T HE following instrument is published hereby and forms part of this Gazette:-
1. Instrument appointing SIR HERBERT DUFFUS, MR. AUBREY FRASER and
Archbishop SAMUEL CARTER to be Commissioners.
This notice cancels and supersedes (Instrument No. 1 of No. 215 of Extra-
ordinary Gazette No. 56 of 6th December, 1973. (Instrument No. 2 remains as
published in Gazette No. 56 aforesaid).

W HEREAS I, HILDA LOUISA BYNOE, Governor as aforesaid, acting in accordance
with the advice of the Cabinet, deem it advisable that a commission be issued
under the provisions of the Commissions of Inquiry Ordinance, Cap. 64 of the
Revised Laws of Grenada for purposes of inquiring into matters hereinafter stated:
AND WHEREAS I, acting as aforesaid, in my opinion consider an inquiry into the
matters hereinafter stated would be for the public welfare:

Now KNOW YE THAT I, HILDA LOUISA BYNOE, Governor as aforesaid, acting as
aforesaid reposing full confidence in your zeal, discretion and ability do appoint you
the said HERBERT DUFFUS, AUBREY FRASEa, and ARCHBISHOP SAMUEL CARTER to be
the Commissioners under the said Ordinance to make diligent inquiries into and
report upon all facts relating to the matters set out hereunder, that is to say-
(1) All the circumstances leading up to the arrest and charging of six (6) persons
on Sunday 18th November, 1973;
(2) The alleged brutality by the Police and the alleged denial of prompt medical
and legal assistance to the arrested persons;
(3) The refusal by the Magistrate to grant bail;
(4) The Administration of Justice in the State; and
(5) To make specific recommendations upon:
(a) breaches of the Constitution as disclosed before the Commission;
(b) any evidence of a general breakdown of Law and Order within the

shall be Chairman of the Commission.
AND I, acting as aforesaid, FURTHER DIRECT that the said Inquiry shall be made
on such days and at such places as you the Commissioners shall deem proper and
necessary and that you shall make such report and recommendations in the
premises as may to you seem fit, with all convenient speed.
AND I, acting as aforesaid, FURTHER DIRECT that the meetings of the Com-
mission shall be held in public or in private as you the Commissioners in your
discretion shall think fit.
AND I, acting as aforesaid, CHARGE AND COMMAND all officers, and all other of
Her Majesty's loyal subjects in the State that in their several places and according
to their several powers and abilities they be aiding and assisting you in the execu-
tion of this your Commission.
GIVEN under my hand and the Public Seal of the State at Government
House in the said State this 6th day of December, in the year One
thousand nine hundred and seventy-three in the twenty-second
year of the reign of Her Majesty QUEEN ELIZABETH THE SECOND.
