NOTICE
Commonwealth Scholaroship and
Fellowship Plan

NDER the Commonwealth .Scholarship and
Fellowship Plan, the Federation of .Rhodesia'
and Nyasaland is offering scholarships for post-
graduate study tenable at the University College
of Rhodesia .nd Nyasaland (which is in special
relationship with the University of London) from
March, 1961.
The scholarships will be for a period of two
academic years and are open to men and women
students who are by the time of taking up an
award in 19il, will be graduates of a university or
college or holders of an equivalent qualification.
Candidates should be less than 28 years of age on
1st March, 1961.
The emoluments of the scholarships will con-
sist of :-
(a) Fares (normally at tourist-class rates, by
sea or air) to the Federation and return on
expiry of scholarship ;
(b) Fees--an amount sufficient to cover approved
tuition and examination fees;
(c) Personal maintenance allowance at the rate
of 780 per annum;
(d) A grant of 25 for books and apparatus;
(e) A grant of up to 100 for approved travel
within the Federatio ;
(f) An allowance of 2.5 for excess baggage if
travelling by air, the excess baggage to be
restricted to specialist equipment;
(q) An allowance.to cover approved medical and
hospital insurance payments.
Applications for these scholarship should be
addressed to reach the Secretary to Government,
Administrator's Office, not later than the 7th
November, 1960.

Vacancy For Chief Architect

Appointment : Pensionable subject to pro-
bationary period of twelve months, or on contract
fo.r three years in the first instance; contract
appointment carries gratuity at the ra'e of 22- per
cent. of salary for each completed period of three
months' satisfactory service.
Salary: $7,680 per annum (fixed).
Qualifications: A.R.I.B.A. Candidates should
have at.least ten years post-graduate experience.
2. Information as to duties of post and con-
ditions of service is obtainable, on request, from
the Secretary to Government, Administrator's
Office, St. George's.
3. Applications giving personal data and accom-
janied by two recent testimonials (not applicable
-to Public Officers) should be delivered to ,the Sec-

Persons desirous of using the
1. Caterpillar D6 Tractor (St. George's Parish)
2. International D4 Tractor (St. Patrick's Parish)
3. InternationalDi Tractor (St. Andrew's Parish)
for bulldozing, subsoiling or ripping should submit
their applications to the Cocoa Agronomist at Mt.
Horne Cocoa Station, St. Andrew's on the approved
form obtainable at all Agricultural Stations and the
Department of Agriculture at Tanteen, St. George's
The rate of. hire is twenty dollars ($20.00) per
working hour for the Caterpillar D6 and ten dollars
($10.00) per working hour for the Internationals.
No charge is made for the transportation of the
equipment to and from the working site.
Approximately one-third (i) of the total cost of
the work to be carried out must be deposited at the
Mt. Home Cocoa Station, St. Andrew's before the
equipment is made available to the applicant.
The final payment must be made as soon as
possible after the work has been completed.

NOTICE

Vacancies For School Inspectors,
Board of Education



APPLICATIONS are invited for two posts of
school inspector in the Bahamas, (a) for
English and (b) for Physical Education. Persons
selected, who will be appointed in the grade of
Supervisory Head Teacher, will be required to carry
out inspections in New Providence and the out
islands, and will be baded in Nassau, New
Providence.
Qualifications required:-
Post (a) : University Degree in English
Teachers' Certificate or Diploma of a recog-
nised Teachers' Training College; experience
in primary school teaching.
Post (b) : Teachers' Certificate in Physical
Education, or Diploma in Physical Edu-
nfatiou of a recognized Teachers' Training
College ; experience in primary school
teaching.
Terms of employment: Three-year contract;
free passage (cabin) to Bahamas on appointment,
and return at end of contract; salary scale 1,400x
50 to 1,650, according to experience, plus
temporary allowance of -2j%; rent allowance of
difference between 15% of salary and rent paid, up
to a maximum of 600 per annum.

Bahamas may be obtained, on request, from the

POST OF CROWN SURVEYOR-DOMINICA

APPLICATIONS are invited for appointment to
the post of Crown Surveyor, Dominica.
1. Appointment: The post is pensionable and
the appointment carries with it liability to transfer
to any post of equivalent status in the West Indies.
2. Qualifications: Applicants must possess
at least the Intermediate Certificate of the Royal
Institute of Surveyors or its equivalent. Pre-
ference will be given to those with experience in
land settlement work.
3. Salary : The salary is at the rate of
$5,184.00 per annum in the scale $5,184 x 144-
$6,048.00. No cost of living allowance is payable.
4. Allowances: A transport allowance is pay-
able in accordance with local regulations.
5. Quarters : Quarters are not provided.
6. Passages: Free passages will be provided
for the officer, his wife and children on first appoint-
ment, not exceeding five persons in all. Passages
on leave are provided in accordance with the Wind-
ward Islands leave passage provisions.
7. Duties: The officer will be required to
carry out such duties as may be directed from time
to time. He may undertake private work whilst
he is on vacation leave or with the permission of
the Administrator in each individual case on
Saturday afternoons, Sundays and Bank holidays.
This concession is temporary and may be with-
drawn should circumstances render desirable such
a course.
8. Medical Attendance: Free medical atten-
dance and medicines are not provided.
9. General: The officer will be subject to
Colonial Regulations and local General Orders
and subsidiary legislation in force for the time be-
ing in so far as they are applicable. The officer
will also be liable to all taxation imposed by local
enactments.
Applications should be addressed to the Chief
Secretary, Administrator's Office, Dominica and
should reach that Office not later than the 15th
November, 1960.

Rifle Range, Queen's Park
St. George's



T is hereby notified for general information that
the Rifle Range at Queen's Park, St. George's,
will be used for Rifle firing practice on Monday
24th October, 1960, and continuing daily from
7.00 a.m. to 12.30 p.m. until further notice.
2. When firing is in progress, and for one hour
beforehand RED FLAGS will be flown on either
side of the Butts on the D'ARBEAU HILL.
This signal indicates that it is DANGEROUS to
approach or remain in the vicinity of the Rifle-
Range, and all persons frequenting the area are
HEREBY WARNED to keep clear of it, and
owners of stock to remove their animals from it.

The index was revised in June, 1957 and is shown hereunder as a new series.

COST OF LIVING INDEX FOR THE MONTH OF SEPTEMBER, 1960


The revised Cost-of-Livin; for all items for the month of September, 1960, is 108.35, a rise of
9.35 points over the base figure for June, 1957, taken as 100.
The following table shows the Cost-of-Living Index Figures at the end of each month up to June,
1957, as compared with the base year August, 1939, taken as 100; as well as the figures in the new
series with the base figure at June taken as 100:-

Food : There was an increase in the retail prices of snout which resulted in an incieae of 0.1
point above the figure for August, 1960. The group index figure now stands at 107.3.
Clothing: During the period under review there were increases in the retail prices of women' s
vests, plain cotton and spung rayon which resulted in an increase of 2.5 points above the figure for
August, 1960. The group index figure is now 119.1
Fuel and Cleaning: Due to a decrease in the retail price of kerosene which resulted in a decrease
of 1.2 points below the figure for August, 1960, the group index figure dropped to 112.5 during the period.
Drink and Tobacco: There was a decrease in the retail price of tobacco leaf which resulted
in a decrease of 0.8 point below the figure for August, 1960, and brought the group index figure to 83.3
Miscellaneous goods : There were increase s in the !retail [prices of teacups and saucers and
flowered edge soup and dinner plates which resulted in an increase of 2.8 points above the figure for
August, 1960 and brought the group index figure to 118.9.
