Regional Survey Of West Indies Public Services


THE Commission appointed by His Excellency
the Acting Governor-General, under the Chair-
manship of Sir Richard Manktelow, K.B.E., C.O.,
to survey the staffing problems of the Federal and
Territorial Public Services is expected to arrive in
Grenada on the 27th August, 1961.
Members of the public or interested organizations
are invited to submit memoranda to the Com-
mission on any matter falling within the Commis-
sion's terms of reference.
Such memoranda should be addressed, in sextu-
plicate. to the secretary of the Commission and
should be forwarded to the office of the Financial
Secretary not later than 27th August, 1961, for

THE public is hereby notified that [His Honpur
the Administrator has appointed an Arbitra-
tion Tribunal under the provisions of section 4 of
the Public Utility Undertakings and Public Health
Services Arbitration Ordinance, 1951 (No. 3 of
1951), to enquire into a dispute between the
Grenada Technical and Allied Workers' Union and
the Public Works Department, consisting of-
Dr. Zin Henry-(Chairman).
Mr. [J. W. Fletcher-(representing the Em-
ployers) ; and
Mr. Osmond Dyce-(representing the Union).
Mr. C. L. Scipio has been appointed Secretary
to the Tribunal.
The first meeting of the Tribunal has been fixed
for Monday, 28th August, 1961, at 10 a.m. at The
Magistrate's Court, St. George's.


NOTICE

The Department of Technical Co-operation

ER Majesty's Government has announced the
establishment of a new Department of Tech-
nical Co-operation with Headquarters at Carlton
House Terrace, and the postal address is Depart-
ment of Technical Co-operation, Carlton t:ouse
Terrace, S.W.I. The Act establishing this Depart-
ment received the Royal Assent on 22nd June, and
opening day of the department was 24th July,
1961. The Minister in charge of this Department
with the title of Secretary for Technical Co-opera-
tion is the Right Honourable Dennis Vosper, T.D.,
M.P. The Director-General is Sir Andrew Cohen,
K.O.M.G., K.C.V.O., O.B.E.
2. This Department is established for the
purpose of co-ordinating, promoting and carrying
out arrangements for furnishing countries outside
the United Kingdom with technical assistance,
including in particular assistance in the fields of
economic development, administration and social
services. The new Department will work within
the broad lines of overseas policy as determined by
the Foreign Secretary, the Commonwealth Secre-
tary and the Colonial Secretary, and one important
aspect of the new Department's duties will be the
provision of experts of all kinds. It will also pro-
vide certain facilities for education and training
in the United Kingdom and elsewhere, equipment
for schools and colleges and teaching hospitals and
so on.
3. The new Department will also take over
from the Colonial Office all work in connection
with technical assistance from official non-United


Kisgdom. sources, i.e. from other Commonwealth
Governments and from foreign Governments and
from international bodies such as the United
Nations and the U.N. Specialised Agencies. It
follows that where, in pursuance of various
communications from the Colonial Office, applica-
tions for non-United Kingdom tech.i.cal assistance
(or copies of such applications or correspondence
about them) are now sent to the Colonial Office,
they should in future be sent to the new
Department.
Furthermore, the Secretary for Technical Co-
operation will in future be responsible for sending
any further guidance or instructions which may
be required from time to time on these matters.

DEPARTMENT OF AGRICULTURE

APPRENTICESHIP SCHEME



PPLICATIONS are iLvited for the four
Agricultural Apprenticeships shortly to become
vacant in the Department of Agriculture.
2. The course of braining will be for a period of
one year, and will commence on the 1st October,
1961. Successful. candidates will be required to
reside at:
M.. Moritz Agricultural Station-October to,
December, 1961.
Westerhall Agricultural Station-January to
March, 1962.
Mt. Horne and Boulogne Cocoa Stations-April
to June, 1962.
Arrangements are being made for district or,
estate field work in any part of Grenada or Carria-
cou during the period July-September.
3. Successful candidates will receive an allowance
of one Dollar ($1.00) per working day during the
period of the Course, and-will be required to make
their own arrangements for board and lodge,
although quarters may be provided where they are
available.
4. The Government accepts no responsibility for
providing employment to Apprentices on the
completion of their Course.
5. Applicant, who should be between the ages of
18 and 24 should state age, school or schools
attended with standard or certificate attained,
past and, present employment, and emoluments
earned at the present time, experience in agriculture
and the facilities which they expect will be available
to them for practising agriculture after their period
of Apprenticeship.
6. Applications should be addressed to the Super-
intendent of Agriculture, Tanteen, St. George's, and
should reach that address not later than 10th
September, 1961. The envelope containing the
application should he marked Apprenticeship"
on the outside.
7. Testimonials which will not be returned,
should accompany the application.

ANNOUNCEMENT

DEPARTMENT OF AGRICULTURE

Cocoa Industry Improvement Scheme

Distribution of Rooted Cuttings of Selected Strains
of Grenada Cocoa for Planting in 1962

A charge of five cents (5c.) will be made
for each Cocoa Plant payable in advance


PERSONS desirous of obtaining rooted cocoa
cuttings from the Cocoa Stations for planting
in 1962, should apply on the forms provided for
that purpose, entitled : Application Form for
Rooted Cocoa Cuttings Piopagated for Distribution
by the Cocoa Industry Improvement Scheme of
Grenada."
2. Application forms should be fbwarded in
dupli-ate to the Cocoa Agronomist, .\lt. Horne
Cocoa Station, St. Andrew's on or before the 31st
August, 1961. Applications received after the
31st August will neither be acknowledged nor con-
sidered.
3. Application forms are available at the De-
partment of Agriculture, all Agricultural and Cbcoa
Stations, District Revenue Offices, and from mem-
bers of the Extension Staff of the Department of
Agriculture.
4. Rooted Cocoa Cuttings will be transported
free of cost to the applicant at a point as near as
possible to the site at which they are to he planted,
and accessible at the time to the motor vehicle
conveying the plants. Applicants who possess
means of transport may. be required to use them.
5. The conditions under which rooted cocoa
cuttings will be issued are as follows:-
(i) The area selected by an applicant will be in-
spected by an authorised officer, as soon as
possible after the receipt of the application,
for the purpose of determining the suita-
bility of the site in regard to altitude, soil
type, wind protection and other ecological
and eniiromental conditions. The appli-
cant will then be notified whether or not
the area is approved for planting.
(ii) if for stated reasons the are-i is declared to
be unsuitable for planting cocoa clones, on
allocation of plants wilt be made to the
applicant.
(iii) if the area is declared suitable, an authorised
Officer will inform the applicant what mini-
mum action is required of him by the De-
partment of Agriculture in regard to pro-
vision of ground shade, windbreaks, soil
conservation measures, soil preparation etc.
The Agricultuial Department will render
all assistance, guidance and advice in this
connection.
(iv) The minimum area for which plants will be
issued will be that which will contain fifty
(50) rooted cuttings planted at a spacing of
12'x12" in a block. The area to be planted
will be re-inspectedr by an authorised officer
immediately before the proposed date of
delivery of the plants, for the purpose of ascer-

training whether all conditions have been
satisfactorily fulfilled, and whether the area
is in a suitable state of preparation for
planting.
(v) Authorised officers of f.he Department of
Agriculture will make periodic inspections
of the replanted areas, as often as may be
considered necessary, for the purpose of
observing field conditions, the development
of the young plants and advising the grower
on the care and management of the yonmg
plants.
(vi) Applicants are advised to take advant ge of
the experience already gained in replanting
methods at the Cocoa Stations and other
plots, where replanting with rooted cocoa
cuttings have already been undertaken.
Applicants are accordingly invited to visit the
Cocoa Stations and to make the fullest
possible use of all information that is
available.

BY Order of the Court made herein on the 17th
day of July, 1961, there will be offered for sale
on Friday the 25th day of August, 1961 at 12
o'clock noon, the right title and interest of the
defendant of and in all that lot of land with the
buildings thereon originally part of Florida Estate
in the Parish of St. John in the Island of Grenada,
containing by estimation six acres English Statue
Measurement and abutted and hounded as the same
is described in an Indenture made the 18th day of
February, 1952, between HENRY FRETIGAY
PANTIN of the one part and the defendant of the
other part and recorded in the Deeds and Land
Registry Office of Grernada in Liber M 9 at page 576
at the RESERVE PRICE of $24,000. The interest
of the defendant is believed to be an interest in fee
simple and is being sold free from all incumbrances
as far as they are known.

Administration Ordinance Cap. 225, in respect of Water
Rates levied by the St. John's District Board, the proper-
ties shown opposite their names will be offered for sale at
Public Auction at the Revenue Office, Gouyave, on
Thursday the 31st of August, 1961, at 1.30 p.m. for the
recovery of rates due thereon for the year 1960 and
previous years.
