L assented to by His Honour the Adminis-
tr.tor, is published with this issue of the Gazette:-
No. 13 of 1961.- An Ordinance to legalise the
expenditure of certain sums of money paid
from the General Revenue for the service of
the Colony for the period from the first day of
January to the thirty-first day of December,
one thousand nine hundred and fifty-nine
in addition to the sums already sanctioned
under the Appropriation Ordinance, 1959.
Copies of this Ordinance may be seen at the
Government office, tie Public Library, the Trea-
sury, District Revenue Offices, Post Offices and
Police Stations.

NOTICE

Tenders-Carriacou Mail and Passenger
Service


SEALED) tenders are invited for the conveyance
of mails, passengers and cargo weekly between
Grenada and Carriacou by auxiliary vessel for the
period 1st January to 31st December, 1962, in
accordance with the schedule given hereunder.
2. The vessels to be used for the service must
not be less than 40 tons and must be equipped
with adequate seating accommo-ation and sanitary
facilities for not less than (30) thirty passengers,
and with life boats for passengers and crew.
3. All personnel travelling on official business,
and plant material, livestock, etc. transported on
behalf of Government will be conveyed free of
charge.
4. If necessary, the successful tenderer may be
required to make arrangements to transport fuel
oil for the operation of the Electricity Services in
Carriacou, in drums of 45 gallons, and to return
the empty drums to St. George's at a fixed price
for the period of the contract.
5. Tenders should he submitted to the Chair-
man, Tenders Board, c/o Ministry of Communica-
tions & Works, St. George's, marked 'Tenders for
the conveyance of mails, passengers and cargo
between Grenada and Carriacou", by noon (n 18th
November, 1961.
6. Government does not bind itself to accept
the lowest or any tender.

SCHEDULE

Service A. Leave Grenada for Carriacou each
Saturday at noon, returning each Monday
at, noon, with a trip from Carriacou to
Union Island every fortnight.
Service B. Leave Grenada on Wednesd&y for
Carriacou returning on Thursday. Pet sons
may tender f,.r one or both of the two
services.

Tenders for the Conveyance of Mails and
Passengers between Carriacou and Petit
Martinique


SEALED tenders are invited for the conveyance
of mails, passengers and cargo twice w, ekly by
boat between Carriacou and Petit Martinique.
2. Persons and articles shall be conveyed free
when carried on behalf of Government and under
the conditions laid down in the contract.
3. The contract will be for a period of one year
from 1st January to 31st December, 1962.
4. Tenders should be submitted to the Chairman,
Tenders Board, c/o Ministry of Communications &


Works, St. George's, marked "Tenders for Carria-
cou and Petit Martinique Mail Service" by 7zo7o on
18th November, 1961.

NOTICE

Scholarship in Electronic Technology at the
Philips International Institute of Technological
Studies-1962/63



T HE Federal Government of the West Indies
has accepted an offer by the Management of
the Philips Works, Eindhoven, Holland of the
above mentioned scholarship which will he ten ible
for a study teem of one year mainly in subjects
under the general heading of Electronics and will
include such subjects as radio, television, telecom-
muncations, measurement and control equipment
and their industrial applications. However, other
subjects such as light and lighting, X-rays, electron
microscopy, welding materials and techniques, and
some branches of applied chemistry will also be
possibilities.
The study will, as much as possible, be supported
by all facilities that can be provided by a close
collaboration with the Philips laboratories and
factories and will include:
(a) private theoretical and experimental studies
in the Institute.
(b) attendance to lectures given in the Instittue.
(c) a work period in one or more of the research
or factory laboratories.
Candidates should not be more then 35 years
old and should possess a degree equivalent to the
M.A. U.S A.) or the B.Sc (U.K.) and must have
in a edition some practical experience. They must
aiso be in good health and will be required to
undergo a medical examination.
The value of the Scholarship includes:
(a) tuition fees at the Institute.
(b) return passage, tourist class by plane to
Eindhoven, Holland.
(c) living allowance at the rate of 325 Dutch
guilders ([32 approx. each month).
Applications are invited for this scholarship
which must be made in triplicate on the prescribed
forms obtainable from the Administrator's Office,
St. George's, Grenada. and completed application
forms and supporting documents must be submitted
to reach the Secretary to Government, Adminis-
trator's Office, not later than the 15th November,
1961.

POLICE NOTICE

BY virtue of the powers vested in me under
Section 79 of the Motor Vehicles and Road
Traffic Ordinance No. 2 of 1938, I hereby order
that the two (2) roads leading to the Princess
Royal TIospitil at Carriacou from the Belair-
Top Hill Road shall be observed as one-way traffic
and all vehicles using the said roads shall travel
in one direction only as directed hereunder:
1. All vehicles travelling to the Princess Royal
Hospital will proceed by way of the
Bellevue Hospital Road near the Bellevue
Pond t- the Princess Royal Hospital.
2. All vehicles leaving the Princess Royal
Hospital will travel along the road by the
1)ispenser's Quarters and leading to tlhe
junction of the Coolise-Top Hill Roads.

stringent checks are now being made on Liquor
Dealers,Hotels, (Clibs etc., who operate under the
Liquor Dealers Licence Cap. 123, as it; is Govern-
ment's intention to minimise if not eliminate the
illegal entry into this territory cf all high duty
goods.
Those concerned are therefore advised to conform


with the necessary requirements as iiid down in
Sections 31-37 of Cap. 1 3.
Anyone found contravening any of these sections
referred to will be pro-ecuted.

Report on the Legislative Council By-Election of 14th August, 1961, for

the Electoral District of the Parish of Saint George (South)


Vacancy

1. The Honourable Joshua Thorne, Member for the Electoral District of the Parish of Saint George
(South) resigned his seat on the Legislative Council with effect from 6th July, 1961.
Writ of Election

2. The By-Election was commenced by the issue on 10th July, 1961, of a Writ of Election by His
Honour the Administrator, and Nomination Day was on the 24th July, 1961, Poll Day being on the
14th August.
Appointment of Returning Officer

3. On the 10th July, 1961, Mr. Albert Llewellyn Rollins was appointed as Returning Officer.
Nominations

4. On Nomination Day the following persons were Nominated :-
Mr. Eric Matthew Gairy
Mr. Hugh A. Robertson.
Election Procedure

5. In accordance with the Legislative Council (Elections) Ordinance, (No. 10 of 1951), a notice
was published in the Government Gazette and in "The West Indian" immediately upon the issue of the
Writ of Election by His Honour the Administrator.
6. The Acting Supervisor of Elections supplied the Returning Officer with all necessary instruc-
tions and all election material.
7. The Electoral District of the Parish of Saint George (South) is comprised of 11 polling divisions
with one polling station to each polling division.
8. With very few exceptions most of the persons who had served as presiding officers and poll
clerks in the General Elections, 1961, were again appointed for this By-Election.

10. The usual posters relating to offences under the Ordinance, along with "Instructions how to
Vote", and "Directions to Electors", were posted throughout the Electoral District.
Ballot Papers

11. The Symbols were determined by the Executive Council and the ballots were printed at the
Government Printing Office after Nomination Day.

12. The results of the polls were :-
Eric Matthew Gairy 1,258 votes
Hugh A. Robertson 234 ,
Table 1 shows Summary of Votes cast and table 2, the Votes by polling stations.
Mr. Gairy having polled the higher number of votes, was declared the elected candidate.
Conduct of Election

13. Nothing to take exception to transpired on Election Day.
14. The Election documents have been dealt with in accordance with the Ordinance.
I desire to record my thanks and appreciation to the Chief of Police, the Manager of the Windward
Islands Broadcasting Station, and to all officers and election personnel, for the assistance and co-opera-
tion afforded me in this By-Election.
