GREETING

WHEREAS it has been represented to me that certain irregularities have been committed in the
Ministry of Finance.
AND WHEREAS it is expedient to enquire into and report upon-
The control of public expenditure in the territory of Grenada during the financial year
commencing 1st January, 1961, and subsequently having regard to the financial provisions
in the Constitution of Grenada, the Grenada Finance and Audit Ordinance, 1961 (No. 2),
Colonial Regulations, Financial Rules in force in the territory and the specific financial
instructions governing the administration of grant-in-aid by the Federal Government and
any matter incidental thereto.
AND WHEREAS it is expedient that for the abovementioned purposes a Commission should
be issued under the provisions of the Commissions of Enquiry Odinance (Cap.46).
NOW KNOW YE THAT I JAMES MONTEITH LLOYD, Administrator as aforesaid, reposing full
confidence in your zeal, discretion and ability, do appoint you the said FRANK EUSTACE FIELD,
Louis NATHANIEL BLACHE-FRASER and E. HOWARD HOLLIS to be the Commissioners under the said
Ordinance to make diligent enquiries into and report upon all facts relating to the matters set out
above.
AND I DIRECT THAT you the said FRANK EUSTACE FIELD shall be Chairman of the Com-
mission. -.. -- ,
AND I FURTHER DIRECT that the said Enquiry shall be made on such days and at such
places as you the Commissioners shall deem proper and necessary and that you shall make such
report and recommendations in the premises as may to you seem fit, with all convenient speed.

AND I FURTHER DIRECT that the first meeting of the Commission be held in public and the
other meetings in public or in private as you the Commissioners in your discretion shall think fit.

AND I DO HEREBY APPOINT EGNOL EDWIN HUNTE to be the Secretary of the Commission
to attend the meetings and generally to perform such duties as Secretary as are prescribed by law.

AND I CHARGE AND COMMAND all officers, and all other Her Majesty's loyal subjects in
the Colony that in their several places and according to their several powers and abilities they be aid-
ing and assisting you in the execution of this your Commission.

GIVEN under my hand and the Public Seal of the Colony at Government
House in the said Colony, this twenty-second day of January, One thousand
nine hundred and sixty-two in the Tenth Year of the reign of Her Majesty
QUEEN ELIZABETH THE SECOND.

NOTICE

IS Honour the Administrator has appointed a Commission of Enquiry under the Commissions of
Enquiry Ordinance Cap. 46, with the following terms of reference:-
"To enquire into the control of public expenditure in the territory of Grenada during the
financial year commencing 1st January, 1961, and subsequently having regard to the iflna-nciat
provisions in the Constitution of Grenada, the Grenada Finance and Audit Ordinarce, 196t
(No. 2), Colonial Regulations, Financial Rules in force in that territory and the specific financial
instructions governing the administration of grant-in-aid by the Federal Government-and any-
matters incidental thereto: to report and to make recommendations which they may consider,
appropriate."

The Commission comprises the following persons:
The Honourable Mr. Justice F. E. FIELD
Mr. Louis BLACHE-FRASER, C.M.G.
Mr. E. H. HOLLIS.

2. Persons who are desirous of giving evidence before the Commission are invited to' submit
statements in writing in respect of the above terms of reference to the undersigned at the
Administrator's Office, Government House.
