BY virtue of the power and authority in me vested by subsection (2) of section 13 of the Grenada
(Constitution) Order in Council, 1959: and in accordance with the advice of the Chief Minister,
I hereby appoint you the said RALPH ORLANDO WILLIAMS to be a Minister of the Government of
Grenada and to have and exercise all the functions and authority appertaining to such office according
to law and the usages of the Constitution for and during such time as you continue to hold such office.

GIVEN under my hand and the Public Seal of the Colony of Grenada at Government
House in the said Colony this 12th day of July in the year of Our. Lord One
thousand nine hundred and sixty-one and in the Tenth Year of, the Reign of Her
Majesty QUEEN ELIZABETH THE SECOND.
