinidad and Tobago Post-Graduate Scholarship
in Tropical Agriculture, 1976

UNDER the Commonwealth Scholarship-Fellow-
ship Plan, the Government of Trinidad and
Tobago is making available one (1) award fgr
post-graduate studies/research in Tropical Agri-
culture leading to a post-graduate degree or
diploma, where appropriate, and teogbje at the
University of the West Indies, St. Augustine,
Trinidad, effective from the academic year com-
mencing Octobe, 1976,
The area of stu4y will be limited to the research
ano teaching facilities available at the University
of the West ndies, St. Augustine.
This award is tenable for two (2) academic
years in the first instance (unless the course of
study is for a shorter period), with a possibility of
its being extended for a third year, in the absolute
discretion of the Government of Trinidad and
Tobago, if the candidate's work attains such
a standard that he is recommended by the Univer-
sity Authorities to study for the Ph. D degree.
ELIGIBILITY:
Applicants must be Commonwealth citizens or
British protected persons normally resident in the
nominating country. Applicants must already have
a first degree or equivalent qualification in Agri-
culture from a recognized institution of study at
the time of application. As a general rule, appli-
cants should not be more than thirty-five (35) years
of age on 1st October, 1976. Preference may be
given to candidates between twenty-two (22) and
twenty-eight ,(28) years of age. A detailed state-
meat from the University .or institution of higher
learning from which the applicant graduated must
apcompapy each application form.
Grenadi4n Natipoals should address their appli-
cations to the Permanent Secretary, Planipg,
Development and Training, Prime Minister's
Office, Botanical Gardens, Tanteen, St. George's,
to reach the office not later than 31st October.

ITHEREAS I, LEO VICTOR DEGALE, Governor-General as aforesaid acting in accordance with the
Advice of the Cabinet, deem it advisable that a commission be issued under the provisions of
the Commissions of Inquiry Ordinance (Cap. 64) of the Revised Laws of Grenada for purposes of
inquiring into matters hereinafter stated:
AND WHEREAS I, acting as aforesaid, in my opinion consider an inquiry into the matters herein-
after stated would be for the public welfare:
Now KNOW YE THAT I, LEO VICTOR DEGALE, Governor-General as aforesaid acting as aforesaid
reposing full confidence in your zeal, discretion and ability do appoint you the said H. R. P. DENNISON
to be the Commissioner under the said Ordinance to make diligent inquiries into and report upon:
all facts relating to the matters set out hereunder, that is to say-
1. To enquire into the affairs of the Grenada Co-operative Nutmeg Association and the Nut-
meg Industry with particular reference to the following:-
(a) the financial affairs of the Nutmeg Association during the term of Office of the
Grenada Nutmeg Board recently dissolved by Government with relation to the
period 1st June, 1969 to 4th July, 1975;
(b) the Board's Accounts, over the relevant period, looking into its spending appro-
priations or otherwise; and
2. To report on such findings and make recommendations.
AND I, acting as aforesaid, DIRECT THAT you the said H. R. P. DENNISON shall be the one-man.
Commission.
AND I, acting as aforesaid, FURTHER DIRECT that the said Inquiry shall be made on such days
and at such places as you the commissioner shall deem proper and necessary and that you shall
make such report and recommendations in the premises as may to you seem fit, with all convenient
speed.
AND I, acting as aforesaid, FURTHER DIRECT that the meetings of the Commission shall be held
in public or private as you the Commissioner in your discretion shall think fit.
AND I, acting as aforesaid, CHARGE AND COMMAND all officers, and all other of Her Majesty's
loyal subjects in the State that in their several places and according to their several powers and
abilities they be aiding and assisting you in the execution of this your Commission.

Extraordinary General Meeting of Rentokil
(Grenada) Limited held on Friday, 19th Septem-
ber, 1975, the following Extraordinary resolution
was passed:

CENTRAL HOUSING AND PLANNING
AUTHORITY
KINGSTOWN, ST. VINCENT

Tenders for Construction of Roads, Storm Drains,
and Installation of Water Supply for an Urban
Working Class Housing Project

The Government of St. Vincent has received a
loan from the Caribbean Development Bank
utilizing USAID funds for the construction of
125 low income houses under the Urban Work-
ing Class Housing Project at Camden Park,
St. Vincent.
Tenders are invited for the construction of
roads, storm drains and the installation of water
supply only to serve the housing development.
It is intended that the proceeds of this loan
will be applied to payments under the contract
for which this invitation to bid is issued. Pay-
ments by the Caribbean Development Bank or its
agent will be made on the basis of the consulting
engineers' certificates of payment
2. The Government of St. Vincent accordingly
invites the submission of tenders from interested
contractors in connection with the development
of -this project
3. Only contractors whose principal place of
business is on one of the member countries of the
Bank or the U.S.A. or any other eligible country
can bid. A list of ineligible countries is available
at the Bank or the Central Housing and Planning
Authority.
4. Tender Documents and specifications are
available from the CH & PA, Kingstown,
St Vincent
5. Tenders should be forwarded in sealed
envelopes and addressed to the Chairman, Joint
Committee, Urban Working Class Housing Project,
CH & PA, Kingstown, St. Vincent, and must
arrive on or before 31st October, 1975. A copy is
to be forwarded to the Caribbean Development
Bank, P. O. Box 408, Barbados, West Indies.

Expansion and Improvement of the Port of
Bridgetown

Inter-American Development Bank Loan
No. 227/OC-BA
Pre-qualification of Contractors-Contract "A",
Dredging and Reclamation
rpHE Government of Barbados proposes to
S award contracts for the Expansion and
Improvement of the Port of Bridgetown (Deep
Water Harbour) which will partly be financed
with a loan from the Inter-American Development
Bank.
2. The Project consists of three elements:
(a) Construction Works to improve and to
expand the existing Deep Water Har-
bour, including the following:-
(i) an extension to the main Wharf
(Quay Wall) approximately 600
feet long, with one mooring
dolphin, with a dredged depth of
32 feet below Low Water;
(ii) construction of a transit shed
(Container Shed) 400 feet long by
143 feet wide;
(iii) strengthening of and modifica-
tions to the Cross Berth;
(iv) renovation and modification of
existing Transit Shed No. 'e -ver
an area of approximately 5,000
square feet;
(v) construction of a -two-storeyed
Administration Building 175 feet
wide;
(vi) dredging;
(vii) reclamation of approximately
16 acres of land;
(viii) installation of ancillary services,
paving and fencing.
(b) Construction Works to create a new
Shallow Draft Facility, including the
following:-
(i) construction of a Shallow Draft
approximately 513 feet long with a
dredged depth of 22 feet below
Low Water;
(ii) construction of a transit shed
(Shallow Draft Shed) 400 feet
long by 90 feet wide;
(iii) dredging of the Shallow Draft
Basin and the approach to it to a
depth of 22 feet below Low
Water;
(iv) installation of ancillary services,
paving and fencing.
(c) Construction Works to create a new Bulk
Handling Facility, including the follow-
ing:-
(i) reclamation of approximately 18
acres of land;

(ii) dredging the area alongside the
berth to a depth of 38 feet below
Low Water;
(iii) reclamation of a strip of land
along the coastline to continue
Land's End Road into the re-
claimed area;
(iv) construction of a loading platform
connected to land, 80 feet by 77
feet, suitable for docking of
vessels of 30,000 tons displace-
ment weight, and supporting
equipment required by the grain
terminal;
(v) construction of four berthing/
mooring dolphins;
(vi) construction of two mooring
points on land;
(vii) ancillary services, continuation of
Land's End Road, including a
culvert crossing at Indian River,
street lighting, paving and fencing.

3. It is expected that Contract "A"-Dredging
and Reclamation-will be let by April, 1976, for
an estimated time of construction of about seven
months. Contract "A" will include-
(i) construction of dykes to retain approxi-
mately 1,000,000 cubic yards of dredge
fill. Dredging to be mostly to depths of
22 and 38 feet below Low Water with
some areas to be dredged to a depth of
40 feet below Low Water;

(ii) excavation of part of a spit of land;
(iii) reclamation of approximately 35 acres
of land in two separate areas, using
dredged materials;
(iv) armour for the protection of reclaimed
areas.
4. In order to be considered for pre-qualifica-
tion contractors must be from one of the following
countries:-


(iii) developed countries which have been
declared eligible by the Bank for this
purpose.

5. This Notice relates to Contract "A" only
which will be awarded as a single Unit-Price
Contract based on Bills of Quantities. Only con-
tractors who pre-qualify will be invited to tender.

6. Applications are now invited from contrac-
tors wishing to qualify for inclusion in the Register
of Contractors to be invited to tender for Contract
"A".

7. Additional information on Contract "A" and
prequalification documents and questionnaries will
be provided upon receipt of applications which
should be addressed to:-
