Loans Under the Main Loan Scheme for
Agricultural Rehabilitation.

A large number of applications for loans under
the main Loan Scheme for Agricultural
Rehabilitation have reached the Central Committee
and cannot be approved immediately because
applicants did not give satisfactory particulars of
their title to the land to which the application
relates. It will readily be appreciated that this
is an essential requirement for the purposes of long
term borrowing.
To make sure that their claims are paid as
speedily as possible and to simplify the matter of
checking titles, applicants should do one of the
I following :-
(i) Present their title deeds to the Area Com-
mittee for inspection;
(ii) Give the Area Committee the date if only
approximate on which Title Deed or
Probate was recorded;
(iii) Give the Area Committee the date of
granting of Letters of Administration;
(iv) Present the receipt for the purchase price
of the land to the Area Committee for
inspection ; Of course, a person hold-
ing only a receipt may possibly be
treated as an occupier, unless the
Central Committee decides otherwise.
(v) In the case of Mortgager property, give
the name of the Mortgager and the
rate of interest.
Applicants are reminded that it is important for
the Committee to have applications for loans for
Agricultural Rehabilitation by 30th April, 1956.

Central Agricultural Rehabilitation
Committee.

Grants for Soil Conservation.

T:HE public has already been informed that grants
L to farmers for soil conservation works will be
made on a dollar for dollar basis, that is to say-
half of the cost of any project will be met by a
grant from the fund approved by the Secretary of
State for soil conservation project.
The following procedure should be followed by
persons wishing to apply for soil conservation
grants :-


Mid


(i) In the case where the farmer is desirous
of borrowing for soil conservation
wcrks he should make application
direct to the Superintendent of Agricul-
ture, copied to the Central Agricultural
Rehabilitation Committee. The Super-
intendent of agriculturee on approving
the works would certify the grant
aspect for payment under signature of
the Chairman of the Central Agricul-
tural Rehabilitation Committee.
(ii) Where the farmer wishes to provide his
contribution to the cost of the project
from rehabilitation loan funds, he
should make application in respect of
the work either with his Scheme B1"
application or, annexed to the same.
The Central Agricultural Rehabilitation
Committee will then submit the pro-
posal for the project to the Superin-
tendent of Agriculture for his approval
or otherwise. Only the 50% of the
cost to be met from loan funds should
be applied for under the Rehabilitation
Scheme.
(iii) In cases calling under (i) above the certi-
ficate of the Superintendent of Agricul-
ture would be sufficient. In cases
under (ii) either an Inspector or an
Officer of the Department of Agricul-
ture could certify that the work was
satisfactorily performed.

NOTICE.

Government Savings Bank.


T HE attention of the public is drawn to rule 17A
of the Savings Bank Rules as added to the
Savings Bank principal Rules No. 33 of 1936 by
S.R. & O. No. 26 of 1951.
The rule reads as hereunder:
"Rule 17A. The purpose of the savings Bank
is to provide a ready means for the deposit
of savings and so to encourage thrift. The
Bank is not intended to be used for the
purpose of keeping a current account, and
the Treasurer may close an account should
he have reason to believe that the depositor
has used the Savings Bank for a purpose for
which it was not intended."
This rule will be enforced as the occasion arises.

NOTICE.

APPLICATIONS are invited for appointment to
the post of Senior Draughtsman, Windward
Islands, particulars of which are as follows:-
Appointment: The post is non-pensionable,
and appointment thereto will be on a temporary
contractual basis for a period of 2 years in the
first instance. The officer will be subject to the
Colonial Regulations and the local General Orders
for the time being in force, so far as they are
applicable. The Officer will be a member of the
staff of the Executive Architect, Windward Islands,
and will be stationed in St. Lucia.
Salary : The salary will be at the rate of $3,360
(700) per annum in the scale $3,360 x $120-$3,600
(700 x 25-750) per annum.
Qualifications: Applicants should have had
at least 5 years experience of work usually under-
taken by an Architect's Office and be thoroughly
conversant with the preparation of working
drawings and specifications.
Quarters: Quarters are not provided.
Passages : Free passages to St. Lucia will be
provided for the officer, his wife and children, not
exceeding 5 persons in all; children to be under 18
years of age, unmarried, and dependent on the
officer. Free return passages will also be provided
on the satisfactory termination of the period of
engagement.
Leave : Vacation leave on full salary will be
granted at the rate of one week for each completed
period of 12 months service. Such leave to be
taken on the satisfactory termination of the officer's
contract.
Medical attention : Free medical attention and
medicines are not provided.
Taxation: All Government Officers are liable
to taxation imposed by local legislation.
Applications, giving full particulars of applicants'
qualifications and experience, and accompanied by
two testimonials, which will not be returned,
should be addressed to the Chief Secretary, Wind-
ward Islands, at Grenada, and should reach him
not later than the 8Oth April, 1956.



NOTICE.

BRITISH CARIBBEAN METEOROLOGICAL SERVICE.



Vacant Posts-Temporary Meteorological
Assistants, Grade II.



APPLICATIONS are invited for six posts of
Temporary Meteorological Assistants, Grade
II, which have arisen in connection with the
Service's participation in the project of hurricane
research sponsored by the U.S. Weather Bureau.
Applicants must be British subjects not less
than 18 years of age. Previous experience is not
essential.


Education. Anplicants should hold a School
Certificate Grade I, or its equivalent, with a pass
in mathematics or physics.
Duties. To carry out such meteorological and
other duties, including the operation of rawinsonde
equipment, as may be required. Successful candi-
dates will, after initial training, be employed either
at Palisadoes Airport, .amaica, or in Grand
Cayman. They will be required to perform their
duties at any time during toe day or night and on
any day of the year, including Sundays and Public
Holidays.
Salary. Salaries will be in the scale 340 x20-
600 per annum. Successful candidates may be
appointed above the minimum if their qualifica-
tions and experience so warrant.
Terms of Service. The appointments are not
pensionable and will be for a period not exceeding
three years, although no guarantee of employment
for any specified period can be given. Limited
opportunities may occur from time to time for
absorption into the permanent and pensionable
establishment of the Service in one or other of the
British Caribbean Territories. Appointment is
subject to medical fitness and may be terminated
at any time by one month's notice. Officers will
normally work on a shift basis up to 40 hours per
week and nc overtime payments will be made.
Leave and allowances will be in accordance with
the regulations applicable to temporary civil ser-
vants in the territory in which the officers are
serving.
Passages. Free passages for officers, but not
their families, will be provided, on appointment, to
their territories of employment andi, on the
satisfactory completion of heir employment, to
their countries of engagement. Officers will be
required to sign undertakinrgs to refund the cost of
their outward passages in the event of their
voluntarily relinguishing their posts within one
year of engagement or of their dismissal for mis-
conduct.

the Administrator, Grenada, and should reach him
not later than 20th April, 19.;6.

N pursuance of Section 21 (2) of the above Ordi-
nance, I hereby give notice that a copy of the
diagram and a report of r. RAYMOND MILLET,
Licensed Land Surveyor, of a survey made at the
request of lr. Johnnie St. Louis of an eight foot
allowed road through his estate situate at La
Fortune, St. Patrick's, has been lodged by the
Directors of Surveys in the Office of the Registrar
of the Supreme Court.

BRITISH GUIANA.


Vacancies for 3 Local Government
Conmissioners.


APPLICATIONS are invited from suitably quali-
fled persons for appointment to 3 vacancies
for temporary Local Government Commissioners.
2. The posts are temporary and non-pensionable
with salary up to 2,000 ($9,600) per annum
depending on qualifications and experience, but not
less than 1,800 ($8,640), and appointment thereto
will be for a period of three years on contract.
Furnished quarters will be provided on payment of
rental of 12j% of salary to a maximum of 12. 10
($60) a month.
3. The duties will be to prepare detailed schemes
for the application of a re-organised system of local
government to selected areas (urban and rural)
based on Dr. A. H. Marshall's Report on Local
Government in British Guiana and to supervise
their implementation; and such ancillary duties,
e.g. the training of local officers, as may be assigned
to him by either the Senior Administrative Officer
or the Member for Local Government.


4. Candidates should have extensive experience
of local Government in the United Kingdon and
preferably some Colonial experience. The Commis-
sioner for the urban area must have held, in addi-
tion, a senior administrative position in a compar-
able modern municipality. The two Commissioners
for the rural areas must possess experience of
comparatively advanced rural local authorities.
To each of them will he attached for training at
least one experienced local officer with knowledge
of the particular areas, so that he can eventually
take over as the Commissioner moves on to the
organisation of of new areas.
5. Free passages to British Guiana and return
to the place of recruitment will be provided for the
officer, his wife and children, not exceeding five
persons in all, children to be under 18 years of age
and dependent on the officer. Vacation leave is
earned at the rate of 5 days for each completed
month of resident service up to a maximum of six
months subject to the completion of a minimum
tour of service of two years. After completion of
a tour, assisted return passages will be provided for
the officer and his wife in accordance with the
Public Officers Leave (Passages) Regulations, 1952.
6. Applications should be addressed to the Chief
Establishment Officer, Establishment Department,
Public Buildings, Georgetown, to reach him not
later than the 30th April, 1956. Applications
received after this date will not be considered.
7. Interested persons may obtain copies of the
"Report on Local Government in British Guiana",
by Dr. A. H. Marshall from either the Government
of British Guiana or the Crown Agents.

Legal Officer, Local Government,

Officer, Local Government. Appointment will be
on contract, secondment, or temporary transfer in
the first instance with prospects of later permanent
and pensionable employment.
2. The salary will be up to 2,000 ($9,600
B.W.I.) per annum depending on the qualifications
and experience of the person selected but not less
than 1,800 ($8,640) per annum. Furnished quar-
ters will be provided at a rental of 121% of salary
to a maximum of 12.10 ($60) a month. If
appointment is on contract, a gratuity of 12'% of
salary will be paid in respect of each completed
period of 3 months satisfactory resident service,
either at six monthly intervals during the period
of the contract, or in a single lump sum on con-
clusion of the leave earned under the contract.
Leave earned would count for gratuity only if
this is paid on conclusion of the engagement in a
single lump sum..

3. The duties are to prepare draft legislation for
a reorganised system of local government based on
Dr. A. H. Marshall's Report on local Government
in British Guiana and its application to selected
areas. The Officer selected will work in close con-
junction with the members of the Local Govern-
ment team and with the Legal Department; such
other duties as may be assigned to him by either
the Senior Administrative Officer or the Member
for Local Government.
4. Candidates must be Barristers-at-Law or
Solicitors with some years' direct experience of
Local Government. They should be competent
draftsmen with experience in drafting legislation,
and in the organisation and control of records and
facilities normal in a Municipal or other Local
Government legislative drafting office in the United
Kingdom and preferably with some colonial
experience.
5. Free passages to British Guiana and return
to the place of recruitment on termination of the
contract will be provided for the officer, his wife
and children, not exceeding five persons in all;

rate of 5 days for each completed month of resident
service up to a maximum of six months subject to
the completion of a minimum tour of service of
two years. After completion of a tour, assisted
return passages will be provided for the officer and
his wife in accordance with the Public Officers
Leave (Passages) Regulations, 1952.
