NOTICE.

APPLICATIONS are invited from suitably
qualified candidates for appointment to the
post of Senior Draughtsman, Windward Islands,
particulars of which are as follows:-
Appointment: The post is non-pensionable, and
appointment will be on a temporary contractual
basis for a period of 18 months in the first in-
stance. The officer will be subject to the Colonial
Regulations and the local General Orders for the
time being in force, so far as they are applicable.
The officer will be a member of the staff of the
Executive Archi'ect. Windward Islands, and will
be stationed in St. Lucia.
Qualifications: Applicants should have had at
least 5 years experience of work usually under-
taken by an Architect's Office and be thoroughly
conversant with the preparation cf working draw-
ings and specifications.
Salary : The Salary will be at the rate $3,360
(700) per annum in the scale $3,:;60x$120-
$3,600 (700 x 25-750) per a num, plus a p iy
addition of 20% of salary.
Quarters : Quarters are not provided.
Passages: Free passages to St. Lucia will be
provided for the officer, his wife and children, not
exceeding 5 persons in all; children to be under 18
years of age, unmarried, and dependent on the
officer. Free return passages wiil also be provided
on the satisfactory termination of the period of
engagement.
Leave: Vacation leave on full salary will be
granted at the rate of one week for each completed
period of 3 months resident service. .-uch leave
to be taken on the satisfactory termination of the
officer's contract.
Medical Attention: Free medical attention
and medicines are not provided.
Taxation : All Government officers are liable
to taxation imposed by local legislation.

with a view to effecting any alterations that may
be necessary to comply with the provisions of the
Motor Vehicles and Road Traffic Ordinance, 193~.
and of the Regulations made thereunder.

Vehicles must be presented in a thoroughly clean
condition, and must have been recently overhauled.
The body and wings, axle, chasis, frame, steering
arms, springs trackrods, brake connections,
shackles, bolts, nuts, split pins, engine, engine
shield and case, clutch, gearbox, magneto or coil,
air filter, carburettor, and all working parts must
be cleaned in order to admit of proper examination.
Dust covers, if used, must be removed before
presentation in order to admit of an examination
being made in full. All split pins, etc., must be
clearly exposed, also chasis and engine numbers.
Drivers' seats must be securely fastened so that
the driver can have proper control over the vehicle.
Spot lights, musical horns and whistles are strictly
prohibited. Each vehicle must have its tare and
maximum gross weight painted in white figures not
less than 21 inches in height upon a black ground
in a conspicuous place on the right or offside of the
vehicle.
The Registered Identification marks on all
vehicles must conform to provisions of Regulations
7, 8 and 9 and the Second Schedule to the Regula-
tions, No. 35 of 1938, and be in such a condition
as to render each letter or figure readily distinguish-
able. The attention of owners of Motor Omnibuses
and Goods Vehicles is specially directed to Regula-
tion 23 (11) (a) regarding the position of front
lamps. Spot lights will not be allowed except with
the written approval of the Licensing Authority.
The attention of the owners of Hiring cars and
Motor Omnibuses is directed to the Motor Vehicles
and Road Traffic (Amendment) Regulations, No. 6
of 1944, as amended by the Motor Vehicles and
Road Traffic (Amendment No. 2) Regulations,
No. 70 of 1946 which require that printed copies
of the Tariffs of Maximum Fares be displayed in
such Vehicles. These are now available and may
be purchased at the Treasury, St. George's, and at
any District Revenue Office, at 4 cents per copy.
Vehicles which have been found by the
Inspector to have defects must not be used on the
roads until they have been issued with a Certifi-
cate, certifying that the vehicles may be duly
licensed.

list for Water Rates for the year 1957, is
finally determined, and may be seen at the Trea-
sury, St. George's and the respective District
Revenue Oflices, between the 1st day of May and
the 31st day of July, 1957, and that attendance
will oe given during that period for the purpose of
receiving the rates fixed by the several District
Boards.

THE University College of the West Indies
provides a one year course for science grad-
uates leading to a Diploma in Chemical Technology.
Applications for admission to this course should
give particulars of the degree held by the applicant

University College of the West Indies, Mona,

ing a university degree in Physics and
Mathematics or Chemistry for appointment to the
above post.
Appointment and Salary: The pcst is pension-
able, with salary as follows:-
Graduat s: $2,880 x 120 3,360 x 144 3,618 x

First or Second Class Honours Graduates:
$3,480 x 120 5,600 x 144 4,320 x
$192 5,083.
The point of entry into t' e scale will depend on
the experience of the successful applicant. The
successful candidate, if in possession of a Dikloma
of Education or comparable post-graduate teach-
ing qualifications, will be eligible for two addition-
al increments. Salary is subject to deduction of
four per cent per annum under the Widows' and
Orphans' Pension Scheme unless the officer is
already a contributor to a Widows' and Orphans'
Pension Scheme of another colony.
Passages: Cost of passages of officer and his
family on first, appointment is payable up to a
maximum of $1,920. P.assage arrangements in
respect of transferred officer will be in accordance
with Colonial Regulations b7-92.
Leave and Leave Passages: Leave is granted
in accordance with local regulations. Leave
passages for officer and, if married, for his wife are
payable every three and a half years in accordance
with the Civil Establishment (Leave Passages)

Cocoa Industry Improvement Scheme

Distribution of Rooted Cuttings of Selected
Strains of. Grenada Cocoa for Planting
in 1958. .

P ERSONS desirous of obtaining .rooted cocoa
cutti gq from the cocoa stations for planting
in 1958, should apply on the forms provided for
that purpose, entitled, Application Form for
Rooted Cocoa Cuttings Propagated for Distribution
by the Cocoa Indusfy-'Iimprdvement Scheme of
Grenada.
2. Application forms should be forwarded to the
Cocoa Agronomist, Mt. Horne Cocoa 'Station, St.
Andrew's, on or before the 30th June,'.95.7.
3. Applications for rooted coo-a-'cuttings re-
ceived after the. 30th June, 1957 will 'neither be
acknowledged nor considered.
4. Application forms are available at the
Department of Agriculture, all Agricultuiial' and
Cocoa Stations, and District Revenue Offices.
Application forms can also he obtained from
all members of the extension staff of the Depart-
ment of Agriculture.
5. Rodted docoa Cuttings are delivered free 'of
charge to the applicant, -at a poi~t, .as near as
possible to the site at which they are to be planted,
accessible at the time to the m rtor vehicle con-
veying the plants.
6. The .conditions under, which -rooted -cocoa
cuttings will be issued are asfollows :- .-:i :
(i) The area selected by an applicant will'.be '
inspected b an authorised officer, a,s soon
as possible after the receipt of the appli-'

suitability-of t e site in regard to altitude,
soil type, wind protection : and..- other
Secologioal and environmental conditions.
The applicant will then be notified whether
or not the area is approved for planting.
(ii) If for stated reasons the area is declared to
be unsuitable for planting cocoa clones, no
S '.allocation of plants w.ll be made to the
applicant.
(iii) If the are'i is declared suitable, an
authorised officer will inform the applicant
what .minimum action is required of him by
the Department of Agriculture, in regard to
provision of ground shade, windbreaks, soil
conservation measures, soil preparation etc.
The Agricultural. Departm nt will. ender
all assistance, guidance and advice in this
connection.
(iv) The minimum area for which pl:ints:will be
that which will contain fifty ,50, rooted
cuttings plaLted at spacing of 12' x. 12' in
a block. ,..
The area to bh planted will he re-inspected

the proposed date of delivery of the plants,

General Certificate of Education.

TfHIS examination will be held in November-
SDecember of this year.- The entry fee for a
subject at Ordinary Level will be ten shillings and
for a subject at Advanced.Level one pound.
Besides the above, a local fee of Four Dbllars
must be paid into the Treasury and forwarded
with the application for entry. Candidates taking
a Science subject requiring a practical examination

appointment to the post of Supernumerary Veteri-
nary Officer for Grenada, :t. Luci,, and St. Vin-
cent, particulars of which are as follows:-
Appointment: The post is at present non-
pensionable. The officer will he subject to the
Colonial Regulations, local General Orders, Finan-
cial and Store Rules and all such regulations, as
may from time to time he in force.
Salary : The salary is in the scale $3,840 x
120-$4,800 (800 x "5-1,000) per annum, plus
a pay addition of 20% of salary.
Allowances: Travelling and Subsistence al-
lowances will be payable in accordance with local
regulations in respect of approved travel on duty.
Quarters: Quarters are not provided, but in
the event of Government quarters being available
the officer will be required to pay rental not exceed-
ing 10% of his salary.
Leave and Leave Passages: Vacation leave
will he granted at the rate of 45 days for each
completed period of 12 months resident service,
accumulable up to 180 days.
Leave passages will be granted in accordance
witn'local regulations.

NOTICE.

APPLICATIONS are invited from suitably
qualified candidates for appointment to the
post of Director of Works, Dominica, particulars
of which are as follows :-
1. Appointment: The post is on the per-
manent and pensionable establishment and the
appointment carries with it the liability to transfer
to any post of equivalent status within the Wind-
ward Islands. An appointment may, however, be
made on a temporary non-pensionable contractual
basis for a period of 3 years in the first instance.

2. Salary; The salary is in the scale 1,300 x
25-1,500 per annum.
3. Allowances: Transport and subsistence
allowances are payable in accordance with local
regulations in respect of approved travel on duty.
4. Duties : The officer will be responsible for
the administration of the Public Works Depart-
ment and for the planning and execution of Public
Works development schemes as well as the general
supervision of all aspects of the department's
work. By virtue of his office the officer is a
member of various Boards and Committees. He
will also be required to perform such other duties
as may from time to time be assigned to him by
the Administrator.
5. Qualifications: The officer must be a
Corporate Member of the Institute of Civil
Engineers, or hold some qualification of equivalent
status and should have good administrative ex-
perience and ability.
6. Quarters : Quarters are not provided.
Should Government quarters become available at
any time rental would be charged at the rate of
10% of salary or 5% of the assessed value of the
quarters, whichever is less
7. Passages: Free:passages to Dominica will
be provided on first appointment for the officer,
his wife and children, not exceeding five persons
in all. Children to be under 18 years of age. un-
married and dependent on the officer. In the case
of a contract appointment free. return passages
will be provided on the satisfactory completion of
the contract.
8. Leave & Leave Passages : Vacation leave
will be granted at the .rate of 45 days for each
completed period of 1-2 months resident service
and may be accumulated up to a maximum of
180 dlys. In the case of a contract appointment,
vacation leave will be granted at the rate of 1 week
for each completed period of 3 months resident
service; such leave to be taken on the satisfactory
completion of the period of engagement. Leave
passages arc provided in accordance with the
Windward Islands Leave Passage Regulations.
9. General Information.: The officer will be
liable to all taxation imposed by local enactments.
He will also be subject to the Colonial Regulations,
local General Orders, and Financial and Store
Rules and subsidiary legislation In force for the
time being.

Appointment: The post is at present non-
pensionable, but steps are being taken to declare it

and subsidiary legislation in force so far as they

Qualifications: Candidates must possess an
intimate knowledge of, and experience in, the
duties of Port Officer. Preference may be given
to the holder of a Master's or Mate's Certificate.
Duties: The officer will be requirad:-
(a) To be in charge of the Management and
Navigation of Port, and to enforce
observance of Port Regulations.
(b) To perform the duties and have the powers
of a Port Oflicer, and to he subject to
the responsibilities of the post under
the Quarantine Ordinance.
(c) To visit all snips anchoring in port, from
any port or place outside the Colony.
(a) To be Admeasurer of ships for tonnage etc.
(e) To examine boats etc. for seaworthiness
nd issue of passenger licences.
(f) To perform the duties df a Mercantile
Marine Officer, and to be Chairman of
the Board of Examiners for the issue
of Masters' Certificates of Captaincy.
(g) To he Supervisor of Certified Pilots, of
Wharves and of Navigation Lights.
Salary : The salary is i' the scale $2,880x120-
$3,480 per annum, plus a pay addition of 20% of
salary.
Allowances: The following allowances are
payable :--
(a) Uniform Allowance-$120 per annum,
(b),Petsonal Fees not exceeding $720 per
annum.
(c) Subsistence Allowance in accordance with
Local regulations.
Quarters: Quarters' are not provided.
Passages: Free first class passages to St.
Vincent for the officer, his wife and children will
be provided; children should be under 18 years of
age, unmarried, and dependent on the officer.
Loave and Leave Passages: Vacation leave

APPLTCATIONS are invited for appointment
S to a post of District Inspector, Education
Department, Barbados.
Duties: In addition to regular inspection in a
district of 30-40 primary Schools, assistance in
teaching training, vacation courses, etc., the officer
will be required to foster th'e development, of
science teaching appropriate to. primary schools'
and especially to secondary modern schools
throughout the island, and may be required to


assist in the inspection of other secondary schools.
Qualifications: A Science degree of a uni-
versity within the British Commonwealth, success-
ful experience in the school teaching of science,
and a broad knowledge of the teaching cf science
at all levels of Echool education.
Appointment and Salary: The post is pen-
sionable with salary as follows :-
,,(a) with 1st or 2nd Class Honours cr a second
degree obtained by examination-$4,560 x
192-$5,520 ;
(b) without 1st or 2nd Class Honours--3,000
x 120-$3,360 : $3,528 x 144--$4,392.
Salary is subject to deduction of 4 per annum
under the Widows' and Orphans' Pension Scheme
unless the officer is already a contributor tb a
Widows' and Orphans' Pension Scheme of
another Colony.
Leave and Leave Passages : Leave is grant-
ed in accordance with local regulations. Leave
passages for officer and, if married, for his wife
are payable every three t:nd half years in accord-
ance with t he Civil Establishment (Leave Passages)
Order, 1952.
Passages: Cost ot passages of officer and his
family on first appointment is payable up to a
maximum of $1,920.
Passage arrangements in respect of transferred
officer will be in accordance with Colonial Regu-
lations 87-92.

THE following memorandum on thq subject of Cost-of-Living Index Figures, in so far as the agri-
cultural labourers are concerned, is published for general information.

COST OF LIVING INDEX FOR THE MONTH OF MAY, 1957.

The Cost-of-Living Index for all items at the end of May, 1957, was 296, and the-
tollowing table shows the Cost-of-Living Index Figures at the end of eacn month as compared with.
the basic year (August, 1939) taken as 100:-

Food: The average level of retail prices of those articles tiken into acc-mnri in the food group
was 2 points lower than at 30th April, 1957, and 216% higher than at 1939. This decrease was
due to decreases in the retail prices of sugar.
Rent: There was no change recorded in the general leave : f the agricultural labourers' rn 1.
Fuel and Cleaning : There was no change in the figures for this class during the period under
review. The increase of 139% on the 1939 prices shown in the figure for 30th April, 1957, remained
unchanged.
Clothing: Information collected from retailers indicated that at 31st May, 1957, the average
level of retail prices of clothing of the kinds generally bought by Agricultural labourers was 1 point
lower than at 30th April, 1957, and 182% higher than at 1939. This decrease was due to decreases
in the retail prices of Ladies Vests.
All Others : There was no change in the prices of the articles under this group. The increase
of 112% on the 1939 prices shown in the figure for 30th April, remained unchanged.
All Items: If the average changes in the cost of all the foregoing items are combined in accord-
ance with their relative importance in the 1939 agricultural labourer,' family expenditure, the resultant
general average increase at 31st May, 1957, was the same at 30th April, 1957, and 196% higher than
.at 1939.
