Notice to Importers & Exporters.

THE attention of Importers and Exporters is
drawn to S.R. & O. No. 52 of 1957, which
amends S.R. & O. No. 24 of 1951.
The effect of this amendment is to give the
Port Officer power to remove from the wharf and
Customs Area, at the risk and expense of Owners
or Consignees, any goods lying there for over 24
hours.
The object of this S.R. & 0. is to enable
measures to be taken to relieve the congestion on
the wharf and the obstruction to traffic in the area
which is caused when non-warehousable items of
goods are left; lying on the wharf and roadway for
unduly long periods.
Owners and Consignees are therefore requested
to co-operate with the Port Officer by having their
non-warehousable goods removed from the wharf
and roadway as early as possible and avoid having
to pay the extra costs which would be incurred if
the Port Officer has to take action.

Rates of Commission for issue and redemption
of currency notes and coin (Currency
Ordinance 1950, section 7).

T is notified for general information that the
rate? of commission payable to the Board in
respect of the issue and redemption of currency
notes and coin are as follows:-
Issue: Three-eights per centum.
Redemption: Seven-sixteenths per c3ntum,
and in addition to the above rates, the cost of any
telegrams sent by the Board or by the Crown
Agents in connection therewith.

NOTICE.

INCOME TAX.

HE Income Tax Ordinance states: "Every
person chargeable with tax shall, on or before
the prescribed date in every year, deliver to the
Commissioner a true and correct return of the
whole of his income, from every source whatsoever
for the year immediately preceding the year of
assessment, and shall, if absent from the Colony,
give the name and address of an agent in the
Colony."
2. Notices of Return have been sent out by the
Inland Revenue Department, but it is the duty of
taxpayers to ensure th-it they get such a form and
make a return as required by law. (Forms are
obtainable from the District Revenue Offices).
3. Failure to submit such a Retura within the
prescribed time renders the taxpayer liable to a
penalty not exceeding 100% of the tax payable.

INLAND REVENUE DEPARTMENT.

NOTICES of Employers Returns have been sent
to all Employers and Heads of Government
Departments, and the co-operation of these Em-
ployers is requested so that the returns may he
received at the Inland Revenue Department .s
early as possible and not lIter than the 28th
February next.
The Income Tax Ordinance No. 32 of 1956
provides that it shall be the duty of every
employer to send in such a return. Failure to
do so within the prescribed period carries a
penalty not exceeding $750.00.

IHE FEDERATION OF THE WEST INDIES.



ADVERTISEMENT.

1. APPLICATIONS are invited for the post of
Economist on the Establishment of the Federal
Government of the West Indies. Salary $8,880
per anniim 'rate of exchange $4.80 to 1 sterling).
2. T!.c post will eventually be pensionable on
the Fedcral Establishment and arrangements would
be made to preserve existing pension rights of
serving government officers by s:eondment. Selec-
ted canriidates would be required to serve at
Headquarters in Trinidad and in any of the
territories forming the Federation. Free passages
provided on first appointment and termination for
officer and family up to five persons in all. Leave
at the rate of 45 days a year. Leave passages up
to three adult passages after tour of two'and a
half years. Accommodation provided at 10 per
cent of salary; plus furniture at approximately 5
per cent of cost per annum
3. The Economist will work under the direction
of the Senior Ec'-nnmist, Economic Planning Div-
ision. He will be required to assist in a programme
of collating data and of economic assessment of the
Federal \rea in order that studies can be completed
on which economic planning can be formulated.

4. Qualifications required are an Honours or
Research Degree in Economics and at least two
years' experience in the field of applied economics,
i.e. in economic planning organisation or Depart-
ment of Finance or Trade and Production or
comparable experience elsewhere in economic
research investigation, in particular of field surveys
of a practical nature.
5. Applications, giving age and particulars cf
qualifications and experience, together with names
of two personal referees, should be submitted be-
fore 22nd February, 1958, to the Federal Secretary,
Whitehall", 29, Maraval Road, Port of Spain,
Trinidad, The West Indies, from whom further
particulars may be obtained.

NOTICE.

PPLICATIONS are invited from suitably
qualified candidates for appointment to the
post of Assistant Secretary (Administrative)
Winmward Islands, particulars of which are as
follows :
1. Appointment. The post is on the per-
manent and pensionable establishment and the
appointment carries with it liability to transfer to
any post of equivalent status in the Windward
Islands.
2. Salary. The salary of the post is at the
rate of $2,880 p.a. (in the scale $2,880x120-
$4,08C) plus a pensionable pay addition of 20 per
cent of salary.
3. Quarters. Quarters are not provided, but
in the event of Government quarters being avail-
able they may be rented at rental not exceeding
10% of salary or 5% of assessed value, whichever
is less.
4. Leave. The officer will be eligible for
vacation leave at the rate of 45 days for each
completed period of 12 months' resident service,
accumulating up to a maximum of 180 days.
5. Duties. The duties of the post will include
(a) Division of files between the various
branches of the office.
(b) Initiation of action on files, other than those
for the financial branch, and preparation of
draft replies, despatches etc. etc.


(c) Supervision over the telegrams Clerk and
general responsibility for the receipt and
despatch of telegrams, including decode of
those received after office hours.
(d) Responsibility for secret and higher grade
files and all cypher material etc.
(e) Supervision of the Departmental Votes
Accounts, maintenance of the General
Order book and certifying of all claims.
(f) Supervision of matters affecting leave,
attendance and discipline.
(g) General assistance and advice to the Chief
Secretary.
(h) Any other duties which may from time to
time be assigned to him by the Chief
Secretary.
6. General Information. The officer will be
subject to the Colonial Regulations, the Wind-
ward Islands Financial & Store Rules, the local
General Orders and Subsidiary legislation in force
from time to time. Government officials are
liable to taxation imposed by local enactments.
Applications containing full particulars including
qualifications and experience of applicant, should
be forwarded to the Chief Secretary, Windward
Islands, Grenada, to reach him not later than
28th February, 1958.


Federal Government
Clerical Officers And Stenographers.

APPLICATION S are invited from suitably quali-
fied persons for employment as Clerical Offi-
cers and Stenographers in the service of the Federal
Government of The West Indies. While candidates
from any territory in the British Caribbean area
are at liberty to apply it is regretted that no assis-
tance can be given towards the cost of travelling
to the Federal Capital incurred by any candidate
selected for interview or appointment.
2. The appointments will be on probation for
a period of three months. If confirmed in their
appointments, candidates will become eligible for
any pensionable benefits which may be approved
by the Federal Government, equally with members
of the government services in the region who are
transferred to the Federal Service.
3. This advertisement is designed to elicit appli-
cations from candidates not at present in govern-
ment service. Applications from persons in gov-
ernment service can only be considered if submitted
through, and with the approval of, the employing
government. Those persons who have already
applied for temporary employment as typists or
stenographers need not apply again. Candidates
selected for temporary employment and desirous
of being considered for permanent employment
will be considered in due course along with other
candidates, if they satisfy the requirements indi-
cated below.
4. The qualifications required for these posts are
as follows :--

Clerical Officers, Grades I and II
(a) a Cambridge School Certificate or equivalent
qualification, with a credit in English. Can-
didates not possessing a credit in English,

and who are otherwise suitable, will be
required to take a qualifying test in English,
unless they have previously passed a similar.
qualifying test for entry to the Civil Service
of a Unit Government in The West Indies;
(b) considerable experience of clerical work in
Government or other public service, indus-
try or commerce.
Stenographers
(a) a Cambridge School Certificate, or equivalent
qualification, with a credit in English. (an-
didates not possessing a credit in English,
and who are otherwise suitable, will be
required to take a qualifying test in English,
unless they have previously passed a similar
qualifying test for entry to the Civil Service
of a Unit Government in the West Indies;
(b) a shorthand speed of at least 100 words per
mpinute, and a typing speed of 50 words per
minute.
Candidates for the post of Stenographer who
fulfil the above requirements will be required to
take a test in shorthand and typing.
5. Salary Scales.
Clerical Oficer, Grade I: $2,640x120-$3,600
Clerical Oficer, Grade I: $1,680x120-$2,640
Stenographer : $1,680x120-$2,640
Entry into the salary scale will normally be at
the minimum but in special cases candidates may
enter at a higher point.
6. Method of Application.
Applications must be submitted on a form which
may be obtained from the Federal Organisation,
" Whitehall", Port of Spain, and he addressed to
the Federal Secretary. Applications should te
accompanied by acceptable evidence of School
Certificate qualification and by two testimonials,
with copies. Appointment will be made only after
reference to the Interim Federal Public Service
Commission or its permanent successor body.
7. The closing date for applications from Trini-
dad and Tobago residents is 31st January, 1958,
and from other territories 15th February. 1958,

tation Committee, St. George's, Grenada, for a loan on security of a mortgage of the said land, and that

T E following memorandum on the subject of Cost-of-Living Index Figures, in so far as agricultural
labourers are concerned, is published for general information.

COST OF LIVING INDEX FOR THE MONTH OF OCTOBER, 1957.

The revised Co4t-of-L'iving In'ex for all items for the month of October, 1957. was 100.1, a rise
of .1 point over the base figure for June, 1957, taken as 100. When this revised index is linked with
the index figure for June, 1957, in the old series, in order to produce an "all items" figure for October,
1957, comparable with all the indices published from November, 194 2 up to and including June, 1957,
i.e. on the basis of August, 1939 taken as 100, the index is 239.2 (289 in whole number) or a rise of
-8 points. The calculation for linking the index is as tollows.
All items index for June, 1957 (August 1939=100) 289
All items index for October, 1957 (June 1957 = 100) 100.1
Therefore Linked All items index for October, 1957 289.2
(August, 1939 = 100) = 289 x 100.1
100
or 289 in whole number.
The following table shows the Cost of Living Index Figures at the end of each month as compared
with the basic year (August, 1939) taken as 100:-

PRINCIPAL CHANGES DURING MONTH.
Food: There was an increase in the retail price of Ground Provisions, which resulted in an
increase of 1.2 points over the figure for September, 1957 ; and brought the figure for October, to 101.3.
Fuel and Cleaning : There was a decrease in the retail prices of Kerosene, which resulted in a
decrease of 1.8 points below the figure for September 1957. The index therefore for October was 98.2.
Clothing : During the period under review, the average level of prices of articles under this
group remained unchanged. The group index figure was the same as September, 1957, or 100.8.
Drink and Tobacco: There was no change in the prices of the items in this group during the
month. The September, Index figure of 100 therefore remained unchanged.
Miscellaneous Goods: Due to an increase in the retail prices of Plates and Cutlasses, which
outweighed decreases in Cinema Fare and Ladies' Shoe Repairs, the index under this group rose by .1
point over the September figure. The index figure at the end of the period was therefore 100.3
