UNITED KINGDOM COMMONWEALTH
SCHOLARSHIP 1970


/ PPLICATIONS are invited for Common-
Al wealth Scholarships tenable in the United
Kingdom from October, 1970.
Most of these awards are for post-graduate
study and are available in many fields of study.
A few awards are also available at the under-
graduate level.
Scholarships are open to both men and women
who will not have reached their 35th birthday
by 1st October, 1970, but preference will be
given to candidates who are between 22 and 28
years of age. In exceptional circumstances
applications may be accepted from candidates
over 35 years of age.
Further information may be obtained from the
Chief Education Officer, Ministry of Social Affairs,
Culture and Community Development.
Application forms are available at the Ministry
of Social Affairs. The completed forms accom-
panied by the candidates plan of study, the certi-
fied record of his Secondary School or University
Course and the letter of reference from each of
the three persons named must reach the Chief
Education Officer on or before 31st August, 1969.

NOTICE TO IMPORTERS


Open Licence for Imports from the Scheduled
Territories

IN exercise of the powers conferred on him by
Section 2 (ii) of the Supplies (Control) Regu-
lations, S.R. & 0. No. 12 of 1959, the Controller
of Supplies hereby gives notice that Import
Licences shall NOT be necessary for import-
ation into the State of any goods produced wholly
or mainly in the Scheduled Territories, except the
goods enumerated in the Schedule hereunder, for
which import licences are necessary:
2. Provided that any goods imported under this
licence shall be accompanied by a certificate of
origin, and that the Collector of Customs and
Excise is satisfied as to the particulars contained
therein.

Schedule of Goods to be kept on Specific
Licensing
Rice
Sugar
Soaps of all kinds including soap substitutes,
Oils and Fats-all oil bearing materials,
vegetable, animal, marine fats and oils
(edible and inedible) including manu-
factured products of which the principal
component is fat or oil (such as margarine,
lard, lard substitutes, shortening and soap)
but excluding flaxseed and linseed oil, tung
nuts and oil, castor beans and oil, fish
liver oils, perilla seed and oil, oitica oil,
sperm oil, and other waxes.
Arms & Ammunition,
Fireworks & Explosives,
Gold Bullion and fully or semi-manufactured
gold including jewelry.
3. The Scheduled Territories are the fully
self-governing territories of the British Common-
wealth, except Canada, any Colony or State
under the dominion of Her Majesty, any territory
administered by the Government of any port of
Her Majesty's Dominions under the trusteeship
system on the United Nations, any British pro-
tectorate or British protected State; the Republic
of Erie, Iceland and Burma.
4. Articles passed by the Collector of Customs
as the personal baggage of passengers, profess-
ional apparatus brought in by passengers for their
own use, household effects not exceeding
$3,600.00 in value, brought in for personal use
and not for sale, and which have been in the
possession of the passenger for at least one \.ear,
and personal effects, not being merchandise, of
persons domiciled in the State who have died
abroad, are not subject to the Schedule above.
5. Notwithstanding the fact that rice, soap and
oils and fats are listed in the Schedule as being
prohibited from importation unless a licence be
first obtained, merchants and other importers are
permitted to import any of these articles without
an import licence, provided that in the case of:
Rice-it shall originate in Guyana, and shall be
put in cartons or packages of not more than 5-lbs.
net weight each;


Soap-it shall originate in the territories of the
West Indies which are signatories to the Oils and
Fats Agreement, or in Guyana;
I Oils & Fats-only margarine, lard or lard sub-
stitutes originating in the territories of the West
Indies which are signatories to the Oils and Fats
Agreement, or originating in Guyana may be
imported.
6. This Open Licence cancels and replaces the
Open Licence published in the Government
Gazette of 25th July, 1959, 26th September, 1969
and 24th December, 1959, and comes into
effect from 16th July, 1960.
7. Importers are warned that the publication of
this Open General Licence does not exempt them
from compliance with the laws, regulations or
orders of the State relating to Plant and Animal
Protection, Dangerous Drugs or any other law of
the State whatsoever. Nor is the publication of
this licence to be construed as authorising the
importation of goods, the entry of which is pro-
hibited or restricted by any law, regulation or
order of the State at present in force.

Roumania and the Union of Soviet
Socialist Republics;
(c) are accompanied by cerniicate of origin,
and that the Collector of Customs is
satisfied as to the correctness of the parti-
culars contained therein;
(d) are paid for in appropriate manner.

Schedule of Goods NOT Requiring Specific
Licences

Foods of all kinds except the following:
Rice, sugar and all edible oils and fats (in-
cluding manufactured products of which
the principal component is edible oil or
fat).
Live Poultry.
Refrigerators and other household electric
appliances,
Sewing machines (electric and manual),
Cameras and other optical precision instru-
ments,
Motor vehicles,
Wireless receiving sets.
2. This Open General Licence on Japan comes
into force on 16th July, 1960 and replaces the

Open General Licence published in the Govern-
ment Gazette on 19th March, 1960.
3. Importers are warned that the publication of
this Open General Licence does not exempt them

Vacant Post of Planning Inspector, Grenada


APPLICATIONS are invited for the post of
Planning Inspector, office of the Premier,
Grenada, West Indies.

Qualifications: Applicants should hold the
G.C.E. O'Level certificate in at least three (3) sub-
jects and/or other qualifications relevant to the
Building Industry. The Higher National Certi-
ficate in Building will be an advantage.

Experience: Applicants should have at least
five (5) years experience in Building and Allied
Planning work in Public Works or other con-
structural organisation.
