Radio Technician--Police Departmeiit, British Guiana.

SPPLICATIONS are invited from suitably
A qualified persons for appointment as Radio
Technician.
2. Appointment and Salary: On contract for
two years with salary on the scale $3,01 x$120--
$3,408/x$144-$3 840 per annum ; commencing
salary commensurate with qualifications and/or
experience ; a gratuity of 221% of salary is payable.-
3. Duties: include maintenance of at least 15
Fixed Stations and 35 Mlobile Stations and training
of local personnel in their use and maintenance;
4: Qualifications: Certified ability to under-
take the installati n and maintenance of low power
H.F. and V.H.F. radio equipment. Thorough
training in the principles of ramio and experience in
the maintenance of IIH. & V.H.F. communicate .n

be subject to medical fitness and to Colonial
regulations, General Order-, Stores Regulations,
Financial Regulations and other local regulations
in force from time to time in so far as they are
applicable. A candidate in the West Indies if
successful, would be provided with passages to

THE WEST INDIES.

Vacency in the Federal Public Service.



PPLICATIONS are invited for the post of
Liaison Officer for Research and Development
of Animal Industry, Federal Public Service. The
salary payable will be in the scale $10,800x240-
$12,000 per annum. Appointment will be on
contract for three years and a gratuity at the rate
of 2G% of salary is payable on satisfactory comple-
tion of contract.
Qualifications-
:. degree in Agriculture or Veterinary Science
with post-graduate training and considerable
experience in animal husbandry. Candidates
should have at least 10 years experience in research
and development of livestock in the tropics.
Duties-
(i) To familiarise himself with research and
development work in the animal industry
in the Federal region and elsewhere.
(li) To travel extensively in the region visiting
the Departments of Agriculture and other
institutions and organizations concerned
with work on livestock.
(iii) To provide a liaison between all such
organizations.
(iv) Where necessary to advise and as-ist the
Eastern Caribbean and mainland territories
of the region with their experimental pro-
grammes or their extension services on
livestock research and.development.
(,v). To promote the exchange of information be-
tween all concerned in livestock work in.the
region and generally to assist. the Federal
Agricultural Adviser on all. questions of live-
stock research E4nd development.

A statement of the general conditions applicable
to this post may be obtained on application to the
Establishment Officer, Government Office, Grenada.
Applicants should furnish evidence of their age,
qualifications and experience, a recent testimonial,
and should give the names of two referees. Applica-
.tion should be addressed to the Federal Personnel
Officer, to reach him nct later than the 24th August,
1959.


THE WEST INDIES.

Federal Radio and Television Committee.

rTPHE Federal Government has decided to set up
l a committee to review the broad question of
radio and television broadcasting in the West
Indies.
W:The terms of reference of the Committee will
include:-
(a) the granting of concessions to private
enterprise;
(b) the nature and content of the programmes;
(c) the need for regularising standards of broad-
casting and television ;
(d) the advisability of organising a Federal
Broadcasting and Television system;
(e) the desirability of setting up a permanent
authority to regulate broadcasting and
television throughout the West Indies and
to co-ordinate these media and other forms
of telecommunications within the region,
and
(f) the probable moral and social implications
arising from the exploitation of broadcasting
and television.
It is expected that the Committee will begin its
work later this year. Interested bodies and
persons are hereby invited to submit memoranda
upon any or all of the subjects mentioned in its
.terms of reference and on any other aspects of
broadcasting and television including the role of
I broadcasting in promoting the cultural social and
educational development of the Federation.

"Report of Arbitration Tribunal to enquire into a dispute between The Grenada
Technical and Allied Workers' Union and The Electricity Department of
The Grenada Government.


This Tribunal was appointed by the Administrator's letter No. 248A of 17th June, 1959. and
comprised .-
Mr 8. J. Bain Sole Arbitrator, and the following assessors;-
Mr. Roy Chang, M.A., representing the Employer,
Mr. Glyn Evans, representing the Employees.
The terms of reference were:-
To enquire into the dispute between the Electricity Department and the Grenada
Technical and Allied Workers' Union with regard to-
"(a) Grading of Employees;
(b) Scale of wages for the several grades;
and to make an awaid."
Mr. J. D. Knight was Counsel for the Employees and Mr. C. W. J. Bristol, Counsel for the
Employer.
After hearing the evidence adduced and the summing-up addresses from Counsel on both sides
the following conclusions were arrived at:
(i) That the monthly piid workers in the Electricity Department should be graded and
paid according to the grades and salary scales set out in the Appendix hereto.
(ii) That the present daily paid workers in the Ice Plant be not placed on the monthly
staff.
