WAGES COUNCILS ORDINANCE, 1951, (No. 4 of 19b1).


NOTIFICATION OF INTENSION TO MAKE A WAGES COUNCIL ORDER.


P UBLIC NOTICE is hereby given in pursuance of section 6 (1) of the abovementioned Ordinance
that the Governor in Council proposes to. make an Order entitled the Wages Council (Catering
Undertakings) Order. 1956, under section 3 of.the. said Ordinance.
A draft of the Order is publised as a supplementt to this issue of the Government Gazette and
copies may be obtained from the Government Office.
Any person who wishes to make any objection to the draft Order should do so in writing to the
Governor not later than 14 days from the date of publication of this notice in the Government
Gazette.
Every objection shall state-
(a) the specific grounds of objection ; and
(b) the omissions, additions-or modifications asked for, and must be enclosed irn an envelope
addressed to the Administrator. Government Ottice, St. George's and clearly marked
Wages Council (Catering Undertakings) Draft Order, 1956".

WAGES COUNCILS.


DRAFT OF PROPOSED ORDER TO BE MADE lY THE GOVERNOR, IN COUNCIL UNDER
SECTION 3 OF THE WAGES COUN'JILS ORDINANCE. 1951, (No. 4 OF 1951).


1. Short title. This Order may he cited as the wages Council (Catei ing Undertakings) Order, 1956.
2. Establishment of Wages Council. There shall be established in respect of the workers to
whom this Order applies, as set out in the Schedule hereto, and their employers, a Wages Council to
be known as the Catering Undertakings Wages Council.
3. Commencement. This Order shall come into operation on the day of 1956.


SCHEDULE.

1. Subject to the provisions of paragraph 2 hereof the workers to whom this Schedule applies are
all workers employed in the Colony in a catering undertaking who are employed by the person or body
of persons carrying on that undertaking in connection with the provision of food or drink or living
accommodation, and whe are engaged on any of the following work, that is to say:-
(a) the preparation of food or drink;
(b) the service of food or drink;
(c) work incidental to such preparation or service;
(d) work connected with the provision of living accommodation.
2. In this Schedule the expression catering undertaking" has the meaning hereby assigned
to it :-
catering undertaking" means any undertaking in which the sale of intoxicating liquor
is carried on under a licence issued under the Liquor Dealers' Licences Ordinance,
Cap. 123, as amended and in which one or more of the following activities is carried
on, that is to say:
(a; the supply of food for consumption on premises;
(h) the provision of living accommodation for guests or lodgers or for persons employed in
the undertaking.
Provided that the expression catering undertaking" shall not include transport work or
work performed at any office at any store or warehouse or similar place or at any garage or
similar place.

Owners of such vehicles are advised to pay
inspection fee from now onwards at their respec-
tive District Revenue Offices and then approach
the Inspector of Motor Vehicles at the Traffic
Branch, New Fire Station, in advance with a view


to effecting any alterations that may be necessary
to comply with the provisions of the Motor Vehicles
and Road Traffic Ordinance, 1938, and of the
Regulations made thereunder.
Vehicles must be presented in a thoroughly
clean condition, and must have been recently
overhauled. The body and wings, axle, chassis.
frame, steering arms, springs, trackrods, brake
connections, shackles, bolts, nuts, split pins, engine,
engine shield and case, clutch, gearbox, magneto
or coil, air filter, carburettor, and all working parts
must be cleaned in order to admit of proper
examination. Dust covers, if used, must be
removed before presentation in order to admit of
an examination being made in full. All split pins,
etc., must be clearly exposed, also chassis and
engine numbers. Drivers' seats must be securely
fastened so that the driver can have proper
control over the vehicle. Spot lights, musical
horns and whistles are strictly prohibited. Each
vehicle must have its tare and maximum gross
weight painted in white figures not less than S-
inches in height upon a black ground in a con-
spicuous place on the right or offside of the
vehicle.
The Registered Identification marks on all
vehicles mcst conform to provisions of Regulations
7, 8 and 9 and the Second Schedule to the Regu-
lations, No. 35 of 1938, and be in such a condition
as to render each letter or figure readily dis-
tinguishable. The attention of owners of Motor
Omnibuses and Goods Vehicles is specially
directed to Regulation 23 (11) (a) regarding the
position of front lamps. Spot lights will not be
allowed except with the written approved. of the
Licensing Authority.
The attention of the owners of Hiring cars and
Motor Omnibuses is directed to the Motor Vehicles
and Road Traffic (Amendment) Regulations, No. 6
of 1944, as amended by the Motor Vehicles and
Road Traffic (Amendment No. 2) Regulations,
No. 70 of 1946 which require that printed copies
of the Tariffs of Maximum Fares be displayed in
such Vehicles. These are now available and may
be purchased at the Treasury, St. George's, and at
any District Revenue Office, at 4 cents per copy.
Vehicles which have been found by the Inspector
to have defects must not be used on the roads
until they have been issued with a Certificate,
certifying that the vehicles may be duly licensed.

I HE Department of Agriculture has recently
opened a small Livestock Improvement Centre-
at the Hope Estate, St. Andrew's. Here a British
Alpine buck goat, a Black Belly Ram Sheep and a-
Large Black Bear are being kept for use as studs
on the small stock of farmers in the area.
Farmers are invited to make use of this Centre
by bringing their small breeding stock for service,.
charges for which will be 60 cents per animal.

Vacancy for Principal.

A PPLICATIONS are invited from suitably
qualified candidates tor appointment as
Principal, Government Technical Institute. The
post is pensionahle and with fixed salary of
$7.680. per annum (l,i00). Appciniment is
subject to medical fitness. Quarters are provided
;t a monthly rental, furnished 6dO (12. ICs.) and

Duties:. To advise on all aspects of Technical
Education and to help to sponsor, organise .and
_supervise, under the general control of the Director
of Education, a suitable development programme
of Technical Education for the Col'nvy. The


Principal will also be responsible to the Board of
Governors of 'the Technical Institute for tlie
development, i admirnistration aind 'supervision of
the day and-evening, full-time and part-time
classes of the Institute' and of -the 'activities
sponsored by it in and out. of Georgetown.
The-courses of study may, include those of the
City and Guilds, the General Certificate of
of Education (Ninth Board), the National Certifi-
cate, or other courses as it may be considered
appropriate' to introducee from time to time, to
meet particular Ieeds. Existing' courses are
mainly trade courses.
The activities of the Institute are new being
widened in' scope and in. extent and additional
shops are being provided as well as equipment for
the instrument, machine, welding, electric, build-
ers, paint and other courses.
Qualifications; University degree or a qual-
ification of equivalent status in a branch of
Engineering together with good administrative or
practical experience in Industry and/or in
Technical Education.
General : Lave and'leave passages ate granted
in accordance with the leave and the leave passages
regulations. On appointment, passages for the
officer anC family not exceeding five passages in
all from the place of recruitment are payable. If
appointment on contract for three years is pre-
ferred, a gratuity of 221( of salary will be payable
in respect of each completed period of three
months' service, and passages back to the place of
recruitment on the satisfactory termination of the
period of service.
A candinalo who is not in Government Service
and who is over 40 years of age, will be appointed
on contract.

recent testimonials and details of qualifications,
age and present appointment and any special
qualifications and reference, should he addressed

Vincent, particulars of which are as follows:-
Appointment: The post is pensionble and the
appointment carries with it the liability to transfer
to any post of equivalent status within the Wind-
ward Islands. The officer will be subject to the
Colonial Regulations and local General Orders for
the time being in force in so far: as they are

applicable. The appointment will be subject to
medical fitness, and will be on probation for a
period of one year in the first instant.
Salary: The salary of the post is un the scale
$3,456 x 120 $4,320 (720 x 25--900). The
point of entry into the salary scale will be deter-
mined according to the qualifications of the can-
didate.
Duties: The duties of the post will be defined
by the Education Officer to whom the Inspector
will be directly responsible, and will, in general, be
as follows:-
Besides the normal duty of inspection, the
Officer will be mainly concerned wlth the
Supervision and training of pupil teachers and
uncertificated teachers. A knowledge of
modern teaching aims and methods is there-
fore required. The Officer will be expected
to lecture to teachers-in-training on methods,
and to supervise and assist them in their act-
ual teaching practice in the schools.
Qualifications: Minimum qualifications will
be the Diploma of a recognized Training College
for Teachers together with a suitable background
of experience of elementary schools in the West
Indies. Should Candidates also possess a degree
or diploma of an approved University this would,
of course, be an added qualification.
Quarters: Quarters are not provided.
Passages: Free first class passages to St. Vin-
cent will be provided for the officer his wife and
children not exceeding five persons in all; children
should be under 18 years of age, unmarried, and
dependent on the officer.
Leave and leave passages : Vacation leave on
full salary will be granted at the rate of 45 days
per annum, and may be accumulated up to a max-
imurn period of 180 days.
Leave passages will be provided in accordance
with local regulations.
Medical Attention: Free medical attention
and medicines are not provided.
Taxation: All Government officers are liable
to taxation imposed by local legislation.

ions and experience of the applicant, and accom-
panied by two testimonials (which will not be

Electrical Inspector, Dominica.


A PPLICATIONS are invited for the post of
11 Superintendent of Telephones and Electrical
Inspector, Dominica.
Salary: $3,792 x $96- $4,272 (pensionable) plus
20% of salary (recent revision). Initial Salary
-determined by qualification and experience.
Qualification and Experience :
(a) University degree or equivalent diploma
in electrical engineering or (b) graduate


or corporate membership of the Institu-
tion of Electrical Engineers equivalent
Institution with appreciable electrical
engineering experience;
(b) employment in responsible position for a.
minimum of 3 years with well established
engineering concern providing wide experi-
ence in electrical engineering practice.
Quarters : No quarters, but if available
rental at Government rates.
Allowance: Travelling and Subsistence at.

Duties: As assigned by Director of Works,
and include supervision and management of Tele-
phone System, and inspection of electrical installa-
tion etc.
Passages: Free passages for officer. wife and
up to 5 children.
Leave: 45 days for each period 12 consecutive-
months resident service.

Vacant Post Of Surveyor, Public Works
Department, Barbados.

SPPLICATIONS are invited fo: appointment to

2. Qualifications. Qualified Sworn Land Sur-
veyor or equivalent.
3. Duties. Preparation of land surveys for
acquisition or other purposes.
4. Appointment, salary and allowances. The
pcs; is pensionable -ith salary in the scale $3,5298
x 144 $4,392 : $4,560 x 192- $4,944 per annum.
Salary is subject to deduction of 4% per annum
under the Widows' and Orphans' Pension Act un-
less the officer is partially or wholly exempt by
being a member of a Widows' and Orphans' Pen-
sion tchere of another Government. The success-
ful candidate will be eligible for a loan to assist in
the purchase of a motcr vehicle and will be paid
travelling allowance at approved rates.
5. Pa'sages. The successful candidate will be
eligible for the cost of passages for himself and
family from the place of recruitment up to a limit
of $1,920. Passage arrangements in respect of a
transferred officer will be in accordance with
Colonial Regulations 87- 92.
6. Leave and leave passages. Leave is grant-
ed in accordance with local regulations. Leave
passages for officer and, if married, for his wife are
payable every three and a half years in accordance
with the Civil Establishment (Leave Passages)
Order, 1952.
7. Quarters. Quarters are not provided but
consideration will be given to the allocation to the-
officer of a Government flat at a rental cf 10% of

PPLICATIONS are invited for appointment
S to the post of Colonial Engineer, St. Lucia
particulars of which are as follows:
1, Appointment: The post is pensionable,
but the appointment may be made on a temporary'
contractual basis for a period of 3 years in the first
instance. The officer will be subject to the
Colonial Regulations and the local General Orders
in force for the time being, in so far as they are
applicable. The appointment carries with it the
liability to transfer within the Windward Islands
to any post of equivalent status.
2. Salary: The salary of the post is at the
rate of $5,184 (1,080) per annum, in the scale
$5,184 x 120-$6,336 (1,080 x 25-1,320) per
annum. An appointment may be made at any
point in this scale, depending on the candidate s
qualifications and experience. In the case of a
contract appointment, a gratuity calculated at the
rate of 12% per annum of salary will be payable
on the satisfactory completion of the period of
engagement.
3, Allowances: The officer will be required
to maintain a motor car for the performance of his
official duties, and a travelling allowance will be
payable at prescribed rates. Subsistence allowance
will also be payable at prescribed rates.
4. Quarters : Quarters are not provided, but
in the event of Government quarters becoming
available, the officer will be required to pay rental
not exceeding IC', of his salary.
5. Duties: The duties of the post will in-
volve:-
(i) The administration of the staff of the
Public Works Department and full control
of outside labour ;
(ii) the execution of building programmes and
other Government sponsored schemes;
'iii) the responsibility for the maintenance of
public buildings and roads; and
(iv) such other duties as the Officer Adminis-
tering the Government may from time to
time direct.
6. Qualifications: The officer should be a
member of the Institute of Civil Engineers or
possess an Engineering Diploma or Degree in
t ivil Engineering recognisable in the United
Kingdom or within the British Empire; or have
had suitable training and experience as an officer
of the Royal Engineers.
7. Passages: Free first class passages will be
provided for the officer, his wife and children, not
exceeding 5 persons in all ; children to be under 18
years of age, unmarried and dependent on the
officer.
In the case of an officer on contract, free return
passages will be provided on the satisfactory com-
pletion of the period of his engagement.
8. Leave and leave passages: In the case of
a permanent appointment, vacation leave on full


salary will be granted At the rate of 45 days for
each completed period of 12 months resident
service. Such leave may be accumulated up to a
total of 180 days.
In the case of an appointment on contract, vaca'
tion eave will be granted at the rate of one week
for each period of 3 months resident service; such
leave will be granted on the satisfactory comple-
tion of the officer's appointment.
Leave passages will be provided in accordance
with local regulations.
9. Taxation : All Government officers are liable
to taxation imposed by local legislation.

his wife and not more than three children under
the age of eighteen years who are unmarried and
are dependent upon him, provided that they accom-
pany him or join him in the Colony within twelve

7. Leave will be granted on satisfactory comple-
tion of the contract on the basis of one month for
