The West India Regiment
Officer Recruitment

THERE is a requirement for three officer cadets
in the 1st Bttalion The West India Regiment
in February, 19l1. This affords an opportunity for
young men of good back ground, education and
physique to enter a career which offers generous
terms of service and advancement in a young ans
growing organisation.
OUTLINE TERMS OF SERVICE
Eligibility
(a) Age Limits-Between 18 and 23 years.
(b) Education-Possession of the General Cer-
tificate (or its equivalent) in the English
Language and three other subjects.
(c) Nationality-British subject.
(d) Residential-Candidates must belong to one
of the territories of the West Indies and
have resided in one of those territories for a
period of three years.
(e) Candidates must be single.
Liability of Service: Officers will not normally
be required to serve outside the Caribbean Area
except for attendance at courses in U.K. They can
however be ordered to do so by the Governor-
General.
Discipline : Officers will be subject to THE
WEST INDIES DEFENCE ACT, 1958.
Pay : Basic pay ranges from $4.74 (19/9d) a day
on gazettement as a Second Lieutenant to $ 0.86
(45/3d) per day as a Major after 13 years service
and up to $14.43 (59/9d) per day as a Lieutenant
Colonel with intermediary increments within ranks.
Allowances: There is a comprehensive scale of
allowances which include the following examples :-
(a) Marriage Allowance at $1.85 (7/8-d) per day
for officers between the ages of 21-25 : at
$3.96 (16/6d) per day for officers of 25 years
and over.
(b) Clothing Allowance at $155 (32.5.10) as a
once-for-all grant on joining.
(c) Travel and Detection Allowances.
Application Forms and further particulars re-
garding leave, promotion, retirement a.nd pension,
and other conditions of service can be obtained at
Administrator's Office, St. George's.
The application form, when completed, should
be forwarded to the Federal Defence Officer,
Federal Secretariat, Port-of-Spain, Trinidad, to
reach him not later than 15th December, 1960.

and Road Traffic Regulations, 1938


OWNERS of Public Service Vehicles (including
Motor Omnibuses and Hiring Cars, Goods
Vehicles and Trailers, are hereby notified that the
half-yearly inspection of these vehicles will com-
mence as follows :-

St. George's Fire Station:

to comply with the provisions of the Motor Vehicles
and Road Traffic Ordinance, 1938, and of the
Regulations made thereunder.
Vehicles must be presented in a thoroughly clean
condition, and must have been recently overhauled.
The body and wings, axle, chassis, frame, steering
arms, springs, trackrods, brake connections,
shackles, bolts, nuts, split pins, engine, engine
shield and case, clutch, gearbox, magneto or coil,
air filter, carburettor and all working parts must
be cleaned in order to admit of proper examination.
Dust covers, if used, must be removed before pre-
sentation in order to admit of an examination
being made in full. All split pins, etc., must be
clearly exposed, also chassis and engine numbers.
Drivers' seats must be securely fastened so that
the driver can have proper control over the vehicle.
Spot lights, musical horns and whistles are strictly
prohibited. Each vehicle must have its tare and
maximum gross weight painted in white figures not
less than 2" inches in height upon a black ground
in a conspicious place on the right or offside of
the vehicle.
The Registered Identification marks on all
vehicles must conform to provisions of Regulations
7, 8 and 9 and the Second Schedule to the Regula-
tions No. 35 of 195S, and be in such a condition
as to render each letter or figure readily dis-
tinguishable. The attention of owners of Motor
Omnibuses and Goods Vehicles is specially directed
to Regulation 23 (1) (a) regarding the position of
front lamps. Spot lights will not be allowed ex-
cept with the written approval of the Licensing
Authority.
The attention of the owners of Hiring cars and
Motor Omnibuses is directed to the motor Vehicles
and Road Traffe (Amendment) Regulations, No. 6
of 1944, as amended by the Motor Vehicles and
Road Traffic (Amendment No. 2) Regulations,
No 70 of 1946, which require that printed copies
of the Tariffs of Maximum Fares be displayed in
such Vehicles. These are now available and may
be purchased at the Treasury, St. George's, and at
any District Revenue Office, at 4 cents per copy.
Vehicles which have been found by the Inspector
to have defects must not be used on the roads
until they have been issued with a certificate,
certifying that the vehicles may be duly licensed.

Vacant Post Of Matron Alexandra Hospital Nevis

PPLICATIONS are invited for the post of
Matron, Alexandra Hospital particulars of
which are as follows :-
Duties of post:- Responsibility to Medical
Superintendent, Alexandra Host ital for nursing
care of patients and supervision and training of
nurses at the Alexandra Hospital approximatelyy
60 beds). Liable for service in any part of the
territory and to serve in any of the posts of
Assistant Matron, or Sister Tutor, Cunningham
Hospital. Attached to the Alexandra Hospital is
an Infirmary of 24 beds which the officer is also
required to supervise.
Qualifications required by holder of post:-
(a) Candidates must be entitled to be registered
in the general part of the General Nursing
Council for England and Wales, the Gen-
eral Nursing Council for Scotland or the
Joint Nursing and Midwives Council of
Ireland.
(b) Must have been admitted to the roll of State
Certified Midwives maintained by one of
the General Midwives Board; and
(c) should be qualified for membership of
the Queen Elizabeth's Oversea Nursing
Service, with basic Education of not less
than Cambridge School Certificate and
should have three to four years Ward
Sister's experience. Preference will be given
to candida es holding a recognized Sister
Tutor Diploma or who have had administra-
tive training.
Salary of post :- $2880 x 120 $3360, per
annum.
Allowances and other circumstances affect-
ing value of the post e.g. Transport :-The
post is pensionable, but the officer would be on
probation for three years.
Quarters, housing accommodation, furniture
china, electricity supply etc.:- B.tsic household
requisites.are supplied and can also be obtained
locally but the officer may wish to bring a small
supply of linen, cutlery, crockery, glassware, silver
and small articles. Electricity is available and will
he provided at a charge to the officer at the rate of
50% of the cost.

Passage :- A free passage will be provided on
first appointment.
Leave :- Vacation leave may be granted at the
rate of 42 days while the officer is in receipt of
salary of less than $3,168 per annum; and 48 days
when the officer is in receipt of salary of $3,168
and over. This leave may be accumulated up to a
maximum of 183 days.
Sick leave :-- Sick leave may be granted with
full salary, up to a maximum period of six months
during any period of twelve months or less.
Thereafter, further extension of sick leave may be
ganted with half salary, subject to a maximum
period of sick leave in all, with full and half
salary, not exceeding twelve months in any period
of four years or less.

Deduction from gross income including allowance
for earned income relief, wife, child, and insurance
premiums.
Applications should furnish evidence of their age
and qualifications, two recent testimonials and
given the name of two referees. Applications
should be sent to the Administrator, St. Kitts-
Nevis- 'nguilla, to reach him not later than the
30th December, 1960. Candidates already holding
posts in the Public Service are required to submit
their applications through the normal official
channels at least one week before the closing date.


Canada Non-Resident Fellowship



THE Canada Council is offering a Non-Resident
Fellowship open to nationals of the West
Indies of under 35 years of age for the academic,
year 1961-62. This Fellowship is tenable at an
institution in Canada and will afford training in the
arts, humanities, or in the social sciences.
2. The Canada Council will pay tuition fees and
the cost of return passages, in addition to a stipend
of $2,000 (Canadian) per annum. A summer
allowance of $500 is payable only where a fellow-
ship is renewed and the holder spends the summer
months in Canada prior to commencing his second
academic year. Holders on Non-Resident Fellow-
ship are not allowed to accept assistantships or
teaching appointments.
3. Applications are now invited for the 1961-62
Canada Council Non-Resident award and should be
forwarded to the Secretary to Government, Admin-
istrator's Office, Government House, St. George's
in quintuplicate on the prescribed form, a specimen
of which may be seen at this office. In addition to
the supporting documents required in Section 8 of
the application form, candidates are requested to
submit evidence that they possess a good knowledge
in En lish or French, according to their destination
of Canada.

Report of the Principal Auditor, Windward Islands on the Audit of the Accounts of the
Government Savings Bank, Grenada for the year ended 31st December, 1959


The accounts of the governmentt Savings Bank, Grenada, for the year ended 31st December,
1959, have been examined in accordance with Section 12 of the Savings Bank Ordinance (No. 40 of
1935).

Cash with the Accountant General-$219,740.93

The proportion of cash with the Accountant General expressed as a percentage of the Bank's
liability to Depositors at 31st December, 1959, was in the region of 16%. This appears to be high
in view of the day cash requirements of the Bank and it would seem that a degree of underinvest-
ment is indicated.
Liability to Depositors-$1,391,711.87

The figure appearing in the Balance Sheet at 31st December, 1959, is a net figure after deducting
debit balances on depositors' accounts, totalling $40.74.
