FEDERAL STAFF.


APPLICATIONS are invited for the undermen-
tioned 'posts in the Federal Service.
Candidates, should submit their applications,
accompanied by certified copies of three testi-
monials, to the Assistant Administrator, Grenada,
not later than 28th February, 1958. Relevant
details of the qualifications and experience required
are given hereunder :--
(i) Administrative Assistant-$4,080 x 240
-5,520. This officer will be required to take the
Federal Court whenever it sits in Port-of-Spain
and to attend the Judges whenever applications
are made before them in Chambers. His designa-
tion will be Court Clerk. He will be responsible
for arranging all civil and criminal papers which
have been filed and/or received in the Registry, the
writing up of the cause books and registers and will
be required to be thoroughly acquainted with Hll
the Orders and Rules relating to the practice and
procedure of the Court in its original and appellate
jurisdiction. He will be required to take minutes
of all proceedings in Court and in Chambers and to
draft all warrants, orders and judgments of the
Court and orders of the Judges in Chambers which
will be settled by the Registrar, and to be in
charge of all exhibits put into Court on the hearing
of cases and applications in Chambers. He will
also assist in checking and passing office copies.
One of the reasons why an officer of the
Administrative Assistant's grade is required apart
from the above duties is that the Judges will need
the assistance of an experienced officer to conduct
the Courts and be of assistance to them when
necessary on the hearing of applications in
Chambers where these duties are of a very
technical and specialized nature.
(ii) Clerical Officer-Grade I-$2,640 x 120 -
3,600. This officer will be styled Counter Clerk.
His duties include the acceptance of all dccumeots
required to be filed in the Registry (seeing that
they are in proper from before acceptance) from,
and giving assistance to, solicitors, their clerks and
the general public; receiving cash, issuing receipts,
preparing deposit vouchers for money received, the
vouching of solicitors' bills fcr taxation and check-
ing of bills after taxation; the preparation of daily
lists of cases for trial when the Court is in session;
keeping the cause books, assisting, if necessary, in
typing work to be done in the office and such other
duties as the Registrar may from time to time
assign to him.
(iii) Two Clerical Officers Grade II-$1,680
x 120-2,640, These two officers will be
assigned duties in the department under the
Assistant to the Registrar, such as the
preparation and keeping of the accounts of
the department, the monthly pay sheets for the
Judges and staff of the department and the salary
book, the registers of Barristers and Solicitors of
the several Territories, assisting with the prepara-
tion of the yearly estimates by the Registrar,
preparation of counterfoil returns, stamp returns,
reconciliation statements, certificates of non pay-
ment to costs, the issue of orders for the supply of
office requirements, assisting in the annotation in
the books of the department of the changes in
Statutes, Lawe, Orders and Rules of Court of all


publications in the United Kingdom and The West
Indies and other Territories (a very important and
practically full-time job' and assisting the other
officers so that in the case of an emergency they
would be able to undertake such duties of the
higher posts as the Registrar may assign to them.

NOTICE.

INCOME TAX.


T HE Income Tax Ordinance states: "Every
person chargeable with tax shall, on or before
the prescribed date in every year, deliver to the
Commissioner a true and correct return of the
whole of his income from every source whatsoever
for the year immediately preceding the year of
assessment, and shall, if absent from the Colony,
give the name and address of an agent in the
Colony."
2. Notices of Return have been sent out by the
Inland Revenue Department, but it is the duty of
taxpayers to ensure that they get such a form and
make a return as required by law. (Forms are
obtainable from the District Revenue Offices),
3. Failure to submit such a Return within the
prescribed time renders the taxpayer liable to a
penalty not exceeding 100% of the tax payable.

NOTICE.

INLAND REVENUE DEPARTMENT.


NOTICEQ of Employers Returns have been sent
to all Employers and Heads of Government
Departments, and the co-operation of these Em-
ployers is requested so that the returns may be
received t the Inland Revenue Department as
early as possible and not later than the 28th
February next.
The Income Tax Ordinance No. 32 of 1956
provides that it shall be the duty of every
employer to send in such a return. Failure to
do so within the prescribed period carries a
penalty not exceeding $750.0C.

VACANT POST OF SENIOR MASTER (SCIENCE)
DOMINICA GRAMMAR SCHOOL.

PPLICATIONS are invited from suitably
qualified persons for appointment to the post
of Senior Master (Science) Dominica Grammar
School.
2. The post is pensionable and carries salary in
the scale $2,880 x $120-$3,6LO plus a pensionable
pay addition of 20% of salary. A commencing
salary higher than the minimum may be paid
depending on the qualifications and experience of
the candidate selected.
3. Qualifications. Applicants should possess a
Science Degree from a recognized University. A
Diploma in Education or teaching experience would
be an advantage.


Science subjects: Chemistry, Botany, Physics,

5. The appointment will be subject to medical
fitness and on probation for a period of two years

candidates, including experience, should be for-
warded to the Administrator, Government Office,
Dominica, not later than 28th February, 1958.


NOTICE.

PPLICATIONS are invited from suitably
qualified candidates for appointment to the
post of Assistant Secretary (Administrative)
Windward Islands, particulars of which are as
follows :
1. Appointment. The post is on the per-
manent and pensionable establishment and the
appointment carries with it liability to transfer to
any post of equivalent status in the Windward
Islands.
2. Salary. The salary of the post is at the
rate of $2,880 p.a. (in the scale $2,880x120-
$4,08C) plus a pensionable pay addition of 20 per
cent of salary.
3. Quarters. Quarters are not provided, but
in the event of Government quarters being avail-
able they may be rented at rental not exceeding
10% of salary or 5% of assessed value, whichever
is less.
4. Leave. The officer will be eligible for
vacation leave at the rate of 45 days for each
completed period of 12 months' resident service,
accumulating up to a maximum of 180 days.
5. Duties. The duties of the post will include
(a) Division of files between the various
branches of the office.
(b) Initiation of action on files, other than those
for the financial branch, and preparation of
draft replies, despatches etc. etc.
(c) Supervision over the telegrams Clerk and
general responsibility for the receipt and
despatch of telegrams, including decode of
those received after office hours.
(d) Responsibility for secret and higher grade
files and all cypher material etc.
(e) Supervis.on of the Departmental Votes
Accounts, maintenance of the General
Or er book and certifying of all claims.
(f) Supervision of matters affecting leave,
attendance and discipline.
(g) General assistance and advice to the Chief
Secretary.
(h) Any other duties wnich may from time to
time be assigned to him by the Chief
Secretary.
6. General Information. The officer will be
subject to the Colonial Regulations, the Wind-
ward Islands Financial & Store Rules, the local
General Orders and Subsidiary legislation in force
from time to time. Government officials are
liable to taxation imposed by local enactments.

THE following memorandum on the subject of Cost-of-Living Index Figures, in so far as agricultural
labourers are concerned, is published for general information.

COST OF LIVING INDEX FOR THE MONTH OF DECEMBER, 1957.

The revised Cost-of-Living InJex for all items for the month of December, 1957. was 100.2, a rise
of .2 point over the base figure for June, 1957, taken as 100. When this revised index is linked with
the index figure for June, 1957, in the old series, in order to produce an "all items" figure for December,
1957, comparable with all the indices published from November, 1942 up to and including June, 1957,
i.e. on the basis of August, 1939 taken as 100, the index is 239.6 (290 in whole number) or a rise of
*6 points. The calculation for linking the index is as tollows.
All items index for June, 1957 (August 1939=100) 289
All items index for December, 1957 (June 1957 = 100) 100.2
Therefore Linked All items index for December, 1957 289.6
(August, 1939 = 100) = 289 x 100.2
100
or 290 in whole number.

with the basic year (August, 1939) taken as 100:-

PRINCIPAL CHANGES DURING MONTH.
Food: There was no change in the prices of the items under this group during the period under
review. The index figure of 101.3 for November, 1957, remained unchanged.
Fuel and Cleaning: There was no change in the prices of the items in this group during the
period. Like November, 1957, the index figure remained at 100.
Clothing: During the period under review, the average level of prices of articles under this
group remained unchanged. The group index figure was the same as November, 1957, or 101.7.
Drink and Tobacco: There was no change in the prices of the items in this group during the
month. The November Index figure of 100 therefore remained unchanged.
Miscellaneous Goods: Due to decreases in the retail price of Plates and Cutlasses, the index
under this group dropped by .5 points under the November figure. The index figure at the end of the
period was therefore 98.
