The Interim Commissioner (Legal
Proceedings) Regulations 1962.

THE Interim Commissio"er for the West Indies
in exercise of the powt rs conferred oi him by
article 9 of the West Indies (Dissoluti in and Interim
I ommissioner) Order in Council, 1962, and of all
other pcwers him thereunto enabling, with the
approval of the Secretary of State hereby makes
the following regulations:-
1. Short title. These Regulations may be cited
as the Interim Commissioner (Legal Proceedings)
Regulations, 1962.
2. Interpretation. In these Regulations, un-
less the context otherwise requires :-
Sthe appointed day' means ihe day appointed
by the Commissioner under article 3 of the
Order in Council as the day on which the
Federation shall be dissolved;
the Cornmissioner' means the person holding
the office of Commissioner established by
article 4 of the Order in Council and in-
cludes any person pe forming the functions
of that office under article 5 of the Order in
Council ;
'the Federation' means the Federation of the
West Indies, established by the West
Indies (Federation) Older in Council, 1957;
the Order in Council,' means the West
Indies dissolutionon) and Interim Commis-
sioner) Order in Council, 1962.
3. Commissioner to b2 in position of Crown
in right of Federation. Subject to the next
following regulation, for the purposes of legal pro.
ceedings by or against the Commissioner, the
Commissioner shall be ia all respects (as regards
both substantive law and procedure) in the same
position as the Crown in right of the Government
of the Federation immediately before the appointed
day in relation to proceedings by or against the

Crown and, accordingly, the Commissioner shall
in relation to proceedings by or against the Com-
missioner enjoy all the rights, privilege s and
immunities enjoyed by the Cror n in right of the
Governmei.t of the Federation immediately before
the appointed day in relation to proceedings by or
against the Crown.
4. Legal Adviser to bz in a position of
Federal Attorney General. For the purposes of
legal proceedings by or against the Commissioner,
the Legal Adviser to the Commissioner shall be in
all respects in the same position as the Attorney
General of the Federation in relation to proceedings
by or against the Crown in right of the Govern-
ment of the Federation immediately before the
appointed day and, accordingly, all acts which
might have been done by cr in relation to the
Attorney General of the Federation immediately
before the appointed day with respect to proceed-
ings by or against the Crown in right of the
Government of the Federation may be done by or
in relation to the Legal Adviser to the 'ommis-
sioner with respect to proceedings by or against
the Commissioner.

N OTICE is hereby given that the assessment
lists as finally determined may be seen at the
Office of the St. George's Corporation and the
Districf'Revenue Offices, between the 1st day of
May and the 31st day of July, and that attendance
will be given during that period for the purpose of
receiving the rates and the rents fixed by the St.
George's Corporation and the several District
Boards.

NOTICE

THE public is hereby notified that information
concerning nomination of Overseas candidates
for Cadetships at the Royal Air Force College,
Cranwell, and at the Royal Air Force Technical
College, Henlow, is available for persual at the
Administrator's Office.
2. Among o t h er requirements, candidates
must :
(a) be within the age limits of 171 and 191
years on entry into cadet training;
(b) (i) be members of families established and
resident in the Colony concerned (such
cadetships are not intended f3r the
sons of parents whose connection with
the Colony is only temporary or
official);
(ii) he British subjects or British Protected
persons, and unmarried;
(iii) have attained the required educational
stan0ar.i and possess a sound knowledge
of the English language such as will
ensure that they have no difficulty in
understanding normal collo q uial
English, and is using the language as a
conversational medium;
(iv) comply with the medical standards
prescribed for admission to the R. A. F.

EDUCATION NOTICE


T HE G.E.C. Examination will be held in January
1963, and thereafter in January of each. year
instead of in June.
The initial entry fee to the University is one
pound ($4.80). In addition to this entry fee, the
entrance fee for each subject at Ordinary Level is
ten shillihgs ($2.40) and for a subject at Advanced
I.evel, twenty-five shillings ($6.00) local fee of
$4.80 is charged for each entry.
Entries fcr the January 1963 Examinatian will
close on 31st August, and no entry will be accepted
after that date.

Cocoa Industry Improvement Scheme


Distribution of Rooted Cuttings of Selected Strains
of Grenada Cocoa for Planting in 1963

P ERSONS desirous of obtaining Planting materiall
S from the Cocoa Stations for planting in 1963,
should apply on the forms provided for that
purpose, entitled: Application Form for Plants
Propagated for Distribution by the Department of
Agriculture."
21 Application forms should be forwarded in
Duplicate to the Cocoa Agronomis Mt. Horne
Cocoa Station, St. Andrew's, to reach him nct
later than 31st August, 1962.
(:) Applications received after the 31st August
1962, will neither be acknowledged nor c) isider3 d
(4) Application forms are available at the
Department of Agriculture, all Agricultural an
Cocoa Stations, and District Revenue Offices.
Application forms can also be obtained from all
members of the extension staff of the Department
of Agriculture.
(5) Rotted Cocoa Cultings are delivered at a.
cost of 5c. per plant to the applicant at a point, as
near as possible to the site at which they are to be
planted, and accessible at the time to the motor
vehicle conveying the plants.
(6) The conditions under which Planting Mate-
rial will be issued are as follows:--
(i) The area selected by an applicant will be
inspected by an authorized officer, as soon
as possible after the receipt of the npplica.
tion, for the purpose of determining the
suitability of the site in regar-s to altitude,
soil type, wind protection and othlr ecologi-
cal and environmental conditions. The
applicant will then be notified whether or
not the area is approved for planting.
(ii) If for stated reasons the area is declared to
be unsuitable for planting cocoa clones, no
allocation of plants will be made to the
applicant.
(iii) If the area is declared suitable, an author-
ised officer will inform the applicant what
minimum action is required of him by the
Department of Agriculture, in regaid to
provision of ground shade, windbreaks, soil
conservation measures, soil preparation etc.
The Agricultural Department will render all
assistance, guidance and advice in this
connection.
(iv) The minimum area for which plants will be
issued will be that which will contain fifty
(50) rooted cuttings planted at a spacing of
12ft. x 12ft. in a block.
The area to be planted will be re-inspected
by an authorised officer immediately before
the proposed date of delivery of the plants,
for the purpose of ascertaining whether all
conditions have been satisfactorily fulfilled,
and whether the area is in a suitable state
of preparation for planting.


(v) Authorised officers of the Department of
Agiculture will make periodic inspections
of the replanted areas, as often as may be
consider i necessary, for the purpose of
observing field conditions, the development
of the young plants and advising the grower
on the care and management of the young
plants.
(vi) Applicants are advised to take advantage of
the experience already gained in replanting
methods at the Cocoa Staitions and other
plots, where replanting with rooted cocoa
cuttings have already been undertaken.
Applicants are accordingly invited to visit
the Cocoa Stations and to make the fullest
possible use of all information that is
available.

POLICE NOTICE

TIE attention of the Public is drawn to Pection
10 (1) (a, and (b) of the Motor Vehicles and
Road Traffic Ordinance No. 2 of 1938 which if not
complied with, will make the registered owner of
a motor vehicle liable to prosecution for failing to
obtain the relevant motor vehicle licence and or
th rd party insurance risks.
The section read as follows:-
10. (1) On the change of possession of a motor
vehicle otherwise than by death:-
(a) The motor vehicle shall not be used for
more than seven days after such change of
possession unless the new owner is regis-
tered as the owner thereof.
(b) The registered owner and the new owner
shall within 7 days after such change
of possession make application in writing
si-ned by both of them to the Licensing
Authority giving the name and address of
the new owner and the date of change of
possession and such application shall be
accompanied by the Certificate .f Registra-
t.on and the prescribed fee. The Licensing
Officer shall thereupon by endorsement of
the Certificate of Registra:ion and entry
in the Register substitute the name of the
new owner for that of the registered owner
and sh-ll dare and initial the substitution
and from such date the new owner shall for
all purp',ses he deemed to be the registered
owner of the motor vehicle described in Ihe
relevant entry in the Register and in such
Certificate of Registration:
Provided that where the ownership in
any motor vehicle is transferred under any
legal or judicial proce s the application
aforesaid may be made by the new owner
alone subject to the other provisions of this
section being complied witl
