NOTICE.

CARNIVAL REGULATIONS

HE public is hereby warned that the following
T acts constitute offences against the law:-
(a) Celebrating the Carnival before 6.00 a.m.
on the Monday preceding Shrove Tuesday
or after midnight on Shrove Tuesday;
(b) Lighting or keeping alight any bonfire in
any public place on the Sunday preceding
the Carnival or on the night of the Monday
preceding Shrove Tuesday, commonly known
as Cannes Brulee";


(c) Wear any MASK or any other disguise
which conceals any part of the face;
(d) Singing of indecent, immoral or libellous
songs;
(e) Carrying of whips, sticks, or other offensive
weapons;
(f) Dressing or disguising as a person of the
opposite sex;
(g) Blowing of any noisy instruments (includ-
ing conch shells) BETWEEN MIDNIGHT
on Saturday preceding the Carnival and
6.00 a.m. on the Monday of Carnival ;
(h) Discharge, let off or assist in the discharg-
ing of, or letting off of, any fireworks (which
expression shall include fireworks locally
known as bombs ") or anything of a like
kind or nature.

POLICE NOTICE.

CARNIVAL.


Use of Vehicles licensed as Goods Vehicles
for the conveyance of Passengers.



(i) In the interest of public safety the attention
of the owners of Goods vehicles is directed
to S.s. (3) of Section 14 of the Motor
Vehicles and Road Traffic Ordinance, 1938
which provides for the grant of permission
to enable a vehicle licensed as a Goods
Vehicle to be used as a private motor car
for the conveyance of passengers without
hire or reward.
(ii) Owners of Goods vehicles intending to use
them for the purpose of conveying
passengers during Carnival are advised to
apply to Police Headquarters, St. George's
for the necessary permission to do so. This
will be given only after inspection of the
vehicle, when a certificate will be issued,
and on production of a policy of insurance
in respect of third party risks which policy
complies with the requirements of the
Motor Vehicles Insurance (Third Party
Risks) Ordinance 1939.
(iii) Owners and Drivers of Goods vehicles are
hereby warned that the carriage of
passengers in Goods vehicles contrary to the
provisions of the Motor Vehicles and Road
Traffic Ordinance will render them liable to
prosecution.

Government Technical Institute at a cost of

NOTICE.

INCOME TAX.

THE Income Tax Ordinance states: "Every
person chargeable with tax shall, on or before
the prescribed date in every year, deliver to the
Commissioner a true and correct return of the
whole of his income from every source whatsoever
for the year immediately preceding the year of
assessment, and shall, if absent from the Colony,
give the name and address of an agent in the
Colony."
2. Notices of Return have been sent out by the
Inland Revenue Department, but it is the duty of
taxpayers to ensure that they get such a form and
make a return as required by law. (Forms are
obtainable from the District Revenue Offices).
3. Failure to submit such a Return within the
prescribed time renders the taxpayer liable to a
penalty not exceeding 100% of the tax payable.

NOTICE.

INLAND REVENUE DEPARTMENT.

OTICES of Employers Returns have been sent
to all Employers and Heads of Government
Departments, and the co-operation of these Em-
ployers is requested so that the returns may be
received at the Inland Revenue Department as
early as possible and not later than the 28th
February next.
The Income Tax Ordinance No. 32 of 1956
provides that it shall be the duty of. every
employer to send in such a return. Failure to
do so within the prescribed period carries a
penalty not exceeding $750.00.

the next four months the greatest care ,and
economy in the use of pipe borne water and to
avoid all waste.
Householders are asked:
1. To immediately report any leaking faucets to
the Water Works Department.
2. To close off all-faucets directly after use and
not permit water to run to waste in
kitchens and baths.
Residents in the St. Paul's and the Grand Anse
areas are requested to pay particular attention to
this notice.

VACANT POST OF SENIOR MASTER (SCIENCE)
DOMINICA GRAMMAR SCHOOL.

PPLICATIONS are invited from suitably
qualified persons for appointment to the post
of Senior Master (Science) Dominica Grammar
School.
2. The post is pensionable and carries salary in
the scale $2,880 x $120-$3,6G0 plus a pensionable
pay addition of 20% of salary. A commencing
salary higher than the minimum may be paid
depending on the qualifications and experience of
the candidate selected.
3. Qualifications. Applicants should possess a
Science Degree from a recognized University. A
Diploma in Education or teaching experience would
be an advantage.
4. The 'candidate selected will be required to
organise the Science Department of the School
and to teach to the School Certifieate and Higher
School Certificate standard some of the following


Science subjects: Chemistry, Botany, Physics,
Mathemetics.
5. The appointment will be subject to medical
fitness and on probation for a period of two years,

Dominica, not later than 28th Febuary, 1958.


NOTICE.

PPLICATIONS are invited from suitably
qualified candidates for appointment to the
post of Assistant Secretary (Administrative)
Windward Islands, particulars of which are as
follows :
1. Appointment. The post is on the per-
manent and pensionable establishment and the
appointment carries with it liability to transfer to
any post of equivalent status in the Windward
Islands.
2. Salary. The salary of the post is at the
rate of $2,880 p.a. (in the scale $2,880x120-
$4,08C) plus a pensionable pay addition of 20 per
cent of salary.
3. Quarters. Quarters are not provided, but
in the event of Government quarters being avail-
able they may be rented at rental not exceeding
10% of salary or 5% of assessed value, whichever
is less.
4. Leave. The officer will be eligible for
vacation leave at the rate of 45 days for each
completed period of 12 months' resident service,
accumulating up to a maximum of 180 days.
5. Duties. The duties of the post will include
(a) Division of files between the various
branches of the office.
(b) Initiation of action on files, other than those
for the financial branch, and preparation of
draft replies, despatches etc. etc.
(c) Supervision over the telegrams Clerk and
general responsibility for the receipt and
despatch of telegrams, including decode of
those received after office hours.
(d) Responsibility for secret and higher grade
files and all cypher material etc.
(e) Supervision of the Departmental Votes
Accounts, maintenance of the General
Order book and certifying of all claims.
(f) Supervision of matters affecting leave,
attendance and discipline.
(q) General assistance and advice to the Chief
Secretary.
(h) Any other duties wnich may from time to
time be assigned to him by the Chief
Secretary.
6. General Information. The officer will be
subject to the Colonial Regulations, the Wind-
ward Islands Financial & Store Rules, the local
General Orders and Subsidiary legislation in force
from time to time. Government officials are
liable to taxation imposed by local enactments.

COST OF LIVING INDEX FOR THE MONTH OF NOVEMBER, 1957.

The revised Co-t-of-Living In.lex for ill item. for the month of November, 1)57. wi 100.3, a rise
of .2 pint over the base figure for June, 1957, taken as 100. When this revised index is linked with
the index figure for June, 1957, in the old series, in order to produce an "all items" figure for November,
1957, conmparahle with all the indices published from November 1942 up to and including June, 1957,
i.e. on the basis of August, 1939 taken as 1'0, the index is 239.8 (290 in whole number) or a rise of
-8 points. The calculation for linking the index is as follows.
All items index for -Tune, 1957 (August 1939=100) 289
All i -ins index for November, 1957 (Ju ie 1957 = 100) 100.3
Therefore Linked All items index fo- November, 1957 289.8

PRINCIPAL CHANGES DURING MONTH.
Food: There was no change in the prices of the items under this group during the period under
review The index figure of 101.3 for October, 1957, remained unchanged.
Fuel and Cleaning : There was an increase in the retail price of Kerosene, which resulted in an
increase of 1.8 points over the figure for October, 1957. The index therefore for November was 100.
Clothing: During the 'period under review, the average level of prices Women's Vests and
Panties increased while Silk Dress Material and White Drill decreased which resulted in an increase
of .9 points over the figure for October, 1957; The group index figure was 101.7.
1 rink and Tobacco: There was no change in the prices of the items in this group during the
month. The October Index figure of 100 therefore remained unchanged.
Miscellaneous Goods: There was a decrease in the retail price of Plates which outweighed an
increase in Cinema Fare. The index number therefore for November, 1957, was 98.6.
