RELEASE

BY virtue of the power and authority vested in
him by Section 9 of the Grenada (Constitution)
Order in Council, 1959, and by Clause 8 of the
Grenada Royal Instructions, His Honour the
Administrator has by instrument under the Public
Seal of the Colony ordered that the sentence of
death passed on JOSEPH FREDEzRICK by the
Supreme Court of the Windward Islands and Lee-
ward Islands on the 10th November, 1961, for the
crime of murder, be commuted to one of imprison-
ment with hard labour for life.

Inspection of Motor Vehicles for the half-year
ending 30th June, 1962

Regulation 22 of the Motor Vehioles
and Road Traffic Regulations, 1938

SWNERS of public service vehicles (including
motor omnibuses and hiring cars) goods
vehicles and trailers, are hereby notified that the
half-yearly inspection of these vehicles will com-
mence as follows:-

Owners of such vehicles are advised to pay
inspection fees from now onwards at their respec-
tive District Revenue Offices and then approach
the Inspector of Motor Vehicles at the Traffic
Branch, New Fire Station, in advance with a view
to effecting any alternations that may be necessary
to comply with the provisions of the Motor Vehicles
and Road Traffic Ordinance, 1938, and of the
Regulations made thereunder.
Vehicles must be presented in a thoroughly clean
condition, and must have been recently overhauled

The body and wings, axle, chassis, frame, steering
arms, springs, trackrods, brake connections, shackles,
bolts, nuts, split pins, engine, engine shield and
case, cluch, gearbox, magneto or coil, :3,ir filter,
carburettor and all working parts must be cleaned
in order to admit of proper examination. Dust
covers, if used, must be removed before presentation
in order to admit of an examination being made in
full. All split pins etc., must be clearly exposed,
also chassis and engine numbers. Drivers' seats
must be securely fastened so that the driver
can have proper control ove; the vehicle. Spot
lights, musical horns hnd whistles ale strictly
prohibited. Each vehicle most have its tare and
maximum gross weight painted in white figures not
less than 22 inches in height upon a black ground
in a conspicuous place on the right or offside of
the vehicle.
The Registered Identification marks on all
vehicles must conform to provisions of Regulations
7, 8 and 9 and the Second Schedule to the Regula-
tions, No. 35 of 1958, and be in such a condition
as to render each letter or figure readily dis-
tinguishable. The attention of owners of motor
omnibuses and goods vehicles is specially d reacted
to Regulation 2Y (11) (a) regarding the position of
front lamps. Spot lights will not be allowed except
with the written approval of the Licensing
Authority.
The attention of the owners of hiring cars and
motor omnibuses is directed to the Motor Vehicles
and Road Traffic (Amendment) Regulations, No. 6
of 1944, as amended by the Motor Vehicles and
Road Traffic ( Amendment No. 2 ) Regulations,
No. 70 of 1946, which require that printing copies
of the tariffs of maximum fares be displayed in
such vehicles. These are now available and may
be purchased at the Treasury, St. George's, and at
any District Revenue Office, at 4 cents per copy.
Vehicles which have been found by the Inspector
to have defect must not be used on the roads until
they have been issued with a certificate, certifying
that the vehicles may be duly licensed.

OTICE is hereby given that all perishable goods
with special reference to Onions and Pota-
toes must be cleared from the Transit Sheds before
they are required to be deposited in the Queen's
Warehouse.
These goods go bad after fourteen days and tend
to contaminate other types of Cargo in the Queen's
Warehouse.
Failure to comply may result in my having to
dispose of such perishable goods by public Auction.
Attention is invited to Section 91 (1) of Ordin-
ance No. 35 of 1960.

Overseas Training In Nursing-Procedure For
Students Desiring



T has been observed that students wishing to
proceed overseas, particularly to Canada and
the United Kingdom, for the purpose of training in
Nursing, have in the past been applying direct to
the Hospitals concerned.
This practise, apart from the inconvenience to.
the students themselves, and to the Hospitals,
causes much unnecessary delay in perfecting of
arrangements for admittance.
In order to avoid any further inconvenience -and
possibly embarrassment, all persons desirous of
pursuing studies abroad in Nursing are advised
against applying direct to any Hospital in Canada
or in the United Kingdom. All applications must
be made through the Medical Department so that
the necessary interviews could be arranged with a
Selection Committee appointed for that purpose.

PRINCIPAL CHANGES DURING MONTH
Food : Thore were incena.se(s in the retail prices of fresh fish (hinds, turkey, jacks etc.) which
outweighed decreases in snouti and s ,lt heel' and resulted in an increase of 0.35 point above the figure
)ior september, 1961. The index figure now stands ab 113.2.
Fuel and Cleaning: There was no change in the re'lil prices of the items in this group
during the month. Lil;e Soptoemler, 1961 the group index figure remained unchanged at 119.5.
Clothing: There were increases in the retail prices of men's khaki shirts, plain cotton, seer-
sucker, silk dress nmterial and atlas thread which outweighed decreases in women's vests, zephyr
and white drill nind resulted in an increase of 0.43 point above the figure for Septe nber, 1961. The
group index figure fcr this period is therefore 129.5.
Drink and Tobacco: During the period und !r review, there were no changes in the retail prices
of the items in this gro:p. The index figure of 93.08 remained unchanged.
Miscellaneous Goods: There were no changes in thle retail prices of the items in this group
during the month. Like September, 1961 the group index figure remained unchanged at 125.7.

Report on the Legislative Council General Elections, 1961


Office and Staff

As from 30th May, 1959, the Electoral Office was transferred from the premises now occupied
by the Co-operative Department to its present locality at York House, next to the Attorney-General's
Chambers. When I took up my appointment as Supervisor of Elections on 30th November, 1959, the
change of site had therefore been complete.
My staff comprised Mr. Nicholas Gooding, an experienced Clerk and the Clerk-Typist, Miss
Catherine Stephens, who as far as possible combined this work with her normal duties of Clerk at the
Registry Department. Shortly before Nomination Day, Mrs. Phyllis Hood, 3rd Class Clerk attached
to the Legislative Council, rendered additional clerical assistance on the same basis as Miss Stephen.

Preliminary Steps

The Windwards and Leewards Constitutional Conference which was held in London and which
concluded on 25th June, 1959, had recommended inter alia :-
(a) That the number of elected members on the Legislative Council be increased by two
thus creating 10 instead of 8 seats on the Legislative Council;
(b) That the re-distribution of constituencies entailed be undertaken by a Bi-Partisan
Commission appointed by the Legislative Council;
(c) That the Bi-Partisan Commission should present its report to the Government by 31st
March, 1960 ; and
(d) That the recommendations of the Bi-Partisan Commission should be enacted into law
by 1st June, 1960.
The Bi-Partisan Commission was duly appointed and its report was laid before the Legislative
Council on 23rd March, 1960.
Paragraphs 7 and 8 of the Report provided :
"7. In as much as the Colony is divided into seven parishes for the purposes of internal
administration the Commission held the view that each parish is entitled to at least one
Representative on the Legislative Council and we decided that Saint John's and Saint
Mark's should be divided into two Electoral Districts-Parish of Saint John, Parish of
Saint Mark."
"8. The Commission held the view that one member could not truly represent the Parish
of Saint George ranging from Woodford in the North to Point Salines in the South and
decided that the Parish of Saint George should be divided into two Electoral Districts-
Parish of Saint George(North), Parish of Saint George (South)."
In the case of the old Electoral District of the Parish of Saint George, the Commission recommen-
ded that the Saint George's-Saint David's main road should be the boundary line dividing the new
Electoral District of Saint George (North) from the new Electoral District of Saint George (South).
On 28th May, 1960, an Ordinance entitled "The Legislative Council (Elections) (Amendment)
Ordinance", (No. 14 of 1960) was passed. It made provision for the preparation of lists of electors
on the basis of 10 Electoral Districts so as to comply with the recommendations of the Bi-Partisan
Commission. However, it was careful to provide that though the revised lists were to come into force
by Proclamation, such proclamation should not be published until after the dissolution of the then
Legislative Council. The latter restriction safeguarded the position under the Grenada (Constitution)
Order in Council which, while it provided for 10 elected members in the Legislative Council, yet it
declared in effect that the increased representation should only take place after the Legislative Council
had been dissolved.
The revision authorised by the 1960 Ordinance already referred to began on 22nd August, 1960,
and was completed by 14th October, 1960. The method of revision, which had been prescribed by the
Ordinance, followed as far as was necessary, the pattern of the annual revisions established since 1958
by the Legislative Council (Elections) (Amendment) Ordinance, 1957 (No. 1 of 1957). The Registra-
tion Officers, acting on their own knowledge and on enquiries, transferred names f electors, whenever
necessary, to the appropriate electoral district or to the appropriate polling division. Two of these
amended lists were then posted up in each polling division where alterations of the existing lists had
become necessary. Opportunity was at the same time given to persons affected by these changes to
object to them or to suggest corrections.
The main changes which resulted from the revision as regards the boundaries of electoral districts
and the boundaries and numbers of polling divisions are as follows :
(a) Parish of Saint Mark:
(i) The Electoral District of the Parish of Saint Mark is more extensive than the Parish
of Saint Mark. This Electoral District includes not only the Parish of Saint Mark but also an
adjoining portion of land in the Parish of Saint John.
(See Schedule to Ordinance No. 14 of 1960 and also the Legislative Council (Elections)
(Definition of Electoral Districts) Order, 1961).
(ii) Before giving a survey of the effect of the revision on polling divisions in this district,
it is necessary to point out for purposes of record, that at the revision held in March, 1958
(i.e. after the 1957 General Elections) polling divisions in what was then the Electoral District
of Saint John and Saint Mark had been re-numbered and in some cases slight alterations of
their boundaries had been made. It is not now of importance to record the changes that
were made in 1958 so long as it is remembered that the revision now under review began its
work after these alterations had been made.










The result of the revision on polling divisions as they existed before the revision may now be sum-
marised as follows :-
Old No. 9 of St. John and St. Mark (together with the portion of land in the Parish of St.
John mentioned at (i) above), became No. 1 of Saint Mark ;
Old No. 12 of Saint John and Saint Mark became No. 2 of Saint Mark ;
Old No. 11 of Saint John and Saint Mark became No. 3 of Saint Mark ;
Old No. 13 of Saint John and Saint Mark became No. 4 of Saint Mark;
Old No. 15 of Saint John and Saint Mark became No. 5 of Saint Mark;
Old No. 14 of Saint John and Saint Mark became No. 6 of Saint Mark.

(b) Parish of Saint John:
(i) The Electoral District of the Parish of Saint John is less extensive than the Parish of
Saint Mark. The Electoral District does not include the portion of land situated in the Parish
of Saint John but which has been added (as stated at (a) (i) above) to the Electoral District of
the Parish of Saint Mark : (See Schedule to Ordinance No. 14 of 1960; and also the Legisla-
tive Council (Elections) (Definition of Electoral Districts) Order, 1961).
(ii) With reference to polling divisions, adjustments were slighter than those made in the
Parish of Saint Mark. The result was as follows :-
Old No. 1 of Saint John and Saint Mark became No. 1 of Saint John;
Old No. 2 of Saint John and Saint Mark became No. 2 of Saint John
Old No. 3 of Saint John and Saint Mark became No. 3 of Saint John, (but this new
division differed from the old in that it included the portion of land in the Parish of
Saint John added to the Electoral District of the Parish of Saint Mark);
Old No. 4 of Saint John and Saint Mark became No. 4 of Saint John ;
Old No. 5 of Saint John and Saint Mark became No. 5 of Saint John ;
Old No. 6 of Saint John and Saint Mark became No. 6 of Saint John ;
Old No. 7 of Saint John and Saint Mark became No. 7 of Saint John ;
Old No. 8 of Saint John and Saint Mark became No. 8 of Saint John
Old No. 10 of Saint John and Saint Mark became No. 9 of Saint John.

(c) Parish of Saint George (North) :
(i) The boundaries of this Electoral District are defined by the Legislative Council
(Elections) (Definition of Electoral Districts) Order, 1961.
(ii) As regards Polling Divisions, the following adjustments were made :-
Part of Old No. 1 and old No. 2 of the Parish of Saint George became No. 1 of Saint George
(North) ;
Old No. 3 of the Parish became No. 2 of Saint George (North) ;
Old No. 4 of the Parish became No. 3 of Saint George (North) ;
Old No. 5 of the Parish became No. 4 of Saint George (North)
Old No. 8 of the Parish became No. 5 of Saint George (North)
Old No. 6 of the Parish became No. 6 of Saint George (North;
Old No. 7 of the Parish became No. 7 of Saint George (North) ;
Old No. 20 of the Parish became No. 8 of Saint George (North) ;
Old No. 19 of the Parish became No. 9 of Saint George (North)
Old No. 18 of the Parish became No. 10 of Saint George (North) ;
Old No. 17 of the Parish became No. 11 of Saint George (North).

(d) Parish of Saint George (South) :
(i) The boundaries of this Electoral District are defined by the Legislative Council
(Elections) (Definition of Electoral Districts) Order, 1961.
(ii) Adjustments of polling divisions were as follows :-
Part of old No. 1 of the parish of Saint George became No. I of Saint George (South) ;
Old No. IB of the Parish of Saint George became No. 2 of Saint George (South) ;
Old No. 9 of the Parish became No. 3 of Saint George (South) ;
Old No. 12 of the Parish became No. 4 of Saint George (South) ;
Old No. 21 of the Parish became No. 5 of Saint George (South) ;
Old No. 10 of the Parish became No. 6 of Saint George (South) ;
Old No. 16 of the Parish became No. 7 of Saint George (South) ;
Old No. 15 of the Parish became No. 8 of Saint George (South) ;
Old No. 11 of the Parish became No. 9 of Saint George (South);
Old No. 14 of the Parish became No. 10 of Saint George (South) ;
Old No. 13 of the Parish became No. 11 of Saint George (South).
An important feature of the revision was that the Registration Officers, acting on instructions,
ensured that all names on the old lists appeared on one or other of the revised lists and that no new
names were added to the latter.
The lists so revised were proclaimed on 24th February, 1961, while the old Legislative Council was
dissolved by Proclamation on 21st February, 1961.












Revision of Lists

On 28th January, 1961, the Legislative Council (Revision of Electoral Lists, 1961) Ordinance (No. 1
of 1961) came into force by Proclamation. It authorised the revision of all electoral lists then in force
together with a revision of the lists of electors prepared under the Legislative Council (Elections)
(Amendment) Ordinance, 1960, (already referred to), which had not yet been brought into force. This
Ordinance did not provide for an enumeration of voters. The revision, therefore, followed as far as
was necessary the rules laid down in the Second Schedule to the Legislative Council (Elections) Or-
dinance, 1951 (No. 10 of 1951). It began on 30th January, 1961, with the posting up of two prelimi-
nary lists of electors and two revision notices in every polling division, after the Registration Officers
had deleted names of registered voters who had died since the last revision in February, 1960. In ad-
dition, notices were distributed in every electoral district stating where in each district preliminary
lists had been posted up.
Saturday, 11lth February, 1961, was fixed as the last day for sending in claims for inclusion in the
lists and for making objections to names on the lists. So as to ensure that claims and objections were
made within the prescribed time, all post boxes throughout the territory were cleared on Sunday, 12th
February, 1961, at 7 a.m. This was a special arrangement and the public were notified of it by notices
in the press.
More public interest was taken in this revision than in any previous one of the kind. The number
of voters added to the lists as a result of applications made to the Registration Officers totalled 3,703.
They were distributed among the several electoral districts as follows :-

Lists of claimants for inclusion in the lists were kept posted from 14th to 20th February, 1961,
and objections to them were invited. No objection against the registration of any claimant was re-
ceived. As a result, the revision was complete by 21st February, 1961, and all that was then left to be
done was the certification of the finally revised lists by the various Registration Officers.

Preparation of Finally Revised Lists

Owing to the short period within which the lists were required, the work of printing was divided
into two stages. To start the first stage, the Registration Officers, acting on instructions, forwarded to
this office preliminary lists as soon as they were prepared. They were then sent to the Government
Printing Office for immediate printing. The second stage began when the Registration Officers
forwarded the finally revised lists containing new names and necessary corrections. The names of
new voters were then printed as addenda to the lists. Well before nomination Day the printed
lists had been ready and, I must pay tribute to the Foreman Printer of the Government Printing
Office and his staff for their efficient hard work.

Election Writs

His Honour the Administrator issued Writs of Election for the 10 Electoral Districts on 22nd
February, 1961. Notice was given in the Gazette and in a local press. Nomination Day was fixed
for Wednesday, 8th March, 1961, and Poll Day (i.e. Election Day) for Monday, 27th March, 1961.

Instructions to the Election Officers and the Public

Booklets of instructions were issued to the Returning Officers, Presiding Officers and Poll Clerks
immediately upon their appointment. In each Electoral District, the Supervisor of Elections gave at
least one lecture to these officers. Many of these meetings, though informal, were lively and interesting.
The Supervisor of Elections also gave talks over the Windward Islands Broadcasting Service from
time to time. At various places, he also lectured to the public on "How to Vote" and "The Secrecy of
the Ballot". In Carriacou he carried out an extensive programme of these lectures. In addition,
various printed posters were distributed from time to time drawing the attention of the public to the
situation of the various polling stations in the territory, to election offences and to the manner of
marking the ballot. Shortly after the electoral lists had been printed and after Nomination Day, one
copy of the appropriate list of electors was posted outside of each polling station. This step was in-
tended to make it easy for each voter to know well in advance of Poll Day, the place where he would
be required to vote on Poll Day. All indications showed that this facility was useful and served its
purpose.













Nomination

Nominations were received between 9 a.m. and 12 noon on Wednesday, 8th March, 1961, and a
deposit of $120 in cash was paid by each candidate. There were 3 candidates in each of 6 Electoral
Districts, 2 in each of 3 Electoral Districts and 5 in the Electoral District of the Parish of Saint Andrew
(South)-a total of 29. Of these, 8 were members of the last Legislative Council; 2 of the eight retained
their seats. Six candidates lost their deposits. Ten of the 29 candidates nominated were supported
by the Grenada United Labour Party, 9 by the Grenada National Party, 6 by the People's Progres-
sive Movement, and there were 4 Independents.

Symbols

Each candidate was invited in writing by the Returning Officer of his district, at the same time as
his nomination was found to be in order, to be present at York House on Monday, 13th March, 1961
for the choice of symbols. New symbols, five in number, were prescribed by Statutory Rules & Orders,
No. 14 of 1961. They were tree, bicycle, ship, house and star.
On the appointed day the candidates or their representatives attended as had been arranged.
Within twenty minutes, candidates had all made their choice. By agreement, the Grenada National
Party chose the "House", the People's Progressive Movement the "Tree", and the Grenada United
Labour Party the "Star". Two of the four Independents chose, the "Ship" and the other two chose
the "Bicycle".


Election Day Results

It was a fair day. Polling began at 7 a.m. and continued up to 5 p.m. On all accounts the be-
haviour of the public was irreproachable. The regular police force was strengthened by the Grenada
Volunteer Constabulary. One or other of these officers manned each polling station. Patrols
were well co-ordinated outside of the polling stations. The Chief of Police and his men must share
in the praise which has been deservedly given to the public.
For the reception of results, three telephones were available-one at the Electoral Office, one at
the District Court and one at the Registry. Mr. E. C. Wilkinson, Mrs. Esmai McNeilly and Mr.
Wilfred McNeilly manned the telephones at the Registry, the District Court and the Electoral Office
respectively. One runner was provided for the District Court and one for the Registry. It was the
duty of the runners to relay the results in writing, to the Supervisor of Elections. For this purpose,
special forms had been prepared.
Returning Officers, from whom alone results were to be received on the telephones, were allotted
one or other of these telephones and were intsructed to use none other for the transmission of results.
This arrangement was intended to avoid any possible congestion of the telephone lines, and worked
well.
At the Electoral Office, a detailed chart of the results was kept.
The Windward Islands Broadcasting Service, under the supervision of Mr. Clifford Palmer, set up
a studio next to the Electoral Office in the office of the Assistant to the Attorney-General.
Results began to come in at about 6 p.m., slowly at first, but in rapid succession at about 7.30 p.m.
The officers receiving the results made two copies of each of these, one of which was filed at the Electoral
Office, and the other passed on immediately to the Windward Islands Broadcasting Service which in
turn gave out the news over its broadcasting service. For St. George's public, there was a loudspeaker
on the Market Square connected to the Windward Islands Broadcasting Service.
By 10 p.m., all but 2 of the results had come in. These came in shortly afterwards.
The closest margin in votes was in the Electoral District of St. Patrick where Mr. R. O. Williams
secured a majority of 280 votes over Mr. W. E. Copland. The largest majority margin was in the
District of Carriacou where Mr. H. A. Blaize secured a lead of 1,125 votes over Mr. C. A. Cayenne.
The lowest percentage of rejected votes (2%) is recorded in the parish of St. Patrick. The highest
of such percentage was 14% recorded in St. Mark. The average of rejected votes was 5%, the same
percentage as in 1957.
The number of electors who went to the polls was 22,801 (55 %) out of a total of 41,087 on the
lists. By comparison, 68 % of the electors went to the polls in 1957.
The low percentage of polling as may well be ascribed to the fact that many persons whose names
appeared on the lists had emigrated abroad before polling day. The defect would have been very
largely cured had the elections been preceded by a house to house canvass by voters.
The electoral district of the parish of Saint George (North) had the highest poll (59% ) while the
lowest was in the St. John constituency (49 %).
There were 3,038 fewer voters who went to the polls than in 1957. If the number of voters who
went to the polls was the same as in 1957 (25,839) the percentage of voters at the polls would have been
62% as against 68% in 1957.
Of the total votes cast, 13,059 (53 %) were cast by women and 9,742 (47%) by men.

Election Material and Ballot Boxes

Most of the ballot boxes used at the 1957 elections were found to be in fair condition and were used
at the elections after minor repairs in a few cases. Six new ballot boxes had to be supplied.












Expenditure

Details of expenditure appear at Appendix VI. The total amount spent was $13,760.72 as com-
pared with $22,489.05 in 1957. In 1957 an enumeration of electors was carried out at a cost of
$4,993.67 and even if this sum were added to the total expenditure for these elections it will be seen that
the cost of the latter has still been less, despite the increased rate of remuneration paid to presiding
officers and poll clerks ($15 and $7.00 each respectively) and despite also the heavy overtime com-
mitments for printing the lists.


Conclusion

I must now acknowledge my gratitude to the many officials and others who gave me such
valuable assistance before and throughout the election period. 1 have already singled out Mr. Miller,
the Foreman Printer of the Government Printing Office and his staff. The others are too numerous
to mention, but Mr. Gooding, (my Election Clerk), the Returning Officers, Mr. Clifford Palmer, (the
Manager of the Windward Islands Broadcasting Service) and his staff, Mr. Laurie Stevenson (the
Information Officer) are names that cannot be omitted. Lastly, I consider it my duty to thank all
the candidates for their esteemed co-operattion which I received from every quarter and without
which my task would certainly have been more difficult.
