Fire Precautions On Ships.

THE following notice from the Ministry of Trans-
port and Civil Aviation, London is published
for general information.
The recently published :Ministry pamphlet "Fires
in Ships" stressed that lubricating oil can cause a
serious fire, and an example of this is shown in an
explosion followed by fire in the engine room which
last year immobilised a motor vessel for twelve
hours.
The explosion was caused by piston cooling oil
being discharged from a fractured piston rod sleeve
into one of the main engine cylinders and thence
into the exhaust manifold where it formed an
explosive mixture with scavenging air. A section
of the manifold was shattered and flaming oil was
sprayed about the forward end of the engine room
and all over the main switchboard.
A 34-gallon froth extinguisher was used on the
rapidly developing fire without much effect and the
situation was beyond immediate control. The
main engines were stopped but it was impossible
to remain in the engine room, and the chief
engineer and his staff operated the appropriate
remote controls to stop the auxiliary machinery
and shut off all fuel supplies to the machinery.
All openings to the engine room were closed and
CO gas was injected to smother the fire. Six
hours after the outbreak the chief and second
engineers were able to enter the engine room from
the tunnel door and put out all smouldering fires
with hoses connected to the emergency pump.
The casualty shows that lubricating oil fires are
potentially as dangerous as those from fuel oil and
that smctheri'g gas and well fitting closing appli-
cances can extinguish a fire of such proportions
that everyone is driven out of the engine room.
It is noteworthy that the smothering gas to the
engine room was fitted voluntarily by the owners
as an extension of the installation required for the
cargo spaces. There can be little doubt that the
ship was saved from disaster by this prudent
provision.

NOTICE.

T is notified for general information that, as
from 2oth February, 1958, all restrictions
were removed by the U.K. Government on the
import of sterling notes into the United Kingdom,
i.e., of notes which are or have been at any time
legal tender in the United Kingdom. The export
restriction of 10 from the United Kingdom, how-
ever, still applies.
2. Sterling notes may now be brought into the
United Kingdom by travellers without limit or
sent for collection from any country. Notes sent
for collection should be despatched at the risk of
the sender to the usual banking correspondents in
the United Kingdom of the sender or of his local
bank.

WEST INDIAN PUBLICATIONS.

THE attention of the public is invited to The West
Indian Publications Regulations, 1C58, which
were made on 13th January, 1958, and published in
the Legal supplement of The West Indies Gazette
Volume 1 No. 7.
The regulations require inter alia that, within
one month after publication, one copy of each
West Indian publication be supplied to the
Federal Secretary for the purpose of establishing
and maintaining a Federal library of all West
Indian publications and one copy to the library of
the University College of the West Indies.
A limited number of the supplement is on sale
at the Government Office.

The Grenada Volunteer Constabulary
Training Camp 1958.

Monday 17th March, 1959, to Sunday 30th March,
1958.
Members of the St. David's, Grenville, Birch-
grove, Hermitage, Union and Sauteurs detachments
of the Grenada Volunteer Constabulary will be in
Camp at Queen's Park, St. George's, from 9th
April to 22nd April, 195{.
Employers are kindly requested to release any
member or members of the Constabulary in their
employ for the purpose of attending the Training
Camp during the above mentioned periods.

VACANT POST.

LIBRARIAN-FEDERAL SUPREME COURT.

A PPLICATIONS are invited for the post of
Librarian at the Central Registry of the
Federal Supreme Court with salary in the scale
$3,600x120-$4,080x240-$4,800.
Candidates are required to hold a professional
qualification in librarianship with special training
and experience in law libraries.
Candidates having a degree in Arts or Law or
other special qualifications or experience will be
given special consideration for appointment above
the minimum of the salary scale.
The duties will entail the assembling of a basis
Collection of the leading legal text books and law
reports and the caring for, cataloguing and indexing
of all the books and, of his own initiative, improv-
ing and keeping the law library up-to-date.
General Conditions of Service
In the case of persons recruited from outside
Trinidad, quarters will be provided at a rental of
10% of salary ; if heavy basic furniture is required
this will be at 5% per annum of the value of the
furniture.
Free passages by the cheapest and most direct
route would be provided on appointment for the
officer, his wife and dependent children, up to a
maximum of five persons in all.
Vacation leave will be granted at the rate of
45 days per annum.


Leave passages will be provided, not exceeding
the cost of three adult return passages to the
United Kingdom after a minimum tour of not less
than four years.
Free medical attention will not be provided, but
cost of operative treatment, X-ray examination
and bacteriological services for the officer himself
would be met.
Subsistence allowance payable at the approved
rate when travelling on duty.
Applicants should submit one up-to-date testi-
monial and furnish the names of two referees
including if possible one resident in the Caribbean
to whom they have been known for at least
three years.
Candidates should address their applications to

APPLICATIONS are invited for the post of
Financial Secretary, Dominica.
Salary: The salary of the post, which is
pensionable, is in the scale $4,320 x 120-$5,280
per annum, plus a 20% pay addition, plus $240 p.a.
as Chairman, Income Tax Commissioners, $360
p.a., as Currency Officer and $172.80 per annum
as Naval Reporting Officer. The appointment
carries with it liability to transfer to any post of
equivalent status in the Windward Islands.
Duties: The duties of the post are:-
(i) to advise Government on all financial matters;
(ii) to be responsible for Finance and Fiscal
Policy; Customs and Taxation;
(iii) to perform the duties of Comptroller of
Customs and Excise; Currency Officer;
Naval Reporting Officer; Chairman, Income
Tax Commissioners; Chairman Agricultural
Loans Board;
(iv) to perform any other duty and render any
further assistance as may be directed. The
holder of the post is an ex-officio Member
of the Executive Council and Legislative
Council and a nominated Member of the
Roseau Town Council.
Qualifications: The officer must be competent
to advise on all aspects of financial policy. He
must be capable of exercising financial control over
all branches of Government Revenue and Expendi-
ture. Preference will be given to a candidate who
has served several years in a senior post in the
Public Service, preferably, in a financial capacity.

Department Of Science and Agriculture,
Barbados.

Post is pensionable with salary in the scale

probation in the first instant. Under the provi-:ions
of the Widows' ai.d Orphans' Pension Act a deduct-
ion at the rate of four per centum is m de from
the officer's salary unless the officer is already a
contributor to an approved Widows' and Orphans'
Pension Scheme of another territory.
Passage expenses on appointment for officer and
family payable up to a maximum cf $1,920.
Leave passages are provided for otficer and wife
after three and a half years' service. Leavo is
granted in accordance with local Regulations. No
quarters are provided.

Government Analyst :-
(1) in Laboratory maintenance and technical
administration ;

Medical Department-Vacancy For
Radiographer.

APPLICATIONS are invited from suitably
qualified persons for appointment as Radio-
grapher, Medical Department.
2. Appointment and salary: On contract
for three years with salary in the scale $3,048-
$3,040 per annum : commencing salary commen-
surate with qualifications and/or experience: a
gratuity of 229% of salary will be paid in respect
of each completed period of 3 months' satisfactory
resident service, either at six-monthly intervals
during the period of contract, or in a single lump
sum on the conclusion of leave earned. If the
gratuity is paid at six-monthly intervals, earned
vacation leave would not count for gratuity pur-
poses, but if paid in a single lump sum on conclu-
sion of the engagement, leave would earn gratuity.
3. Duties: To work in either the X-Ray
Diagnostic or Therapeutic branches of the Medical
Department under the direction and control of the
Radiologist.


4. Qualifications: Membership of the Society
of Radiographers. holding the Society's Diploma
and not lecs than 2 years' post-graduate experience
in the X-Ray Department of a recognized hospital.
5. Medical fitness: The successful candidate
will be required to pass a medical examination for
admission to the Public Service.
6. Leave : General Orders and existing regula-
tions on the subject provide five days' leave for
each completed month of resident service up to a
maximum of six months. A minimum tour of
service is two years.
7. General Information: Appointment will
he subject to Colonial Regulations, General Orders,
Stores Regulations, Financial Regulations, and
local regulations in force from time to time in so
far as they are applicable. A candidate in The
West Indies, if successful, would be provided with
passages to British Guiana for himself, his wife
and children (if any), not exceeding five persons in
all, provided they either accompany him to British
Guiana or join him here within twelve months of
his departure for the Colony : children to he under
18 years of age, unmarried and dependent on the
officer. A similar passage concession will be
granted, at Government expense, for the officer
and his family, back to the country from which
lie was recruited, on satisfactory completion of his
contract.

APPLICATIONS are invited for the post of
Agricultural Officer (Extension), Department
of Agriculture, St. Vincent.
Salary: The salary of the post, which is
pensionable, is in the scale $3,360 x 120- $4,320,
plus a pay addition of 20% of salary. The appoint-
ment will be on a contractual basis or on second-
ment, for a period of 2 years in the first instance.
The pension rights of any pensionable seconded
officer will be preserved.
Duties : The duties of the officer will be those
assigned to him by the Superintendent of Agricul-
ture to whom he will be directly responsible. Such
duties will include the direction of Agricultural
Extension and Soil C(onservation programmes, as
well as general work of an administrative nature.
Qualifications: The minimum qualification
required is the Diploma of the Imperial College of
Tropical Agriculture or an equivalent degree, with
experience in Tropical Agriculture. General
administrative experience and knowledge of ex-
tension work would be advantageous.

NOTICE.


APPLICALIONS are invited for the post of
Marketing Officer, St. Vincent.
Salary : The salary of the post, which is non-
pensionable is in the scale $4,080x $120-$4,800
per annum. The appointment will be on a con-
tractual basis for a period of two years in the first
instance.
Duties: The duties of the post are:
(i) to perform all duties in connection with
the purchasing, grading, storage, pack-
aging, shipment and sale of a wide
range of agricultural commodities ;
(ii) to supervise the accounting, clerical and
field staff which will be emyloyed in
the Marketing Organisation;
(iii) to carry out such other duties which
may be assigned to him from time to
time;
Qualifications: The applicant must have a
good general education and should possess one or
a combination of the following qualifications
(a) General business experience.
(b) Accounting experience.
(c) Experience or training in the Marketing
of Agricultural produce with particular
emphasis on ground provisions.
A good general knowledge of agriculture
will be advantageous.

EASTERN CARIBBEAN FARM INSTITUTE TRINIDAD,
THE WEST INDIES.



Principal.

PPLICATIONS are invited for the post of
Principal of the Eastern Caribbean Farm
Institute, which is maintained by thirt-en Govein-
ments in the region to train the suborlinate staffs
of Departments of Agriculture and others in the
practice and theory of agriculture at sub-University
level. The Principal is a member of tho Governing
Body and the administrative and academic head of
the Institute, charged with full responsibility for
the training cf sixty-four students (male) in
residence, at present, for a period of tw:nty-one
months: he has wide scope for initiative in pro-
posing developments in this relatively new in-
stitution.
The 150 acre mixed farm has been established
over the last five years as a self-supporting teach-
ing unit and has a balance of money available to
extend practical teaching facilities.
The post is pensionable for personal and Widows'
and Orphans' benefits under the Overseas Super-
annuation Scheme administered by the Crown
Agents for Overseas Governments and Adminis-
trations, to which the Principal, if eligible for
membership, contributes approximately 4% of basic
S ya, and the Institute 22%: if he is ineligible,


an allowance is paid in lieu of pension rights.
The salary offered, subject to consideration for
upward revision in accordance with any recom-
mendations which may be made for the Trinidad
government t salary to which it is linked, is 1,450
(basic) plus 200 per annnm non-pensionable duty
allowance, 50 per annum entertainment allowance,
and mileage allowance for all official travelling.
Comfortable self-contained furnished quarters
are provided at 8% of salary subject to a maximum
of 10. 8. 4 per month plus 5% per annum of the
value of furniture supplied. Free approved
passages for the Principal and his wife and children
under the age of 18 years who are dependent
upon him up to a maximum of five persons in all
from his place of domicile or recruitment will be
granted on appointment. Vacation leave at the
rate of 45 days for each full year of service, with
approved leave passages to a maximum of three
full fares, if applicable, to place of normal domicile,
are allowed after every two and a half years'
residential service.

and experience, together with the names and
addresses of three persons to whom reference may

GEOLOGICAL SURVEYS DEPARTMENT,
BRITISH GUIANA.


Vacancy for Diawing Office Supervisor.


PPLICATIONS are invited for appointment as
Drawing Office Supervisor, Geological Sur-
veys Department, with salary on the scale $3,696
-$4,561 per annum-nonpensionable : commen-
cing salary commensurate with qualifications and/
or experience: appointment on contract for three
years renewable by mutual consent would be
allowed on request. If appointment is on contract,
gratuity at the rate of .2i' of basic salary will be
paid in respect of each completed period of three
months' resident service.
2. Duties: To re-organise the drawing office
on modern lines, advise on new equipment, in-
struct junior staff in the compilatioL and laying
out of topographic maps and the preparation of
geological maps and drawings for publication, and
prepare a physiographic map of British Guiana;
and to perform such other duties as may be assign-
ed by the Head cf the Department or other duly
authorised officer.
3. Qualifications: A good general education,
with either a School Certificate with four credits
of which one must be English Language, or the
General Certificate of Education with passes in
five subjects, including English Language. Can-
didates should have considerable experience pre-
ferably in a geological drawing office, and should
be familiar with simple methods of preparing maps
from aerial photographs.
4. Medical Fitness: The successful candi-
date, if not already holding a pensionable post in
the Public Service, will be required to pass a
medical examination for admission thereto.
5. Leave: General Orders and existing regu-
lations on the subject provide for five days' leave
for each completed month of resident service up to
a maximum of six months. A minimum tour of
service is two years.
6. General Information: Appointment will
be subject .o Colonial Regulations, General Orders,
Store Regulations, Financial Regulations and other
local regulations in force from time to time in so
far as they are applicable. Passages to British
Guiana for himself, his wife and children (if any),
not exceeding five persons in all, provided they
either accompany him to British Guiana or join
him here within twelve months of his departure
for the Colony, (Children to be under 18 years
of age, unmarried and dependent on the officer),
world be provided on appointment and on the
satisfactory completion of the period of service if
on contract.

year of birth, educational qualifications and exper-
ience, and accompanied by at least two recent
testimonials should be addressed to the Chief
Establishment Officer, Public Buildings, George-

NOTICE.

VACANCY FOR PERMANENT SECRETARY MINISTRY
OF TRADE AND INDUSTRY, BRITISH GUIANA.

PPLICATIONS are invited for appointment as
Permanent Secretary to the V! ministry of Trade
and Industry, with salary at $7,680 (B.W.I.) a
year. The post is pensionable, but appointment
on contract will be made in the case of a candidate
over the age of 40 years who is not already in
Public Service. If appointment is on contract, a
gratuity at the rate of 22%/o of basic salary for
each completed period of 3 months' resident
service will be paid.
2. The Ministry of Trade and Industry deals
with the subje-cts of Overseas Agreements on Trade,
the promotion of Industry ani Commerce, the Co-
operative Movement, Industrial Investigations and
Research and Trade Enquiries. The Minister is
responsible for the Government Departments of
Supplies and Prices, Imnort and Export Control
and Co-operative Development.
3. The Permanent Secretary is administrative
head of the Min:stry and a principal adviser to
the Minister. A high level of administrative and
economic ability is required. Academic qualifica-
tions are desirable but not essential.

POST OF CROWN LAND SURVEYOR
DOMINICA,



APPLICATIONS are invited from suitably
qualified candidates for appointment on con-
tract to the non-pensionable post of Surveyor in
the Department of Agriculture and Forestry,
Dominica, for a period of two years in the first
instance.
2. Salary will be in the scale $2,400 x 12C-
$3,360 per annum plus a 20% pAy addition. The
point of entry into the scale will be determined
according to the qualifications and experience of
the candidate. Subsistence allowance will be
payable at current rates when on duty away from
assigned headquarters. Quarters are not provided.
3. Transport allowance will be paid at current
rates if the officer is required by Government to
maintain a means of transport.
4. A free passage to Dominica will be provided
on appointment and a free return passage will
also be provided on satisfactory completion of
contract.
5. Duties will consist mainly of surveys,
demarcating Crown Lands for reserves and for
pale under a land settlement scheme, as well as the
laying out of contours under a soil conservation
Fcheme. The post requires an active, responsible
person capable of working on his own.
6. Applications with details of qualifications
and past experience, accompanied by two recent
testimonials, should be addressed to the Adminis-
trator, Government Office, Dominica, and should
reach him not later than 30th April, 1958.

in fee simple in possession of the land described and have applied to the Central Agricultural Rehabili-
tation Committee, St. George's, Grenada, for a loan on security of a mortgage of the said land, and that

THE following memorandum on the subject of Cost-of-Living Index Figures, in so far as agricultural
labourers are concerned, is published for general information.
The index was revised in June, 1957 and is shown hereunder as a new series.
This index cancels and supersedes the index published in the Gazette of 22nd March, 1958.

COST OF LIVING INDEX FOR THE MONTH OF JANUARY, 1958.


The revised Cost-of-Living Index for all items for the month of January, 1958, was 100.5, a rise
of .5 points over the base figure for June, 1957, taken as 100.
The following table shows the Cost of Living Index Figures at the end of each month up to June,
1957 as compared with the base year (August, 1939) taken as 100, as well as the figures in the new
series with the base at June, 1957 taken as 100:-

Food : There was no change in the prices of the items under this group during the period under
review. The index figure of 101.3 for December, 1957, remained unchanged.
Fuel and Cleaning: Due to a decrease in the retail, price of kerosene, the inddx figure under this
group dropped by 1.8 points under the December figure. The index figure at the end of the period was
therefore 98.2.
Clothing: During the period under review, the average level of prices of Panties and Silk Dress
Material (Flowered) dropped by -2 points. The group index figure was .101.5 for January, 1958 as com-
pared with 101.7 for December, 1957.
Drink and Tobacco: There was no change in the prices of the items in this group during the
month. The December Index figure of 100 therefore remained unchanged.
Miscellaneous Goods: Due to increases in the retail price of Plates Cutlasses, and Ladies Shoe
Repairs, the index figure under this group rose by 3.4 points over the December figure. The index
figure at the end of the period was therefore 101.5.
