W HEREAS it is provided by Section 2 of the Commissions of Enquiry Ordinance Chapter 46 of the
Revised Laws of Grenada that whenever the Governor shall deem it advisable it shall be lawful
for him to issue a Commission appointing one or more Commissioners to enquire into any matter in
which an enquiry would, in the opinion of the Governor, be for the public welfare:
AND WHEREAS in the opinion of the Governor it would be for the public welfare to enquire into
an report upon, the circumstances surrounding the loss of ALBERT LAYNE aged 12 EMMANUEL
MITCHELL aged 10 years whilst bathing in the sea at Telescope Beach on the 23rd day of February,
1958.
KNOW YE THAT I, COLVILLE MONTGOMERY DEVERELL, having full confidence in your zeal,
discretion and ability do appoint you the said JOBN JAMES COPLAND to be the sole Commissioner under
the Order and to make diligent enquiries into and report upon all facts relating to the matter set out
above :
AND I CHARGE AND CO.MMAND all Officers and all other Her Majesty's loyal subjects in the
Colony that in their several places and according to their several powers and abilities they may be
aiding and assisting you in the execution of this your Commission.
GIVEN under my hand and the Public Seal of the Colony of Grenada at Govern-
ment Office, in the said Colony this 17th day of April in the year of Our
Lord one thousand nine hundred and fifty-eight and in the Seventh year of the
reign of Her Majesty QUEEN ELIZABETH THE SECOND.

[CONSEQUENT on the absence in Trinidad, on
C official business, of the Ministers for Trade
and Production, Social Services and Communicat-
ions and Works, His Excellency the Governor of
the Windward Islands has been pleased to appoint
the Honourable R. A. K. DOUGLAS, Member of
the Legislative and Executive Councils, to act as
Minister for Trade and Production, Minister for
Social Fervices and Minister for Communications
and Works, with effect from 19th April, 1958,
26th April, 1958.

T is hereby notified for general information that
the Federal Flag will be flown on Government
Buildings on Federal occasions and on all public
celebrations or commemorative days. It is cor-
rect to fly the Union Flag in a position of not less
than equal importance and on the left side when
facing the building on which it is flown.

PRESS RELEASE.

THE following is the text of a message to the
people of The West Indies from His Excel-
lency the Governor General:-
Since the morning of 3rd January when I
was sworn in as first Governor General of The
West Indies I have had rare privilege of
travelling through nearly all territories of
Federation and I have met many of you in
your own homes. During the weeks of my
tours it was vividly brought home to me how
much stronger than otherwise are the points
of resemblance between all West Indians: for
in spite of the varied history of the Islands you
share similar customs and institutions-the
same pattern of life. You are also giving to
the rest of the world a much needed example
of the ability of a multiracial community not
only to live in peace and harmony but also to
work together for the West Indian nation of
the future which will be equally the responsi-
bilijy and the home of all.
The first Federal elections in The West
Indies have now taken place and the thousands
of men and women who went to vote on 25th
March will feel a renewal of pride and confi-
dence when the Federal Legislature is inaugu-
rated by Her Royal Highness Princess Margaret
on Tuesday next.
By this act of inauguration we draw nearer
to the time when there will be a new nation
in the Commonwealth joining the other
nations with whom you have had such long
and friendly associations.
Faith and goodwill will be needed in full
measure to resolve the many problems which
face the new Federation, but I am sure that
the qualities of patience and fortitude which
have been shown in the past will not be lack-
ing in a challenging future.
I am equally confident that your leaders
will be worthy of the great honour which you
have conferred on them and that will give
strength to the Federation."

Department of Agriculture

Distribution of Economic Plants for Planting
1959.

PERSONS desirous of obtaining the following
plants:-rooted cocoa cuttings, citrus, mango,
avocado pear, coconut, coffee, and miscellaneous
fruits, for planting in 1959, must apply on the
forms provided for that purpose entitled,
" Application Form For Plants Propagated For
Distribution by the Department of Agriculture for
Planting in 1959".
Application forms must be forwarded to the
Cocoa Agronomist, Mt. Horne Cocoa Station, St.
Andrew's, on or before 30th June, 1958.
Applications for plants received after the 30th
June, 1958, will neither be acknowledged nor
considered.
Application forms can be obtained from the
Agricultural Department, Agricultural Stations
and from members of the extension staff of the

EASTERN CARIBBEAN FARM INSTITUTE TRINIDAD
THE WEST INDIES.

Principal.

PPLICATIONS are invited for the post of
Principal of the Eastern Caribbean Farm
Institute, which is maintained by thirteen Govern-
ments in the region to train the subordinate staffs
of Departments of Agriculture and others in the
practice and theory of agriculture at sub-University
level. The Principal is a member of the Governing
Body and the administrative and academic head of
the Institute, charged with full responsibility for
the training of sixty-four students (male) in
residence, at present, for a period of twenty-one
months: he has wide scope for initiative in pro-
posing developments in this relatively new in-
stitution.
The 150 acre mixed farm has been established
over the last five years as a self-supporting teach-
ing unit and has a balance of money available to
extend practical teaching facilities.
The post is pensionable for personal and Widows'
and Orphans' benefits under the Overseas Super-
annuation Scheme administered by the Crown
Agents for Overseas Governments and Adminis-
trations, to which the Principal, if eligible for
membership, contributes approximately 4% of basic
salary, and the Institute 22%: if he is ineligible,
an allowance is paid in lieu of pension rights.
Tie salary offered, subject to consideration for
upward revision in accordance with any recom-
mendations which may be made for the Trinidad
government t salary to which it is linked, is 1,450
(basic) plus 6200 per annnm non-pensionable duty
allowance, 50 per annum entertainment allowance,
and mileage allowance for all official travelling.
Comfortable self-contained furnished quarters
are provided at 8% of salary subject to a maximum
of 10. 8. 4 per month plus 5% per annum of the
value of furniture supplied. Free approved


passages for the Principal and his wife and children
under the age of 18 years who are dependent
upon him up to a maximum of five persons in all
from his place of domicile or recruitment will be
granted on appointment. Vacation leave at the
rate of 45 days for each full year of service, with
approved leave passages to a maximum of three
full fares, if applicable, to place of normal domicile,
are allowed after every two and a half years'
residential service.

and experience, together with the names and
addresses of three persons to whom reference may
be made, should be addressed to the Senior Assis-
tant Secretary, Department of Agriculture,
Whitehall, Maraval, Trinidad, (who is acting on
behalf of the Governing Body) to reach him not
later than 3rd June, 1958.


NOTICE.

APPLICATIONS are invited for the post of
Agricultural Officer (Extension), Department
of Agriculture, St. Vincent.
Salary: The salary of the post, which is
pensionable, is in the scale $3,360 x 120-$4,320,
plus a pay addition of 20% of salary. The appoint-
ment will be on a contractual basis or on second-
ment, for a period of 2 years in the first instance.
The pension rights of any pensionable seconded
officer will be preserved.
Duties : The duties of the officer will be those
assigned to him by the Superintendent of Agricul-
ture to whom he will be directly responsible. Such
duties will include the direction of Agricultural
Extension and Soil Conservation programmes, as
well as general work of an administrative nature.
Qualifications: The minimum qualification
required is the Diploma of the Imperial College of
Tropical Agriculture or an equivalent degree, with
experience in Tropical Agriculture. General
administrative experience and knowledge of ex-
tension work would be advantageous.
Further particulars regarding the appointment
may be obtained from the Chief Secretary, Wind-
ward Islands, Grenada, to whom applications
should be addressed to reach him not later than
the 30th April, 1958.
