Prison Visiting Committee as a
Committee of Enquiry.



STNDER Rule 3 (2) of the Prison Rules I hereby
Appoint the Richmond Hill Prison Visiting
Committee as a Committee of Enquiry with the
following terms of reference:
To investigate and enquire into:
(i) the arrangements which were made by the
Superintendent of Prisons for the secur-
ing and safeguarding of the prisoner
Festus Lewis who was admitted to the
Prison, charged with murder, on 27th
November, 1956, and
(ii) the circumstances in which, and the
means by which, the said Festus Lewis
contrived his escape from the Prison on
the night of 24th-25th January 1937;
and to report the Committee's opinion thereon".

Grenada, 1934, is hereby published for the
general information of the public .-
Whoever, knowing or having reason to
believe that any person has committed or has
been convicted of any crime, aids conceals or
harbours the person, with the purpose of en-
abling him to avoid lawful arrest or the ex-
ecution of his sentence, shall, if the crime is
punishable with death or with imprisonment
for ten years or upwards, be liable to imprison-
ment for five years, or shall if the crime is a
felony other than aforsaid, be liable to im-
prisonment for two years, or shall, if the crime
is a misdemeanor, be liable to imprisonment
for six months."

NOTICE.

IT is notified for general information that, arising
out of the recommendations of the London
Conference in February 1956 on British Caribbean
Federation, the Commission on Trade and Tariffs
under the Chairmanship of Sir William Dawson
Croft, K.C.B., arrived in Barbados on the 3rd
November, 1956, and immediately commenced its
deliberations. Their terms of reference are :-


"to examine and report to the Federal
Government on the economic, fiscal and
other technical problems involved in the
establishment of a Customs Union for the
Federal area, bearing in mind the possible
accession of British Guiana and British
Honduras, and to work out a scheme for
a Customs Union, to be implemented, if
necessary, by stages."
At; a Conferencee of Liaison Officers to the Com-
mission appointed by the Unit Governments to
represent their respective territories, held at Hast-
ings House on November 12th, a draft itinerary
was agreed for the visit of the Commission to the
various territories of the area. The Commission
propose to visit Grenada as from 2nd to 8th
January, 1957, in order to obtain first hand know-
ledge of local conditions, to hold preliminary dis-
cussions with interested parties and to stimulate
general interest in the subject of a Customs Union,
including internal free trade.
Immediately on arrival in each territory the
Commission will take such steps as are necessary
to approach interested parties whom they would'
wish to see in order to initiate discussions in the
matter. Their desire is that as far as possible
material hearing upon the subject should be avail-
able for the consideration not later than 28th
February 1957. Any interested party of organisa-
tion who may wish to make written representation
to them are requested to send memoranda to the
Secretary to the Commission at Hastings House,
Barbados, by that date.

Vacant Post Of Librarian Public Library,
St. Vincent, B. W. I.

PPLICATIONS are invited for the vacant
post of Librarian, Public Library. St. Vincent.
The salary of the post is in the scale $1368 x $
72-$2160 per annum together with a pensionable
pay addition of 20% of salaries, and commencing
salary will depend on the qualifications and exper-
ience of the Officer.
The Officer will be responsible for the running
and organisation of the Public Library in Kings-
town and for the organisation and supervision of
various branch libraries throughout the Colony,
and will be required to perform such other duties
connected with Library work as may from time to
time be assigned by the Administrator.
Preference will be given to applicants who pos-
sess the Associateship Certificate of the English
Library Association.
The post is pensionable, and any claim to pens-
ion acquired in respect of previous Colonial Service
will be retained. Free first class passages are pro-
vided for the Officer, and up to four members of his
family, namely a total of five in all, on first
appointment only. No assisted passages are grant-
ed on leave.

Harvesting Of Coconut Crop From Govern-
ment Lands In The Morne Rouge Area.


fTlENDERS are invited for the sole right to har-
1 vest the coconut crop from the Government
lands in the Morne Rouge Area during the remain-
der of the year 1957, commencing 1st March, 1957.
The Contract will be liable to be terminated by
one month's notice on either side.
The Government does not bind itself to accept
the highest or any tender.

Maintenance Of Government Lands In the
Morne Rouge Area.



TENDERS are invited for the maintenance of
the undermentioned areas of Government
Lands in the Morne Rouge Area on a monthly
basis:-
(1) That reclaimed area of land bounded on the
North-West by the sea, on the South-East
by the Main Road to Quarantine Station,
on the South-West by lands occupied by
A. O. SEON and on the North-East by
area (2).
(2) Approximately 16 acres of land cultivated
in coconuts and bounded on the North-West
by the sea, on the South-West by area (1)
North-East by area (3) and on the South-
East by Grand Anse Road and part of area
(1)
3) Approximately 16 acres at present unclear-
ed and bounded on the North-West by the
sea, on the North-East by lands, of GEO.
BANFIELD, on the South-East by Grand
Anse Road and on the South-West by area
(2).
The Contractor should include in his tender for
grass-cutting and clearing, drain-cleaning includ-
ing sea heads, clearing of blocks, control of weeds,
under-growth and defective or overhanging trees,
prevention of grazing, and any other matter neces-
sary for the proper upkeep of the area except
maintenance of roads and buildings. The Con-
tract for 1957 will commence on 1st March, 1957,
and may be terminated by one month's notice on
either side. Tenders should be addressed to the
Chairman, Tenders board, and should reach him
by noon on Friday, 15th February, 1957.

NOTICE.

Vacant Post Of Harbour Master & Chief
Pilot, St. Lucia.

PPLICATIONS are hereby invited from suit-
1_. able persons for the post of Harbour Master
and Chief Pilot, St. Lucia, which is expected to
become vacant early in 1957.
Salary Etc : The Salary of the post, which is
permanent and pensionable, is at the rate of $3,840
.per annum plus a salary increase of 20% which has
been recently approved.
Quarters are not provided.
Passages, Leave Etc: Free first class pas-
sages, not exceeding five passages in all, will b.:
provided on first appointment for the officer, his
wife and children who are tinder 18 years of age,
unmarried and dependent upon him. The officer's
:family should accompany hun or join him within
*twelve months of his appointment to qualify for
this concession.
The officer will be eligible for vacation leave at
the rate of 45 days for each completed period of
12 months resident service, accumulating up to a
inaximnun of 18i days. Leave passages will be
provided in accordance with local General Orders.
Qualifications: Candidates must possess a
Pilot's Certificate for ocean-going boats and must
have experience of shipping, harbour maintenance,
wharf management and stevedoring, and the oper-
ation of light houses.
Duties: Administration of the Port & Marine
Department, control and maintenance of all light
.houses, wharves and jetties in St. Lucia, general
control of shipping within territorial waters of the
Colony; pilotage of ships, service on board of Ex-
aminers for local pilots: such other duties as are
prescribed in the Merchant Shipping Act and local
:legislation and as may be assigned to the holder of
the post from time to time. The officer is subject
to Colonial Regulations, General Orders and Fin-
ancial Rules which may be in force in the Wind-
ward Islands from time to time.
Application: Applications must be in the
candidate's own handwriting and should give the
'following particulars:-
(a) Age
(b) Schools, Colleges, etc., at which educat-
ed, and certificates and qualifications obtain-
ed, with dates.
(c) Nature of present and past employment,
with dates.
(d) Emoluments earned in present post (or
post in which last employed).
(e) Past experience in work similar to that
required in the post now advertised.
(f) Marital status and number of children.
Applicants should also furnish copies of testi-
monials ;which will not be returned) certified as true
copies by a Justice of the Peace, Minister of Relig-
ion, or a Head of a Government Department.
Applications which do not contain the required
information will not be considered.

2. Declaration of Pioneer Industry. The re-manufacture of worn motor vehicle tyres is
reby declared to be a pioneer industry and re-manufactured motor vehicle tyres are hereby declared
be pioneer products for the said purposes.
