ALIENS (LAND-HOLDING REGULATION)
(AMENDMENT) ACT 1968 (NO. 29 OF 1968)

intention of the Government in regard to
rights held by persons and companies before the
passing of the Aliens (Land-Holding Regulation)
(Amendment) Act 1968 the Attonney General
has made the following statement:

"Government has been advised that although
the amending Act does not expressly save the
.-nd-holding rights of persons or companies
who were, before the amendment took effect,
not aliens but have become aliens under the
amending Act, the amendment has been con-
strued so as not to disturb vested rights.
"Where enforceable contracts are shown to
exist for the purchase of land prior to the
effective date of the amendment, such contracts
are regarded as having effectively transferred
equitable estate or interests and strictly the
later conveyance of the legal estate only is
subject to licence. In practice however, Govern-
ment will exempt the subsequent conveyance
from the duty on the licence where, prior to ihe
passing of the amendment a binding contract
