PPLICATIONS are invited for the post of
Technical Officer (Research) at the Carib-
bean Meteoroglogical Institute, Barbados.
Qualifications: A degree in Environmental.
Biological or Agricultural Science. Graduates in
Natural Sciences will also be considered.
Duties: The successful candidate will be required
to engage in research and investigate activities of
the Caribbean Meteorological Institute primarily
in the field of Agromsteorology. He will be
stationed at the Institute but will be required to
undertake, as part of his duties, frequent travel
throughout the Caribbean. The post also carries
with it some teaching duties.
Salary: In the scale EC $8,100-$13,500 becom-

A fee of $2 is payable by each candidate for
each Oral Test direct to the Oral Examiner.
A new system of Entry documentation was
introduced in June, 1973. A single Entry Form for
School candidates (Form E.C. 1), printed as a
two-part carbonised set, has replaced the former
red and green G.C.E. school Entry Forms, each
candidate using one index number for entries at A,
AO, and O-Levels, the index number being shown
once instead of twice as at present. Form E.C. 2
has replaced the former entry form for Private
Candidates.
O-Level (0) 558, Human and Social Biology,
replaces the former (0) 760, Health Science. This
Examination may not be taken by candidates
offering Bio!ogy or additional General Science.

NOTICE

Re-Advertisement for a Competition for an
Emblem for the Caribbean Community


rTHE Carifta Council of Ministers has decided
to extend the closing date for submission of
entries to the competition for an emblem for the
Caribbean Community. Accordingly, the Carib-
bean Community Secretariat re-announces the
Public Competition for the award of a cash prize
to the person, who must be a national of the
Commonwealth Caribbean, submitting the most
suitable design of an emblem for the Caribbean
Community. An additional cash prize will be
offered for the entry adjudged to be the next most
suitable submission.

2. On 1st August, 1973, Barbados, Guyana,
Jamaica and Trinidad and Tobago became mem-
bers of the Caribbean Community. It is expected
that the Leeward and Windward Islands, Belize
and possibly the Bahamas will become members
of the Community in 1974.

3. The competition will be governed by the
following conditions:

(i) the emblem should above all be simple and
capable of easy reproduction and its
component elements should be indenti-
fiable at whatever size the emblem is
reproduced;

(ii) While reflecting the criteria of simplicity
and easy reproduction as set out at (i)
above, the emblem should be:
either reflective of t h e Caribbean
Region; or symbolic of the ideals and
aspirations of Caribbean Unity;

(iii) the design must be executed on plain
paper and should be of a size not exceed-
ing 6" x 6" square. The medium should
be in colour;

(iv) no competitor may submit more that
two entries. Competitors who have
already submitted may however submit
a further two new entries;

(v) entries must be accompanied by a state-
ment that the work is the original, un-
aided work of the competitor and not a
copy, and hearing the full name, address
nationality of the competitors;

(vi) in submitting their entries competitors
should explain for the benefit of the
judges the significance of the com-
ponents of the emblem which should be
identifiable--that is to say, the
significance of any colour, object or
feature;

(vii) the panel of judges will reserve the
right ot amend the winning entry, if
necessary, in order to create a suitable
emblem. The decision of the judges shall
be final;

(viii) entries must be submitted in sealed

CARIBBEAN COMMUNITY SECRETARIAT
STAFF VACANCY

Pro-Registrar, Caribbean Examinations Council

THE Caribbean Examinations Council (a Body
formed and financed by the Governments of
the Commonwealth Caribbean) invites applica-
tions for the post of Pro-Registrar to be based in
the Administrative and Operational Centre for
the Western Zone, located in Jamaica.
Applications from persons already employed in
the Public Services in the Region will also be con-
sidered.
The Council's task is to introduce a new system
of Examinations designed for the special needs of
the area. This includes the responsibility of
developing syllabuses, conducting examinations
and awarding Certificates and Diplomas on the
results of the Examinations conducted throughout
the area, including examinations conducted at the
request of any of the Member Governments.
The Pro-Registrar will be deputy to the Regis-
trar. He will be directly responsible for the
conduct of operations relating to the Western
Zone. He will work closely with the Registrar, the
School Examinations Committee of the Council
and the National Committees established in the
participating countries in the Western Zone. With
the Registrar he will be responsible to the Ad..
ministrative and Finance Committee of the
Council, and through the Chairman of the
Council, to the full Council itself.
Salary and Allowances based on qualifications
and experiences will be as follows:-
Salary: J $9,000-$10,000
or
EC $21,600-$24,000
Allowances-Housing J $2,000 or
EC $4,800 per annum
Entertainment J $750 or
EC $1,800 per annum
The officer may be recruited on contract, or on
secondment from one of the Governments of the
Region. An officer appointed on contract will
receive a 20% gratuity of basic salary. Passages


for the officer and family up to a maximum of
J $1,250 or EC $3,000 and freight and other
expenses for personal and household effects, not
exceeding J $833.33 or EC $2,000, are payable to
an officer recruited overseas. The contract will be
for a period of three years in the first instance,
subject to review and possibly renewal.
Applicants must possess appropriate aca-
demic and/or professional qualifications. A
knowledge of West Indian education systems and
examination procedures would be an asset, but the
successful applicant must be prepared to under-
go further training as required.
The post will require tact, diplomacy, organ-
isational ability, experience in examinations
administration, and a willingness to travel among
the various territories served by the Council.

Owners of such vehicles are advised to pay
inspection fee from now onwards at their respec-
tive District Revenue Office and then approach
the Inspector of the Motor Vehicles at the fraflic
Branch, Fire Station in advance with a view to
affecting any alterations that may be necessary to
comply with the provisions of the Motor Vehicles
and Road Traf-c Ordinance, and of the Regula-
tions made thereunder.
Vehicles must be presented in a thoroughly clean
condition, and must have been recent over-
hauled. The body and wings, axle, chassie, frame
steering arms, springs, trackrods, brake connec-
tions, shackles, bolts, nuts, splitpins, engine shield
and case, clutch, gearbox magneto or coil, a.r
filter, carburettor and all working parts must be
cleaned in order to admit proper examination.
Dust covers, if used must be removed before
presentation in order to admit of an examination
being made in full. All split p:ns, etc., must be
clearly exposed, also cassie and engine numbers
drivers seats must be securely fastened so that the
driver can have proper control over vehicles. Spot
lights, musical horns and whistles are strictly pro-
hLbilted. Each vehicle must have its rate and
maximum gross weigl-t in white figures not less
than 21 inches in height upon a black ground in
a conspicipos place on the right cor of-side of
the vehicle.
The Registered Indentification marks on all
vehicles most conform to prov sions of Regula-
t'ons 7, 8 and 9 and the second Schedule to the
Regulations, S. R. & O. No. 151 and be in such
a condition, as to render each a letter or figure
readily distingu'shable, the attention of owners
of Motor Omnibuses and Goods Vehicles is
specially directed to Regulaions 23 (11) (a) re-
garding the position of front lamps. Spot lights
will not be allowed except with the written
approval of the Licensing Authority.
TlIe attention of the owners of Hiring Cars and
Motor Omnibuses is directed to Regulations 50)
(2) of the Motor Vehicles and Road Traffic
Regulations S.R. & O. 151 of the Revised Laws of
Grenada which require that printed copies of the
Tariffs and maximum fares be displayed in such
vehicles. These are now available and may be pu,;-
chased at the Treasury, St. George's, and at any
District Revenue Office at 4 cents per copy.
Vehicles which have been found by the Inspec-
tor to have defects must not be used on the roads
vurt t1ey have been issued with a certificate,
certifying that the vehicles may be duly licensed.

Trinidad and Tobago Post-graduate Scholarship
in Tropical Agriculture 1974

SNDER the Commonwealth Scholarship/Fell-
Sowship Plan, the Government of Trinidad
and Tobago is making available one (1) award for
post-graduate studies/research in Tropical Agri-
culture leading to a post-graduate degree or
d ploma, where appropriate, and tenable at the
University of the West Indies, St. Augustine,
Trinidad effective from the academic year
commencing October, 1974.
The area of study will be limited to the research
and teaching facil ties available at the University
of the West Indies, St. Augustine.
This award is tenable for two (2) academic
years in the first instance (unless the course of
study is for a shorter period), with a possibility
of its being extended for a third year, in tlhe
absolute discretion of the Government of Tr'ni-

tine time of application. As a general rule, apph-
cants should not be more tnan thirty-five (35)
years of age on 1st October, 1974, Preference
may he given to candidates between twenty-two
(2z) and twenty-eight (28) years of age. A detailed
statement trom tne University or institution of
higher learning from which the applicant,
graduated must accompany eacn application form.

each year of study and the results obtained in
each subject. The grades achieved must be
indicated, if possible.

monwealtn Scuolarship Agency of tne country

Originals of Birth and Educational Certificates
need not to be submitted provided that they have
been seen by the nominating authority and partic-

agency as correct.

(1) Five certified copies of applicant's Uni-
versity/College record (including degree
certificates) the subject studied and as
far as possible, thie grades attained dur-
ing each year of study.
(2) Five copies of a statement of not more
than two hundred (200) words outlining
the applicant's proposed plan of study
and/or research in Trin'dad and Tobago.
(3) Confidential comments from three
Referees.

riate Commonwealth Scholarship Agencies and at
the offices of the Government of Trinidad and
Tobago, in the United Kingdom, Canada,
Jamaica, Guyana and India.
Value of Award (allowances etc.):
The following expenses will be met by the
Government of Trinidad and Tobago:-
() Passage from the nominating country to
Trinidad and back for the scholar as
arranged by the Government of Trini-
dad and Tobago;
(ii) Tut:on and examination fees;
(ii) Any other compulsory University fees
(excluding board and residence fees but
including refundable deposits such as
Caution Money, which will be paid by


and refunded to the Government of
Tr.nidad and Tobago);
(iv) Cost of approved travelling connected
with the course of study in Trinidad
and Tobago to a maximum of TT $200
per annum (Tnis is not intended ot cover
travelling from the normal place of
residence to the University);
(v) Book allowance of TT $240 per annum;
(vi) A personal Maintenance Allowance of
TT $300 per montn to cover board and
lodging, daily travel and personal ex-
penses;
(vii) Reasonable hotel charges for a period .of
of one (1) week after arrival in Trinidad
(hotel accommodation to be arranged by
the Government of Trinidad and
Tobago) to permit the scholar to find
suitable accommodation.
If the scholar is accompanied by his
wife and/or children:-
(viii) A wife allowance olf TT $1,440 per annum,
provided tiiat she .s not employed; and
(ix) Allowances of TT $360 per annum for the
first cnild and TT $288 per annum each
for the second and tLe third child.
Allowances are not paid for more than
tree (3) children.
N.B. The above allowances are not subject to
tax in Trinidad and Tobago.
General Cond:tions of Award:
The scholar must return to his/her own coun-
try at tne end of tne scholarship and in this
connection is required to give a written under-
taking to do so when submitting his/her
application.
The scholar must follow the approved course
of study and abide by the rules of the University
of the West Indies.
An award may be terminated at any time for
reasons of unsat factory conduct, for a breach
of the conditions of award cr for failure to make
satisfactory progress.
The scholar will not normally be permitted to
take up naid employment during the tenure of
his/her award.
Candidates for the scholarship must have a
good knowledge of written and spoken English.
The successful candidate will be required to sub-
mit a Medical Certificate as to general, physical
and mental fitness before the award can be
confirmed.
