Owners of such vehicles nre ndvised to pay
inspection fees from now onwards at their respec-
tive district Revenue Offices and then arprochi
the Inspector of Motor Vehicles at the Traffic
Branch, New Fire Station, i advance \\ith a view
to effecting any alterations that may he necessary
to comply with the provisions of the Motor Vehi-
cles and Road Tra' c Ordinance, 1938, and of the
Regulations made thereunder.
Vehicles must Ie presented in a thoroughly clean
condition, an-i must have been recently overhauled.
The body and wings, axle, chLsis, frame, steering


arms, springs, trackrods, bake connections,
shackles, bolts, nuts, split pins, engine, engine shield
and case, clutch, gearbox. magneto, or coil, air filter,
carburettor and working parts must be cleaned in
order to admit of proper examination. Dust
covers, if used must be removed before presenta-
tion in order to admit of an examination being
made in full. All split pins, etc., must be clearly
exposed, also chassis a .d engine numbers. Driver's
seats must be securely fastened so th it the driver
can have proper control over the vehicle. ,-pot
lights, musical horns and whistles are strictly
prohibited. Each Vehicle must have its tare and
maximum gross weight painted in white figures
ti(.t ies than 21 inches in height upon a black
ground in a conspicuous place on the right or
offside of the vehicle.
The Registered Identification maiks on all
vehicles must conform to provisions of Regulations
7, 8 iad 9 and the Second Schedule to the Regula-
tions, S R. & O. No. 151 and be in such a condition
as to render each letter or figure readilv d stinguish-I
able. The attenti ,n of owners of Motor Omnibuses -
and Goods Vchich s is specially directed to Regula-
tion 23 (11) (a) regarding the position of front
lamps. Spot lights will not, he allowed except with
the written approval of the Licensing Authority.
The attention of tie owners of Hiring Cars and
Motor Omnibuses is directed to Regulation 50 (2)
of the :Motor Vehicles and Road Traftic Regulations,
S.R. & O. No. 151 of the Revised Laws of Grenada
which require that printed copies of the Tariffs of
Slaximun. Fares be displayedd in such vehicles.
Th'sOc are now available and mny be purchased at
the Treasury, St George's, and at any District
Revenue Office at 4 cents per copy.
Vehicles which hava been found by the Inspector
to have defects must not be used on the roads
until they have been issued with a Certificate,
cortifying that the vehicles may be duly licensed.

fully-cquipped Mobile Film Unit fitted with four-
wheel diive. Other equipment to include the
following:
(a) Two Ito mm. projectors complete with
microphone and three inch lenses.
%b) One 8ft x 6ft matt surface tubular screen
(for installation on the vehicle).
(c) Two re-entrant type loudspeakers.
(d) One Microphone with floor stand and impe-
dance matching unit.

(f) Floodlighting equipment (including cables and
connectors).

alove equipment.

PEARLS AIRPORT CAFETERIA

SEALED tenders are invited for lease of the
Pearls Airport Cafet ria w;id-h accommodates
a bar, lunch room and small kitchen. Ihe cafe-
teria is provided with a stove, two refrigerators,
and necessary furniture.
Tne lease will be for a period of 3 years and the
successful applicant will he required (among other
things:-
(a) to pay for the supply of fuel, electricity
and water and a rental at the rate of 15%
of the value of all furnishing provided.
(b) To lave the stall open and to he ready to
supply light refreshments and snacks to
passengers and visitors of the airport; one
hour before the arrival of e:ich pl-ne on a
schedule fl ght and up to one hour after
its departure; provided that if he so
desires the tenant may remain open at
any time between the hours of 9 a.m. and
7 p.m. but not later.
A draft copy of the Agreement which the
successful applicant will be expected to sign may
be seen at the Ministry of Communications and
Works.
Tenders should be sealed and marked Tender
for Cafeteria and should be addressed to the
Permanent Secretary, Ministry of Communications
and Works.
All tenders should be received at the 1Ministry of
Communications and Works by 12 noon on 7th
December, 1963.

the Corpcr.,t on, (-, nville Street, St. George's on
Thursday, 28th Ncvember, 1963, between the hours
of 9.00 a.m. and 12.(0 neon for the purpose cf
receiving ncmir,ations for the return of eight (9),
persons to serve as Councillors, two for each of the
Wards, for the period commencing 6th Dtccmber,
1963.
2. A person shall not be qualified to be elected
or to be a Councillor unless-
(a) He is entitled to be, and is in fact enrolled
as a burgess; and
(b) He isn Britihi subject by birth or naturali-
zation; and
(c) He is possessed as absolute owner or as a
tcn:int, for life or of some other estate of
freehold of, or in real property assessed to
the house rate at an annual rateablle value
of not less than two hundred dollars, or is
the actual tenant of a house assessed to the
house rate at an annual rateable valley of
rot, less than two hundred and forty dollars
and as such tenant has bona fide paid within
the preceding twelve months at least one
year's rent in respect of such house; or
alternatively.
(d) He is in receipt of an income of not less than
o0,e thousand dolhrs "ter annum.
3. Every candidate for election shall be ncmina-
te.l in writing by a duly qualified burgess, seconded
by another.
4. In the event of a contest, polls will be opened
at four stations- to he announced later-.one for
each Ward On Thursday, 5th December, 1963,
between the hour- rf 8.00 a.m. and 4.00 p.m.
during whic!l time ballot papers will be issued, to
every registered burgess applying for same.

Pioneer Industries (Aid to) Ordinance (Cap. 219).

1. Short title. This Order may be cited as the
PIONEER INDUSTRIES (AID '10) (MANUFACTURE OF I)AIRY
PRODUCTS) ORDER, 1963.

2. Declaration of Pioneer Industry. The manufacture of sterilized milk, recombined milk.
condensed milk, evaporated milk, chocolate milk, light and heavy creams, butter yaourt and cheese is
hereby declared to be a pioneer industry for the purposes of the Pioneer Industries (Aid to) Ordinance
(Cap. 219), and such manufactured products are hereby declared to be pioneer products for the said
purposes.

REPORT OF THE PRINCIPAL AUDITOR, WINDWARD ISLANDS ON THE AUDIT.OF THE
ACCOUNTS OF THE GOVERNMENT SAVINGS BANK, GRENADA FOR THE YEAR
ENDED 31ST DECEMBER, 1962


The accounts of the Government Savings Bank Grenada for the year ended
31st December, 1962 have been examined in accordance with Section 12 of the
Savings Bank Ordinance (Cap. 273 of the Revised Laws of Grenada).

Balance Sheet 2. Cash with the Accountant General $223,069.21. The cash with the
Accountant General expressed as a precentage of the Bank's Liability to
Depositors at 31st December, 1962 was in the region of 16.6 %. This proportion
appears high in view of the fact that the total withdrawals for the year amounted
to only a little over twice the sum on hand with the Accountant General at the
year end. It would seem that there is a disproportionately large portion of the
Bank's assets retained in the form of cash and that the provisions of Section 11 of
the Savings Bank Ordinance are not being observed.

3. The failure to invest surplus funds of the bank has resulted in a net deficit
arising from the operations of the bank in 1962 since the interest received from
the existing investments is insufficient to meet the payment of interest to depositors
plus administrative expenses.

4. Liability to DeFcsitors $1,345,219.37. The figure appearing in the
Balance Sheet is a net figure after deducting debit balances on depositors' accounts
totalling $192.67. Although some $148.33 of this amount has subsequently been
recovered from depositors during 1963 an amount of $44.34 remains outstanding
largely from 1961 and earlier years.

5. The balances on the individual depositors' accounts as recorded in the
subsidiary ledgers do not agree with the liability Depositors appearing in the
Balance Sheet, the latter exceeding the former by $3.71. No explanation has
been given for this error (which dates from 1960) and in consequence the Balance
Sheet may not be entirely accurate.

6. The Depositors' Ledger containing balances amounting to $3,451.70 could
not be prcduced for aidit ir pecticn r.d ccr.scqucently the accuracy of these
balances have not been verified.

7. Reconciliation with the Treasury. The asset "Cash with the Accountant
General $221,987.63" appearing in the Balance Sheet is $1.22 more than the figure
appearing in the Treasury records. No explanation for this difference has been
given although the matter was first queried in connection with the 1961 Savings
Bank Accounts.
Revenue and 8. Salaries and Rent $11,717.00. The administrative costs of the Govern-
Expenditure ment Savings Bank were raised with the consent of the Administrator to the
Account present level with effect from 1st January, 1962. The increased charge
represents a truer indication of the administrative expenses of the Savings Bank
than the former charge of $5,242.00.

9. Interest Capitalised $30,874.66. This amount includes $79.78 in respect
of interest properly chargeable in 1956 but omitted from the account at that
time.

10. Balance carried to Reserve Account $866.66 (Cr.). In accordance with
Section 13 of the Savings Bank Ordinance (Cap. 273 of the Revised Laws of
Grenada) the deficit between earnings and expenditure should be met from
Colony Revenue. No such contribution has been received from Colony Revenue
at the date of this report.

GENERAL
11. Section 12 of the Savings Bank Ordinance provides that the audited
accounts of the Savings Bank shall be laid before the Legislative Council not later
than 31st May in the year following that to which the accounts relate. The
revised Savings Bank accounts were not submitted for audit until October,
1963 contrary to the requirements of this section.

12. The accounts in respect of the year ended 31st December, 1961 were laid
before the Legislative Council on 14th April, 1963 and were published in the
official Gazette of 27th April, 1963.
