mHE Freedom from Hunger Campaign" this
year is being supported by a World Wide
Special Issue of Stamps in which this territory
will participate by selling an 8 cents denomination
for three months commencing on the 4th June,
and continuing until the 3rd September, 1963.
First Day Covers may be stamped at the Main
District Post Offices and the General Post Office,
whilst at the Postal Stations stamps will also
be sold.

VACANT POST OF MEDICAL OFFICER OF HEALTH,
GRENADA


APPLICATIONS are invited from suitably
qualified candidates for appointment to the
vacant post of Medical Officpr of Health in the
Medical IServices, Grenads.
Duties of Post : Special charge of all clinics
conducted or emanating from Health Centres in
relation to a programme of Preventive Medicine
stipulated by the Medical Department, including
Veneral Diseases, School Health Work and Port
Health Work.
Appointment : Pensionable or on contract for

As a result of the enactment of Exchange Control legislation in British Guiana, movements of
currency notes hy travellers from that Territory to other Territories participating in the Currency
Agreement appear to have become abnormal since 1962 and the circulation in some Territories, on the
basis of issues less withdrawals, adjusted to take account of Bank transfers, has in consequence become
unrealistic and in fact misleading.

The revised cost of bvine figure for all items for the month of March, 1963 is 121.2 a rise
of 21.2 points above the base figure for June, 1957, taken as 100.
The following table shows the cost of living index figure at the end of each month up to June,
1957 as compared with the base year August, 1939 taken as 100; as well as the figures in the series
with the base figure at June, 1957, taken as 100 :-

Clothing : During the period under review there were no changes in the retail prices of the items
in this gronp. The group index figure therefore remained unchanged at 126.2.
Fuel and Cleaning : There were no changes in the retail prices of the itams in this group. Like
February, 1963 the group index figure of 122.2 remained unchanged.
Drink and Tobacco: The average level of prices of the items under this group showed no
change during the period. The group index figure therefcrj remained at 112.6.
Miscellaneous Goods: There were no changes in the retail prices of the items under this

Report of the Principal Auditor, Windward Islands on the Audit of the Accounts of
the Government Savings Bank, Grenada for the year ended 31st December, 1961


The accounts of the Government Savings Bank, Grenada for the year ended
31st December, 1961 have been examined in accordance with Section 12 of the
Savings Bank Ordinance (No. 40 of 1935).

2. Cash with the Accountant General-$239,532.87. The proportion of
cash with the Accountant General expressed as a percentage of the Bank's Liability
to Depositors at 31st December 1961 was in the region of 17-5%. This proportion
appears to be high in view of the fact that total withdrawals for the whole year
amounted to only approximately two and a half times the sum on hand with the
Accountant Generil at the year end. It would seem that ome degree of under
investment is indicated and that the requirements of Section 11 of the Savings Bank
Ordinance are not b3ing fully carried out.

3. Liability to Depositors-$1,361,342.36. The figure appearing in the
Balance Sheet is a net figure after deducting debit balances on depositors' accounts
totalling $56.38. No satisfactory explanation for the existence of these debit
balances has been given and steps are needed to recover the amounts in question and
to prevent a reocurr3nce of such errors.

4. Interest Capitalised and Credited to Depositors' Accounts $31,173.20.
This is a net amount after taking into consideration the adjustment of interest
over-debited in previous years amounting to $249.98, uhe correct interest charged in
respect of 1961 being $31,423.18.

GENERAL

5. A number of adjustments in the Savings Bank Accounts have been made
without any journal transfers being prepared to explain the 'reasons for the
adjustments and without any acknowledgment of te officer in charge that the
adjustment is in order. It has been established that all the adjustments made dur-
ing 1961 are in order, but it is considered that in future a system of journal
adjustment vouchers be employed so that the purpose of the adjustment may be seen
and also that it is properly authorised by a responsible officer.

6, Withdrawals from deposit accounts on behalf of the Police Rewards and Fine
Fund and the Trustees of the St. Patrick's Waterworks Reserve Fund have been
made by Journal Adjustment in the Colony Accounts without withdrawal slips being
completed by the trustees of these Funds. This practice is contrary to Savings
Bank Rule No. 6 (Rules and Regulations No. 33 of 1936).
