introduced in June, 1973. A single Entry Form for
School candidates (Form E.C. 1), printed as a
two-part carbon:sed set, has replaced the former
red and green G.C.E. school Entry Forms, each
candidate using one index number for entries at A.
AO, and O-Levels, the index number being shown
once instead of twice as at present. Form E.C. 2
has replaced the former entry form for Private
Candidates.
:O-Level (0) 558, Human and Soci.l Biology,
replaces the former (0) 760, Health Science. This
Examination may not be taken by. candidates
offering Biology or additional General Science.

NOTICE

Re-Adver'isenment for a Compet't!on for an
Emblem for the Caribbean Community



r'HE Carifta Council of Ministers has decided
1 to extend the closing date for submission of
entries to the competition for an emblem for the
Ca ibbean Commun ty. Accordingly, the Carib-
bean Cormm- nity Secretariat re-announces the
Public Compet tion for the award of a cash prize
to tl.e person, wo must be a national of the
Com nonicalti Caribbean, submitting the most
s -tabie design of an emblem for the Caribbean
Comm;:;ity. An add tional cash prize w 11 be
offered for the entry adjudged to be the next most
suitable submission.

2. On 1st August, 1973, Barbados, Guyana,
Jamaica and Trindad and Tobago became mem-
bers of the Car.bbean Community. It is expected
that the Leeward and Windward Islands, Belize
and possibly the Bahamas will become members
of te Comm.nilty in 1974.

3. T!Ie comretition will be governed by the
following conditions:

(i) the emblem should above all be simple and
capable of easy reproduction and its
component elements should be indenti-
fiable at whatever size the emblem is
reproduced;

(ii) While reflecting the criteria of simplicity
and easy reproduction as set out at ()
above, the emblem should be:
either reflective of the Caribbean
Region; or symbolic of the ideals and
aspirations of Caribbean Unity;

(iii) the design must be executed on plain
paper and should be of a size not exceed-
ing 6" x 6" square. The medium should
be in colour;

(iv) no competitor may submit more than
two entries. Competitors who have
already subm'tted may however submit
a f rther two new entries;

(v) entries must be accompanied by a state-
ire'-t tliat the work is the original, un-
aided work of the competitor and not a
copy, and bearing the full name, address
nationality of the competitors;

(vi) in s-:bmitt'nr their entries competitors
s':o-!d explain for the benefit of the
judges the significance of the com-
ponents of the emblem which should be
identifiable-that is to -sav, the
significance of any colour, object or
feature;

(vi!) the panel of judges will reserve the
right ot amend the winning entry, if
necessary, in order to create a suitablee
emblem. The decision of the judges sljil1

CARIBBEAN COMMUNITY SECRETARIAT
STAFF VACANCY

Pro-Registrar, Caribbean Examinations Council

THE Caribbean Examinations Council (a Body
formed and financed by the Governments of
the Commonwealth Caribbean) invites applica-
tions for the post of Pro-Registrar to be based in
the Administrative and Operational Centre for
the Western Zone, located in Jama'ca.
Applications from persons already employed in
the Public Services in the Region will also be con-
sidered.
The Council's task is to introduce a new system
of Examinat'ons designed for the special needs of
the area. This includes the responsibility of
developing syllabuses, conducting examinations
and awarding Certificates and Diplomas on the
results of the Examinat'ons conducted throughout
the area, including examinations conducted at the
request of any of the Member Governments.
The Pro-Registrar will be deputy to the Regis-
trar. He will be directly responsible for the
conduct of operations relating to the Western
Zone. He wll work closely with the Registrar, the
School Examinat;ons Committee of the Council
and the National Committees established in the
participating countries in the Western Zone. With
the Registrar he will be responsible to the Ad-
min'strative and Finance Committee of the
Council, and through the Chairman of the
Council, to the full Council itself.
Salary and Allowances based on qualifications
and experiences will be as follows:-
Salary: J $9,000-$10,000
or
EC $21,600-$24,000
Allowances-Housing J $2,000 or
EC $4,800 per annum
Entertainment J $750 or
EC $1,800 per annum
The officer may be recru ted on contract, or on
secondment from one of the Governments of the
Region. An officer appointed on contract will
receive a 20% gratuity of basic salary. Passages


for the officer and family up to a maximum of
J $1,250 or EC $3,000 and freight and other
expenses for personal and household effects, not
exceeding J $833.33 or EC $2,000, are payable to
an officer recruited overseas. Tte contract will be
for a period of three years in the first instance,
subject to review and possibly renewal.
Applicants must possess appropriate aca-
demic and/or professional qualifications. A
knowledge of West Indian education systems and
examinat on procedures would be an asset, but tlhe
successful applicant must be prepared to under-
go further training as required.
The post will require tact, diplomacy, organ-
isational ability, experience in examinations
administration, and a willingness to travel among
the various territories served by the Counc1.

Owners of such vehicles are advised to pay
inspection fee from now onwards at their respec-
tive District Revenue Office and then approach
the Inspector of the Motor Vehicles at the Traffic
Branch, Fire Station in advance with a view to
affecting any alterations that may be necessary to
comply with the provisions of the Motor Vehicles
and Road Traffic Ordinance, and of the Regula-
tions made thereunder.
Vehicles must be presented in a thoroughly clean
condition, and must have been recently over-
hauled. The body and wings, axle, chassie, frame
steering arms, springs, trackrods, brake connec-
tions, shackles, bolts, nuts, splitpins, engine shield
and case, clutch, gearbox magneto or coil, air
filter, carburettor and all working parts must be
cleaned in order to admit proper examination.
Dust covers, if used must be removed before
presentation in order to admit of an examination
being made in full. All split pins, etc., must be
clearly exposed, also chassie and engine numbers
drivers seats must be securely fastened so that the
driver can have proper control over vehicles. Spot
lights, musical horns and whistles are strictly pro-
hibilted. Each vehicle must have its rate and
maximum gross weight in white figures not less
than 21 inches in height upon a black ground in
a conspicious place on the right or off-side of
the vehicle.
The Registered Indentification marks on all
vehicles must conform to provisions of Regula-
tions 7, 8 and 9 and the second Schedule to the
Regulations, S. R. & O. No. 151 and be in such
a condition, as to render each a letter or figure
readily distinguishable, the attention of owners
of Motor Omnibuses and Goods Vehicles is
specially directed to Regulaions 23 (11) (a) re-
garding the position of front lamps. Spot lights
will not be allowed except with the written
approval of the Licensing Authority.
The attention of the owners of Hiring Cars and
Motor Omnibuses is directed to Regulations 50
(2) of the Motor Vehicles and Road Traffic
Regulations S.R. & O. 151 of the Revised Laws of
Grenada which require that printed copies of the
Tariffs and maximum fares be displayed in such
vehicles. These are now available and may be pur-
chased at the Treasury, St. George's, and at any
District Revenue Office at 4 cents per copy.
Vehicles which have been found by the Inspec-
tor to have defects must not be used on the roads
until they have been issued with a certificate,
certifying that the vehicles may be duly licensed.

Consulting Engineering Service for Design of Port
Facilities George Town, Grand Cayman,
Cayman Islands

THE Government of the Cayman Islands wishes
to receive pre-qualification data from con-
sulting civil engineers, interested in providing
consulting services for the preparation of designs,
drawings, specification and contracts and for the
supervision and inspection of construction of port
facilities at George Town, Grand Cayman,
Cayman Islands.

A preliminary design of port facilities approved
by the Government and the Caribbean Develop-
ment Bank will be the basis of the final design.

Consulting firms whether acting singly or in
joint ventures should submit pre-qualification data
on a form which shall be obtained from the
Government of the Cayman Islands of the
Caribbean Development Bank, Treasury Building,
Bridgetown, Barbados. Six copies of the form duly
completed shall be submitted.

Consideration will be limited for firms and
joint ventures of firms whose regular place of
business is in:--
(a) The Cayman Islands.
(b) Regional member countries of the
Caribbean Development Bank i.e.
Jamaica, Trinidad and Tobago,
Bahamas, G u yan a, Barbados,
Antigua, British Honduras, Dominica,
Grenada, St. Kitts-N e v i s-Anguilla,
St. Lucia, St. Vincent, Venezuela,
Montserrat, British Virgin Islands; and
Turks and Caiccs Islands.

Caribbean Development Bank i.e
Canada, United Kingdom and the
United States.

Pre-qualification data must be received not
later than 1st December, 1973 in the offices of
the Government of the Cayman Islands.

The Government of the Cayman Islands will
evaluate the data presented and rank firms in
order of preference. The first three ranked firms
will be asked to submit non-priced technical pro-
posals. An important consideration will be the
firm's first hand knowledge of the site and
working conditions in Grand Cayman, Cayman
Islands.
