THE following Notice from the Ministry of Trans-
port and Civil Aviation, London, is published
for general information :
1. The Court of Formal Investigation into a
casualty when the master was swept overboard
and the ship subsequently lost owing to the entry
of water through a ventilator coaming and air pipes
drew attention to a recommendation in a Board of
Trade circular No. 1641 of December, 1922, which
relates to the surface ventilation of coal cargoes.
This document is out of print and is at present
being revised, but the following extract is relevant
to the Court's recommendation :-
Position and Types of Ventilatcrs. Whenever
possible, in new vessels the ventilating pipes or
trunks should be led upwards from the compart-
ments which are to be ventilated through a deck
erection or superstructure so that the ventilators
may be less exposed to damage from seas coming
on board the vessel.
Where it is not possible to carry up the ventilat-
ing trunks inside a deck erection the ventilators
should preferably be framed by strong steel trucks
riveted to the steel bulkheads of the deck erec-
tions."
2. The Ministry also wish to draw attention to
the following matters mentioned in the Court's
report :-
(a) lifelines supplied to ships should be readily
available and rigged in bad weather;
(b) the means for closing air pipes on the
weather deck should be used in anything
approaching bad weather when in a loaded
condition; and
(c) the two tarpaulins specified by Rules 21
of the Load Line Rules, 1941 (S. R, & 0.
1941 No. 1464) to be provided for each
hatchway on freeboard and superstructure
decks should be used, and not merely one
of these. The locking bars or lashings pro-
vided for each hatchway should be used.
