POST OFFICE.

Federal Stamps-New Issue.

THE public is notified that on the 22nd day of
April, on the occasion of the inauguration of the
first Federal Parliament at Trinidad, there will te
released on sale at the General Post Office and all
other Post Offices in the Colony from 9 a.m.-11
a.m., the New Issue of the Federal Commemora-
tive Stamps in three denominations viz. 3 cents,
6 cents, and 12 cents.
All letters posted during the time stated above
will be accepted and stamped. Persons desirous
of having special purchases apd first day covers
stamped will be accorded the usual facility at the
Post Offices, and arrangements may be made at
the General Post Office on Monday the 21st April,
in so far as General Post Office postings are con-
cerned.
It is expected that this New Issue will be on
sale for a period of about twelve months.

EASTERN CARIBBEAN FARM INSTITUTE TRINIDAD
THE WEST INDIES.

Principal.

APPLICATIONS are invited for the post of
Principal of the Eastern Caribbean Farm
Institute, which is maintained by thirteen Govern-
ments in the region to train the subordinate staffs
of Departments of Agriculture and others in the
practice and theory of agriculture at sub-University
level. The Principal is a member of the Governing
Body and the administrative and academic head of
the Institute, charged with full responsibility for
the training cf sixty-four students (male) in
residence, at present, for a period of twenty-one
months: he has wide scope for initiative in pro-
posing developments in this relatively new in-
stitution.
The 150 acre mixed farm has been established
over the last five years as a self-supporting teach-
ing unit and has a balance of money available to
extend practical teaching facilities.
The post is pensionable for personal and Widows'
and Orphans' benefits under the Overseas Super-
annuation Scheme administered by the Crown
Agents for Overseas Governments and Adminis-
trations, to which the Principal, if eligible for
membership, contributes approximately 4% of basic
salary, and the Institute 22%: if he is ineligible,
an allowance is paid in lieu of pension rights.
The salary offered, subject to consideration for
upward revision in accordance with any recom-
mendations which may be made for the Trinidad
Government salary to which it is linked, is 1,450
(basic) plus 200 per annnm non-pensionable duty
allowance, 50 per annum entertainment allowance,
and mileage allowance for all official travelling.
Comfortable self-contained furnished quarters
are provided at 8% of salary subject to a maximum
of 10. 8. 4 per month plus 5% per annum of the
value of furniture supplied. Free approved
passages for the Principal and his wife and children
under the age of 18 years who are dependent
upon him up to a maximum of five persons in all
from his place of domicile or recruitment will be
granted on appointment. Vacation leave at the
rate of 45 days for each full year of service, with
approved leave passages to a maximum of three
full fares, if applicable, to place of normal domicile,
are allowed after every two and a half years'
residential service.

and experience, together with the names and
addresses of three persons to whom reference may
be made, should be addressed to the Senior Assis-
tant Secretary, Department of Agriculture,
Whitehall, Maraval, Trinidad, (who is acting on
behalf of the Governing Body) to reach him not
later than 3rd June, 1958.

VACANCY FOR PERMANENT SECRETARY MINISTRY
OF TRADE AND INDUSTRY, BRITISH GUIANA.

APPLICATIONS are invited for appointment as
Permanent Secretary to the Ministry of Trade
and Industry, with salary at $7,f80 (B.W.I.) a
.year. The post is pensionable, but appointment


on contract will be made in the case of a candidate-
over the age of 40 years who is not already in
Public Service. If appointment is on contract, a
gratuity at the rate of 221% of basic salary for
each completed period of 3 months' resident
service will be paid.
2. The Ministry of Trade and Industry deals
with the subjects of Overseas Agreements on Trade,
the promotion of Industry ani Commerce, the Co-
operative Movement, Industrial Investigations and
Research and Trade Enquiries. The Minister is
responsible for the Government Departments of
Supplies and Prices, Import and Export Control
and Co-operative Development.
3. The Permanent Secretary is administrative
head of the Ministry and a principal adviser to
the Minister. A high level of administrative and
economic ability is required. Academic qualifica-
tions are desirable but not essential.
4. Applications stating name in full, date and
year of birth, qualifications and experience and
accompanied by at least two recent testimonials
should be addressed to the Chief Establishment
Officer, Public Buildings, Georgetown, for delivery
not later than 22nd April, 1958. Candidates
already in Public Service should submit their
applications through their Governments. Applica-
tions received after this date will not be considered.
Testimonials are not required for applicants already
in Public Service.

POST OF CROWN LAND SURVEYOR
DOMINICA.



PPLICATIONS are invited from suitably
qualified candidates for appointment on con-
tract to the non-pensionable post of Surveyor in
the Department of Agriculture and Forestry,
Dominica, for a period of two years in the first.
instance.
2. Salary will be in the scale $2,400 x 12':-
$3,360 per annum plus a 20% pay addition. The
point of entry into the scale will be determined
according to the qualifications and experience of
the candidate. Subsistence allowance will be
payable at current rates when on duty away from
assigned headquarters. Quarters are not provided.
3. Transport allowance will be paid at current
rates if the officer is required by Government to-
maintain a means of transport.
4. A free passage to I)ominica will be provided
on appointment and a free return passage will
also be provided on satisfactory completion of
contract.
5. Duties will consist mainly of surveys,
demarcating Crown Lands for reserves and for
sale under a land settlement scheme, as well as the
laying out of contours under a soil conservation
Scheme. The post requires an active, responsible
person capable of working on his own.

and past experience, accompanied by two recent
testimonials, should be addressed to the Adminis-

reach him not later than 30th April, 1958.

THE following memorandum on the subject of Cost-of-Living Index Figures, in so far as agricultural
labourers are concerned, is published for general information.
The index was revised in June, 1957 and is shown hereunder as a new series.

COST OF LIVING INDEX FOR THE MONTH OF MARCH, 1958.



The revised Cost-of-Living Index for all items for the month of March, 1958, was 101.8, a rise
of 1.8 points over the base figure for June, 1957, taken as 100.
The following table shows the Cost of Living Index Figures at the end of each month up to June,
1957 as compared with the base year (August, 1939) taken as 100, as well as the figures in the new

Food : There was a decrease in the retail price or uornnower ana increases in tne retail
prices of Fresh Meat and Ground Provisions, which resulted in an increase of .8 points over the figures
for February, 1958, and brought the figure for Maich to 102.7.
Fuel and Cleaning: There was no change in the price of the items in this group during the
period. Like February, 1958, the index figure remained at 98.2.
Clothing : During the period under review, the average level of prices of Men's Shirts and White
Drill increased while Women's Vests decreased which resulted in a decrease of .7 points below the
figure for February, 1958. The group index figure was 100.8.
Drink and Tobacco: There was no change in the prices of the items in this group during the
month. The January Index figure of 100 therefore remained unchanged.
Miscellaneous Goods: Due to increases in the retail price of Iron Pots and Plates, and a
decrease in the retail price of Cutlasses, the index figure under this group rcse by 1.1 points over the
February figure. The index figure at the end of the period was therefore 106.1.
