Immigrants Act, 1962


Notice to Persons wishing to enter the
United Kingdom on or after 1st July, 1962

Part I.-General.
1. Copies of a leaflet giving general advice about
the control under the Commonwealth Immigrants
Act can be obtained from the Labour Department,
St. George's, and the District Revenue Offices.
2. This leaflet explains that a Commonwealth
citizen to whom the Act applies will have to obtain
an employment voucher if he wishes to enter the
United Kingdom for employment on or after 1st
July, 1962, and that any sich citizen who wishes to
enter the United Kingdom for any other purpose
may, if he Wishes, apply for an entry certificate.
Copies of the application form for an employment
voucher and of the application form for an entry
certificate can be obtained from the Labour


Commissioner, St. George's, and the District
Revenue Officers.
3. If after reading the leaflet you should want
any general advice, you should apply to the Labour
Department.
Part II-Applications for Employment Vouchers
1. If you are a Commonwealth citizen to whom
the Act applies and intend to seek employment in
Great Britain, you must complete Part I (the front
part) of the application form headed "Application
for Voucher for Employment in Great Britain"
(E.D. 412). If you already have a job waiting for
you in Great Britain, you should not complete an
application form, but you should ask your future
employer to apply for a voucher for you.
2. If you want help in completing the form you
should apply to the Labour Department.
3. If you have qualifications or skill of the kind
stated at the end of this part of the notice and wish
for a priority voucher, you should also complete
Part II on the back of the application form. You
must then take/send the form to the Labour
Department, St. George's, so that your claim to
qualifications or skill can be verified. If you have
documentary evidence of your qualifications or
skill, you should take/send that evidence with the
form.
4. Commonwealth citizens who have served in
the Armed Forces of the Crown in war, or in the
British Navy, Army or Air Force since 1945 may
also apply for priority in the issue of a voucher.
If you wish to apply, you should take/send your
service papers with the application form to the
address shown in the proceeding paragraph.
5. If you are not applying for a priority voucher
on the ground of qualifications or skill or service
in the Forces, you should take/send the application
form to the Labour Department, St. George's.
6. If your application for a voucher is granted,
the Ministry of Labour in London will send the
voucher to the Labour Commissioner who will
ask you to call and collect it.

7. A voucher remains valid for six months after
it has been issued. The date on which it expires
is shown on the voucher. If you expect to be
unable to reach Great Biritain before it expires,
you may apply for an extension by sending the
voucher with a full explanation of the circum-
stances to the Labour Commissioner.
Except in special circumstances, vouchers will
not be extended for more than three months.
8. If on receiving your application the Ministry
of Labour in London expects to be unable to send
you a voucher within four weeks, a letter will be
sent without delay which will explain what your
position is.

Persons who may apply for a priority voucher on
the ground of their qualifications or skill.
(a) Persons with university degrees or pro-
fessional qualifications, including
qualifications in teaching and nursing.
(b) Draughtsmen and higher technicians.
(c) Skilled craftsmen especially in engineering
and building occupations.
(d) Experienced shorthand typists.

Notes
1. The above list includes most of the occupa-
tions for which a priority voucher may be given on
grounds of training or skill, but it is not exhaustive.
Applications from intending immigrants made on
the strength of other qualifications will be con-
sidered on their merits.
2. The issue of an employment voucher to a
person with a professional qualification is no
guarantee that his qualification will be accepted in
Great Britain. Where there is any doubt in the
matter, he should consult the appropriate authority
in Great Britain.

Part II-Application for Entry Certificate

1. If after reading the leaflet referred to in the
first part of this notice you decide that you wish to
apply for an entry certificate, you should complete
the application form headed "Application for
United Kingdom Entry Certificate" (I.M.2).
2. When you have completed the form you
should take/send it, together with your passport if
you have one, to the Labour Commissioner.
3. If you are coming as a student and have
already enrolled for a course of study in the
United Kingdom, you should attach to the appli-
cation form evidence of enrollment (e.g. a letter of
acceptance from the educational establishment or a
letter from your Government informing you of
acceptance).
4. If you wish to come as a student and have not
enrolled for a course of study in the United
Kingdom, you are advised before taking/sending
the application form to the address given in para-
graph 2 above, to apply to the Education Officer
for a statement of your ability to benefit from the
study in the United Kingdom you are proposing to
undertake.
5. An entry certificate remains valid for one
year from the date of issue.

Road Traffic Regulations, 1938

OWNERS of public service vehicles (including
motor omnibuses and hiring cars) goods
vehicles and trailers, are hereby notified that the
half-yearly inspection of these vehicles will com-
mence as follows:-

Owners of such vehicles are advised to pay in-
spection fees from now onwards at their respective
District Revenue Offices and then approach the
Inspector of Motor Vehicles at the Traffic Branch,
New Fire Station, in advance with a view to
effecting any alterations that may be necessary to
comply with the provisions of the Motor Vehicles
and Road Traffic Ordinance, 1938, and of the
Regulations made thereunder.
Vehicles must be presented in a thoroughly clean
condition, and must have been recently overhauled.
The body and wings, axle, chassis, frame, steering
arms, springs, brakercds, brake connection, shackles,
bolts, nuts, split pins engine, engine shield, and case,
clutch, gearbox, magneto or coil, air filter, car-

berettor and all working parts must be cleaned
in order to admit of prop r examination. Dust
covers, if used, must be removed before presentation
in order to admit of an examination being made in
full. All split pins, etc., must be clearly exposed,
also chassis and engine numbers. Drivers' seats
must be securely fastened so that the driver can
'have proper control over the vehicle. Spot lights,
musical norns and whistles are strictly prohibited.
Each vehicle must have its tare ani maximum
gr',ss weight painted in white figures not less than
'2 inches in height upon a black ground in a con-
spicious place on the right or offside of the vehicle.
The registered identification marks on all vehicles
must conform to provisions of Hegulations 7, 8 and
9 and the Second Schedule to the Regulations, No.
35 of 1958, and be in such a condition as to render
each letter or figure readily distingui-hable. The
attention of owners of motor omnibuses and goods
vehicles is specially directed to Regulation 23 11)
(a) regarding the position of front lamps. Spot
lights will not be allowed except with the written
approval of the Licensing Authority.
The attention of the owners of hiring cars and
motor omnibuses is directed to to the motor Vehicles
and Road Tralfic (Amendment) Regulations, No. 6
of 1944, as amended by the Motor Vehicles and
Road Traffic (Amendment No. c) Regulations, No.
70 of 1946, which require that printed copies of the
tariffs of maximum fares be displayed in such
vehicles. These are now available and may be
purchased at the Treasury, St George's, and at
any District Revenue Office, at 4 cents per copy.
Vehicles which have been found by the Inspector
to have defects must not be used on the roads until
they have been issued with a certificate, certifying
that the vehicles may be duly licensed.
