Commission Appointing Mr. E. L. St. Bernard As A
Puisne Judge Of The Windward Islands And
Leeward Islands

WHEREAS by subsection (2) of section 4 of the
Windward Islands ani Leeward Islinds
(Courts) Order in Council, 1959, it is provided that
Puisne Judges of the Supreme Court constituted
thereby shall be appointed by the Governor-General,
acting on the recommendation of the Judicial and
Legal Service Commission:
NOW THEREFORE KNOW that by virtue of
and under the authority duly vested in the Governor-
General of the Federation, I, HARVEY LLOYD DA
COSTA, Acting Governor-General of the Federation
of the West Indies, acting on the recommendation
of the Judicial and Legal Service Commission,
hereby appoint you the said ELVIN ST. BERNARD
to be a Puisne Judge with effect from the 16,h day
of February, 1962, with all the powers, functions,
jurisdiction and authority appertaining to the
said office of Puisne Judge.
AND ALL Her Majesty's loving subjects in the
Windward Islands and Leeward Islands, and all

Regulation 22 of the Motor Vehicles and
Road Traffic Regulations, 1938

OWNERS of public service vehicles (including
motor omnibuses and hiring cars) goods
vehicles and trailers, are hereby notified that the
half-yearly inspection of these vehicles will com-
mence as follows :-

Owners of such vehicles are advised to pay in-
spection fees from now onwards at their respective
District Revenue Offices and then approach the
Inspector cf Motor Vehicles t the Traffic Branch,
New Fire Station, in advance with a view to
effecting any alterations that may be necessary to
comply with the provisions of the Motor Vehicles
and Road Traffic Ordinance, 1938, and of "'the
Regulations made thereunder.
Vehicles must be presented in a thoroughly clean
condition, and must have been recently overhauled.

clutch, gearbox, magneto or coil, air filter, car-

berettor and all working parts must be cleaned
in order to admit of prop r examination. Dust
covers, if used, must be removed before presentation
in order to admit of an examination being made in
full. All split pine, etc., must be clearly exposed,
also chassis and engin numbers. Drivers' seats
must be securely fastened so that the driver can
have proper control over the vehicle. Spot lights,
musical horns and whistles are strictly prohibited.
Each vehicle must have its tare ani maximum
gross weight painted in white figures not less than
2i inches in height upon a black ground in a con-
spicious place on the right or offside of the vehicle.
The registered identification marks on all vehicles
must conform to provisions of Regulations 7, 8 and
9 and the Second Schedule to the Regulations, No.
:35 of 1958, and be in such a condition as to render
each letter or figure readily distinguishable. The
attention of owners of motor omnibuses and goods
vehicles is specially directed to Regulation 23 (1)
(a) regarding the position of front lamps. Spot
lights will not be allowed except with the written
approval of the Licensing Authority.
The attention of the owners of hiring cars and
motor omnibuses is directed to to the motor Vehicles
and Road Traffic (Amendment) Regulations, No. 6
of 1944, as.amended by the Motor Vehicles and
Road Traffic (Amendment No. 0) Regulations, No.
70 of 1946, which require that printed copies of the
tariffs of maximum fares be displayed in such
vehicles. These are now available and may be'
purchased at the Treasury, St George's, and at
any District Revenue Office, at 4 cents per copy.
Vehicles which have been found by the Inspector
to have defects must not be used on the roads until
they have been issued-with a certificate, certifying:
that the vehicles may be duly licensed.
