the Inspector cf Motor Vehicles at the Traffic
Branch, New Fire Station, in advance with a view

to effecting any alterations that may be necessary
t- comply with the provisions of the Motor Vehicles
and Road Traffic Ordinance, 1938, and of the
Regulations made thereunder.
Vehicles must be presented in a thoroughly clean
condition, and must have been recently overhauled.
The body and wings. axle, chassis, frame, steering
arms, springs, trackrocls, brake connections,
shackles, bolt-, nuts, split pins, engine, engine
shield and c:ise, clutch, gearbox, magneto or coil,
air filer, carburettor and all working parts must
be cleaned in order to admit of proper examination.
Dust covers, if used, must be removed before pre-
sentation in order to admit of an examination
being made in full. All split pins, etc., must be
clearly exposed, also chassis and engine numbers.
Drivers' seats must be securely fastened so that
the driver can have proper control over the vehicle.
Spot lights, musical horns, and whistles are strictly
prohibited. Each vehicle must have its tare and
maximum gross weight painted in white figures not
less than 2j inches in height upon a black ground
in a conspicuous place on the right or offside of
the vehicle.
The Registered Identification marks on all
vehicles must conform to provisions of Regulations
7, 8 and 9 and the Second Schedule to the Regula-
tions, No. 35 of 1958, and be in such a condition
as to render each letter or figure readily dis-
tinguishable. The attention of owners of Motor
Omnibuses and Goods Vehicles is specially directed
to Regulation 23 (11) (a) regarding the position of
front lamps. Spot lights will not be allowed ex-
cept with the written approval of the Licensing
Authority.
The attention of the owners of Hiring cars and
Motor Omnibuses is directed to the Motor Vehicles
and Road Traffic (Amendment) Regulations, No. 6
of 1944. as amended by the Motor Vehicles and
Road Traffic ( -mendmeit No. 2) Regulations,
No. 70 of 1946, which require that printed copies
of the Tfraiffs of Maximum Fares be displayed in
such Vehicles. These are now available and may
be purchased at the Treasury, St. George's, and at
any District Revenue Office. at 4 cents per copy.
Vehicle, s which have been found by the Inspector
to have defects must not be used on the roads
until they have been issued with a Certificate,
certifying that the vehicles may be duly licensed.

EALED Tenders are invite' for the conveyance
of mails, passengers anl cargo twice weekly by
boat between Carriac.n and Petit Martinique.
2. Persons and articles shall be conveyed free
when carried on behalf of Government and under
the conditions laid down in the contract.


3. The contract will be for a period of one year
from 1st January to 31st December, 1960.
4. Tenders should be submitted to the Chair-
man, Tenders Board, marked "'lenders for
Carriacou and Petit Martinique Mail Service by
noon on 28th November, 1959.

Tenders For Sale Of Ice Produced
At the Factory.

SEA LED Tenders are invited for the purchase of
ice from the Government lea Factory for sale
in each of the six parishes of Grenada during the
year 1960 on the following terms and conditions:-
(i) I'urchase price-76c. per block of not less
than 105 lbs.
(ii) Retail price-St. George's-1c. per lb
Other parishes 2c. per lb.
(iii) Depots--The contractor for St. George's
will be required to establish storage and
resale depots at the Carenage, the Market
Square and Lucas Street. The respective
contractor for each of the other parishes
will be required to maintain at least one
depot in the main town of the parish.
(iv) Security-Each contractor will be required
to sign a bond with the Financial secretary
in the sum of $3,.00 and the contract will
not be binding until the bond is executed.
A person may tender for one parish only or for
any number of parishes.
Tenders should be addressed to the Chairman
of the Tenders Board, St. George's, marked
" Tenders for sale of Ice and should reach him
not later than 12 noon on 28th Voveminbr. 1959.

NOTICE.

Tenders, Carriacou Mail And
Passenger Service.

SEALED tenders are invited for the conveyance
of mails, passengers and cargo weekly between
Grenada and Carriacou by auxiliary vessel for the
period 1st January to 31st December, 1960 in
accordance with the schedule given hereunder.
2. The vessels to be used for the service must
not be less than 40 tons and must be equipped
with adequate .eating accommodation and sanitary
facilities for not less than thirty (3U) passengers,
and with life boats for passengers and crew.
3. All personnel travelling on official business,
aid plant material, livestock, etc. transported on
behalf of Government will be conveyed free of
charge. Suitable space must also be reserved be-

low deck for the carriage of ice shipped to
Carriacou by the Government's ice contractor,
such ice to be transported free of charge up to a
maximum of 1i tons.
4. Tenders should be submitted to the Chair-

veyance of ma;ls, passengers and cargo between
Grenada and Carr:a-ou ", by noon on 281h Novem-
ber, 1959.
5. Government does not bind itself to accept
the lowest or any tender.

VACANCY IN THE FEDERAL SERVICE-
Chief Technical Officer, Works.

PPLICATIONS are invited for appointment in
the federal Public Secvice to the post of Chief
Technical Officer (Works) in the Ministry of
Communications & Works at a fixed salary of
$12,000 (2500) per annum. The appointment
will be on contract for two years in the first
instance.
Duties: The duties of the Chief Technical
Officer (Works) will be both executive and advisory
and will entail in the first instance one year's
residence in one of the territories in the Windward or
Leeward Islands (probably St. Lucia) for the purpose
both of assisting their Governments with specific


engineering problems in their development plans
and of investigating the needs in these islands for
additional specialist engineering skills which the
Federal Government proposes to provide by a pod
of tcchnicans.
The officer will also act as adviser to the Fe'leral
Government in all engineering matters including
the promotion of research, standardization, codes of
practice etc.
Qualifications : Candidates, who must not be
less than 40 years of age, must be corporate members
of the Institute of Civil Engineers (or with equi-
valent qualifications) with a. minimum of ten years'
practice or employment in positions of responsi-
bility, with wide and varied experience in the
org nization and execution of works programmes in
tropical county ies, Municipal or governmentall ex-
perience and knowledge of tropical conditions will
be taken into consideration.
General Conditions of Service: A statement
of the conditions of service applicable to the above
post will be made available on application to the
Government Offce, Grenada, W.I.
Applicants should furnish evidence of their age
and qualifications, a recent testimonial and give
names of swo referees. Applications should be
sent to the Federal Secretary, Federal House ",
Port of Spain, Trinidad, W.I., to reach him not
later than 30th November, 1959.


VACANCY LIBRARIAN.


APPLICATIONS are invited for the post of
Librarian of the Caribbean Commission's
Library.
Applicants should Ise in possession of a Univer-
sity Degree in librarianship, or its equivalent.
They should have had many years of practical
experience in all aspects of library work and should
be qualified to carry out research for the Commis-
sion or the Governments it serves.
The Librarian is the editor of Current Caribbean
Bibliography an annual publication containing
bibliographical entries on all Caribbeau imprints.
The Librarian is assisted by a Library Assistant
and two clerks.
It is expected that the applicant selected will be
between the ages of 30 and 45 years.
The salary offered will be within the salary
range of $4,800 to $6,000 U.S. currency a year
payable in the currency of the country in which
the headquarters is situated. The level fixed will
depend upon the candidate's qualifications and
experience.
The Commission offers attractive allowances and
leave conditions.
Applicants must be prepared to serve in Trinidad
during the early part of 1960 and thereafter in
Puerto Rico.
A thorough knowledge of English is essential.
Applicants with a knowledge of French, Epanish
Dutch will be given preference.
Applications, including a small photograph,
should be submitted to the Secretary General of
the Caribbean Commission at Kent House, Port
of Spain, Trinidad, W.I., to reach him not later
than December 1, 1969.

THE following memorandum on the subject of Cost-of-Living Index Figures, in so far as agricultural
labourers are concerned, is published for general information.
The index was revised in June, 1957, and is shown hereunder as a new series.

COST OF LIVING INDEX FOR THE MONTH OF OCTOBER, 1959.


The revised Cost-of-Living Index for all items for the month of October, 1959, is 105.6, a rise
of 5.6 points over the base figure for June, 1957, taken as 100.
The following table shows the Cost-of-Living Index Figures at the end of each mouth up to June,
1957, as compared with the base year August, 1939, taken as 100; as well as the figures in the new
series with the base at June taken as 100:-

Food : There wvas a decrease in the retail price of Cooking Oil which resulted in the decrease
of 0.3 points below the figure for September, 1959. The group index figure now stands at 105.3.
Clothing: During the period under review there were increases in the retail prices of Men's
Khaki 16ng sleeved Shirts, Men's Leather Shoes and Women's Leather Shoes which resulted in an in-
crease of 0.6 points over the figure for September, 1959. The group index figure is now 109.8.
Fuel and Cleaning : There were no changes in the retail prices of the items in this group. Like
September, 1959, the group index figure remained unchanged at 100.
Drink and Tobacco: There were no changes in the retail prices of the items in this group.
The September group index figure of 100 therefore remained unchanged.
Miscellaneous Due to increases in Cinema Fee (Pit) and in the retail prices of Teacups and
Saucers there was an increase of 4.1 points over the figure for September, 1959 which brought the
group index figure to 116.
