GOVERNMENT GAZETTE, SEPTEMBER 14, 1957.-(No. 46.) 439

Repcrt of the Director of Audit-of Trinidad and Tobago on the Accounts of the Board of the Commission r
of Currency, British Caribbean Territories (Eastern Group), for the year ended 31st December, 1956.

Currency Fund Income Account.

Income for the year exceeded expenditure by $1,429,073.12 all of which was transferred to the
Currency Fund Account in accordance with Article 4 (3) (a) of the First Schedule to the Currency Or-
dinance, Chapter 35 No. 2 (Trinidad and Tobago).
2. As in previous years, the accounts for 1956 have been presented on a cash basis. All expenditure
for the year has been duly authorised. Included in the item "Incidentals-$2,564.22" is an amount
of $40.00 the value of five (5) proof sets of coin which were presented to various parties with the sanction
of the Board.

Currency Fund.

3. The value of the Currency Fund at 31st December, 1956, after the transfer of the surplus on
Income account was $66,598,730.45, which was $565,106.55 less than the value of notes and coin in
circulation totaling $67,163,837.00. This deficiency was mainly due to the depreciation in the
market value of securities, which amounted to $1,159,985.78 for the year. The position therefore
remained as stated in paragraph 5 of the Audit Report for 1955, and member Governments are liable
to be called upon to make good this deficiency in accordance with Article 6 (2) of the First Schedule
to the Currency Ordinance.

Assets and Liabilities.

4. Statements of the securities and cash held on behalf of the Board have been received from the
Crown Agents. The certificate of the Controller and Auditor General for the balances held at 31st
December, 1955, has been seen. The certificate for the balances at 31st December, 1956, has not yet
been submitted for audit. The amount held on deposit with the Accountant General has been verified
with the Treasury records, and that with Barclays Bank (D.C. 0.) confirmed by bank certif.c ite.

Boards of Survey.

5. Regulation 10 of the Currency (Coin) Regulations 1955 and Regulation 20 of the Currency
(Notes) Regulations 1951 have not been complied with in the following instances :
Grenada.-No ordinary survey on coins was held in the first quarter, and no ordinary survey
on notes was held in the second quarter of the year. No survey of any kind was held in
the fourth quarter, and no surprise survey was carried out during the year.
St. Lucia-No ordinary survey was held in the first quarter either on notes or coin. An
ordinary survey was reported to have been held in the fourth quarter (27th December,
1956), but no survey Report has been received either from the Principal Auditor or the
Executive Commissioner.
St. Kitts.-No ordinary survey on coins was held in the first quarter of the year.

Issues of Coins for Sterling.

6. Issues of coin for sterling of amounts less than $25,000.00, the minimum authorised under the
Currency (Coin) Regulations, Section 7 (1), were made as follows during 1956 :

Date of Issue. Colony. Amount Issued.

7 3 56. Trinidad $ 6,000.00
1 5 56. St. Kitts 20,000.00
8 6 56. Trinidad 14,250.00
30 10 56. British Guiana 10,000.00
6 12 56. British Guiana 24,000.00

A reduction in the minimum limit is recommended for consideration.

9th August, 1957. I. V. G. MACKAY,
Director of Audit.

440 GOVERNMENT GAZETTE, SEPTEMBER 14, 1957.--(No 46.C

Comments of the Executive Commissioner, British Caribbean Currency Board, on the Report
of the Director of Audit, Trinidad and Tobago on the Accounts of the Board for 1956.

Paragraph 5.-Boards of Survey. The Governor of each Colony appoints the Board of Survey and
each year the Executive Commissioner draws the attention to the necessity for adhering to the require-
ments of Regulation 10 of the Currency (Notes) Regulations and the Currency (Coin) Regulations.
Failure to hold the required number of surveys in Grenada, St. Lucia and St. Kitts in 1956 has been
reported to the Administrators of those Colonies with the usual request that Regulation 10 be strictly
adhered to in future.
Paragraph 6. The approval of the Secretary of State for the Colonies is being sought by the Board,
for amendment of Regulation 7 (1) of the Currency (Coin) Regulations, but in order that the replacement
of United Kingdom coins by British Caribbean coins should not be impeded the Board authorised the
issue for sterling of sums of less than $25,000 pending submission of the request to the Secretary of State
for approval of the proposed amendment of the Regulation.
